Responsibilities

In this position, the successful candidate will be expected to manage and win midsize to large projects and provide guidance to staff. You will work closely with NelsonNygaard’s senior and junior staff in the San Francisco office, and also Canadian pharmacy online throughout the country. Qualifications and Requirements

The ideal candidate should have a broad range of transportation and urban planning experience, preferably with a focus on transit operations and planning. A candidate should be able to demonstrate expertise in at least five (5) of the following:

  • Short- and long-range transit planning
  • Transit/shuttle service design, planning and operation
  • Transport policy, funding, and governance
  • Fare policy and fare planning
  • Financial planning
  • Data collection and performance assessments
  • Paratransit and demand-responsive services
  • Title VI policy and compliance

Successful applicants will be expected to:

At a minimum, the candidate should meet the following qualifications:

  • At least eight (8) years of responsible experience in transportation planning, traffic engineering, or a related field.
  • A bachelor’s or advanced degree in urban or transportation planning, or a related planning field. Master’s degree is strongly preferred.
  • Excellent written, verbal, and other communication skills, including facilitating public workshops.
  • The ability to manage complex projects on time and on budget.
  • Demonstrate advanced proficiency with Microsoft Excel, Word, and PowerPoint.
  • Experience in business development a plus, i.e., winning work. If you have public agency experience, grant writing and successful RFP development are applicable skills.

Smart Growth America is seeking a Transportation Program Manager to help communities across the country better coordinate land use and transportation policies. This person will deliver technical assistance to state agency staff, work with town and city leaders across the country, and advocate on transportation policy and program issues with members of Congress.

Position description
An ideal Transportation Program Manager will be a technical expert, personal connector, and outstanding project manager. This person will be a transportation engineer by training with an in-depth knowledge of the integration of transportation and land use policy and practice; performance measures; project selection, development, design and delivery standards and procedures within a DOT; and the funding, rules, and policies governing DOT planning, project development, and project delivery. They will also have specific knowledge of Complete Streets, and experience designing and delivering multimodal transportation projects.

Responsibilities
The Transportation Program Manager will be responsible for working with DOTs, MPOs and City or County DOTs and public works on a wide range of land use and transportation issues. That includes helping those agencies to adopt and implement Complete Streets policies and practices; adopt performance measures; and improve return on investment from transportation projects across a number of criteria including economic, health, equity, and environmental measures. This position’s work may also include leading studies, reports, and trainings on these and other topics and policy issues. This person will act as lead on many of these projects, so experience managing staff, budget, and grant timelines is preferred. Additional responsibilities will include:

  • Lead technical assistance for state DOTs, MPOs, and City and County DOTs;
  • Conduct research, develop policy positions, write policy papers, and inform transportation advocacy efforts;
  • Act as lead or team member for technical assistance efforts to local governments, state governments and other SGA technical assistance efforts;
  • Assist on other projects where specific transportation expertise is needed;
  • Manage program staff, budget, and grant deliverables;
  • Help market the transportation program;
  • Conduct limited fundraising; and
  • Speak publicly before elected officials, transportation professionals, and the general public.

Requirements
This position requires a self-starting, detail-oriented engineering professional with excellent writing, oral communication, research, technical, and organizational skills. A successful applicant will also have the following:

  • A degree in civil engineering;
  • A professional engineering license in at least one state;
  • Experience working at a state or local DOT;
  • Basic computer literacy in word processing and Microsoft Excel;
  • The ability to work in teams;
  • The ability to manage their time to accommodate multiple assignments from different project leads; and
  • A dedication to delivering high quality work.

Compensation, location and time frame

The Transportation Research Board (TRB) is sponsoring a paper competition for university students to propose research projects using the SHRP 2 Safety Data, the Naturalistic Driving Study data, and Roadway Information Database. Abstracts should be submitted electronically toSHRP2@nas.edu and are due on September 11, 2015.

Selected students will be invited to present their research at a special poster session at the 2016 TRB Annual Meeting, January 10-14, 2016 in Washington, DC. The TRB Annual Meeting program is expected to attract 12,000 transportation professionals from around the world. In addition, selected students will be awarded the opportunity to write a paper for consideration of inclusion in a special edition of TRB’s Transportation Research Circular.

Successful applicants will gain in-depth knowledge of transit policy and funding issues and will serve a key role in tracking and analyzing federal and state policy including legislation, policy and planning. The Policy Fellow will draft issue briefs, prepare presentations, as well as write policy memorandum, newsletter articles, web content and special reports for the Commission and its stakeholders. Specific activities include: supporting briefings of policy makers on key transit issues, analyzing legislation related to transit and the Commission, participating in the planning and execution of NVTC’s annual briefing of the General Assembly and NVTC Commission Meeting in Richmond in February, and staff support of the Executive Director. The responsibilities will include local travel and some evening commitments.

MINIMUM AND PREFERRED QUALIFICATIONS:

  • College graduates, graduate students or mid-career professionals

The selected PAU candidate will coordinate agency wide performance initiatives, monitor and track status, evaluate effectiveness, and make recommendations.  The incumbent will seek out relevant data from across NYC Transit, make inquiries of Operating Division managers, and perform other fieldwork.  The selected candidate must develop a solid understanding of operations and become an expert on various subway performance metrics.  In addition, the individual will set up workflows to populate Subways central performance database with current and historic information from data stores across the agency.  The analysts may design and automate performance reports, and periodically disseminate data via reports, dashboards, slideshows, videos, and web-based tools for Operating Divisions.

The selected EAU candidate will be required to thoroughly understand the unique operations of each Subways Division and their fiscal needs through meetings, research, and field visits.  Working closely with the Operating Divisions, the selected candidate will respond to funding requests and reduction targets through analytic efforts to determine the most appropriate and cost efficient means of meeting stated objectives.  The analysts will be involved with functions pertaining to budget development, variance analyses, overtime analyses, and forecasting models, as well as work outside their core area in an effort to creatively problem solve and to support the success of the Unit as a whole.

Qualifications:

  1. Assistant Transit Management Analyst I / II – A Bachelor’s degree from an accredited college in Business/Public Administration, Public Policy, Transportation Planning, Urban/Planning studies or a related field and two (2) years of full-time related experience.
  2. Associate Transit Management Analyst – A Bachelor’s degree from an accredited college in Business/Public Administration, Public Policy, Transportation Planning, Urban/Planning studies or a related field, and three (3) years of full-time related experience, of which one (1) year must have been in the transportation industry; or
  3. Satisfactory equivalent of education and experience.

  • Experience with regression analyses and basic statistical concepts
  • Proficient with MS Access and/or other relational databases and querying languages
  • Knowledge of database design and maintenance; integrating/consolidating existing databases
  • Basic understanding of computer programming and web development
  • Familiarity with dashboards and visual presentation of data
