Tampa, Florida Gets Federal Approval For Autonomous Vehicle Test Bed

The city of Tampa (Florida) gains a Federally-approved test bed for autonomous vehicles.. Local TV station News 10 offers the following scoop:

The Selmon Expressway just got a big approval from the federal government. It’s now one of only ten roads in America set up to test “connected cars,” leading to totally driverless cars. The Selmon’s elevated express lanes to Brandon are a car designer’s dream. During traffic downtimes, engineers can block off all of the entrances and have the whole highway as a ten-mile-long laboratory. The expressway authority that runs the Selmon will team up with a USF group, the Center for Urban Transportation Research, to find companies that want to come here to test their technology. The Federal Highway Administration has an exciting and challenging research position available in the Intelligent Transportation Systems Joint Program Office. The position is located at U.S. DOT headquarters in Washington, DC.

The selectee will serve as the focal point within the ITS Joint Program Office (JPO) formanaging, coordinating and supporting activities related to the connected vehicle safety and vehicle automation portions of the Department’s ITS program.

The candidate for this position will have excellent communications skills, expertise in ITS research and development topics, such as technology-based vehicle safety and road vehicle automation.  They will work closely with the vehicle safety, highway, motor carrier, rail, and transit industries to promote ITS initiatives and will work with the ITS community to ensure that vehicle safety systems needs are being accommodated.

The selectee will work with the ITS community to develop and implement a road vehicle automation program and will champion the capabilities and interests of the ITS community, often to a constituency that is not knowledgeable about or sympathetic to its needs.  In this capacity, the incumbent works to increase consensus building among its partners and work towards meeting National ITS program goals and objectives related to improvement of roadway safety and transportation mobility through the use of ITS solutions.

Shape the FUTURE of Federal ITS Research! Share your input for the next ITS Strategic Plan by March 15, 2013

Review the 2015 - 2019 ITS Strategic Plan Discussion Document

The USDOT ITS Joint Program Office recently published “An Open Dialogue On The Draft Focus And Themes For The Next ITS Strategic Research Plan,” available at http://www.its.dot.gov/strategicplan/.  The purpose of this document is to establish a starting point for creating the next ITS Strategic Plan. The goal of presenting themes is to enable continuity of the current research programs while establishing new or redefined goals and objectives to meet emerging research needs. The themes fall into three broad categories:

  • Maturing Connected Vehicle Systems – Focuses on what is needed to accelerate the maturity of vehicle-based communications with surrounding systems
  • Piloting and Deployment Readiness – Focuses on the security, policy, business opportunities, capabilities, pilots, and incentives needed to support vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) implementation
  • Integrating with the Broader Environment – Focuses on the integration and decision support capabilities to enable V2V and V2I (collectively termed V2X) interaction with other governmental services and public utilities.

We invite the community to consider providing input to the draft themes by visiting http://itsstrategicplan.ideascale.com/.  The USDOT is seeking your input on the following key questions, although other input is highly welcome:

·         What technological changes will occur in the near future that will impact transportation?

·         Are the themes outlined here addressing the technological and societal changes that affect transportation?

Webinar Alert: ITS JPO Seeks Feedback on Certificate Management Entity Organizational Analysis; Public Meeting December 9, 2011

The U.S. Department of Transportation (U.S. DOT), Research and Innovative Technology Administration will be hosting a free public webinar on December 9, 2011 to discuss plans for a certificate management entity (CME) to support a trusted and secure connected vehicle environment.  During the webinar U.S. DOT will be seeking input on a set of high-level, alternative organizational structures for the CME.

Webinar Details:

The webinar will take place December 9, 2011 from 1:00 – 3:00 PM Eastern Standard Time. During the call the U.S. DOT will present results from an early analysis of organizational models. This analysis will describe the functions that need to be performed by a CME; identify key constraints as well as institutional and policy requirements; model how those functions may be organized; and present a high level assessment of these organizational models against a set of evaluation criteria.

Draft documentation of the analysis will be posted for comment at the following location on or before December 9, 2011 at www.its.dot.gov. Interested stakeholders are asked to submit comments about the analysis by the end of the day on December 14, 2011. Written comments may be submitted to:  itscme@dot.gov. This is not an official docket. Stakeholders will have additional opportunities to provide input in to this project at later stages, including via a public meeting planned for March 2012.

Background:

Through 2014, the primary focus of the United States Department of Transportation (USDOT) Intelligent Transportation System (ITS) Joint Program Office is a research initiative focused on developing rapid and secure wireless communications and trusted data exchanges among vehicles, roadside infrastructure, and passengers’ personal communications devices.  This innovative use of wireless communications provides the  foundation for a connected environment for transportation that is intended to enable a multitude of applications to enhance surface transportation safety, mobility, and environmental performance.

In the end state, users need to have assurance that the system offers trusted and secure communications. That is the fundamental purpose of the Certificate Management System (or Certificate Management Entities): to ensure that participants and their vehicles receive digital certificates that allow them to be trusted actors within the system and to access meaningful and trusted data that is generated by others. If trust in the communications breaks down, then trust in the overall connected environment erodes and users become reluctant to use it or rely on it. Trust can be violated in several ways:

  • Security of communications: If communications are not considered secure, users will be less likely to trust the data that is generated by or accessible through the system.
  • Private data is compromised: If technical and policy solutions are not in place to protect private data or users perceive that their private data could be made available to unauthorized third parties without their awareness and consent, they will not participate.
  • Corrupt or inaccurate data: If the data  can be altered or corrupted through malicious misbehavior by hackers, it may cause more safety problems than fixes.

The current study aims to analyze alternative operational models that describe potential organizational designs, institutional capabilities, and policies of a Certificate Management System. It also assesses the needs for operation, maintenance, and system enhancements over time. (This study is an institutional analysis only, not a technical analysis, and it is not intended to develop a system design.)

1st International Summit on the State of the Connected Vehicle – April 16-17 – Detroit

The Connected Vehicle Trade Association in conjunction with the Michigan Department of Transportation and SAE International is hosting The FirstInternational Summit on the State of the Connected Vehicle with a Primary Focus on Policy and Strategy for Deployment. The first day will emphasis policy,funding, issues and strategies to accelerate deployments regionally andinternationally, and the second half day will address near term business opportunities. The Summit will be held on April 16-17, 2009 at Cobo Hall inDetroit, Michigan.  The Summit brings together senior executives and policy officials fromgovernment and industry with responsibility for the deployment and operation ofConnected Vehicle programs systems and products.
