Women Bike Program Manager

In 2012, the League launched its Women Bike initiative, aimed at changing the face of bicycling by creating pathways for women of diverse backgrounds to embrace biking as an everyday activity and participate as riders, advocates and leaders. Women Bike served as a model for a larger Equity Initiativelaunched by the League last year, and the two programs have been closely allied in expanding the reach of bicycle advocacy to serve more diverse populations.

Now, we’re adding staff to continue and build this important work!

The new Women Bike Manager will lead the program through an exciting period of growth, becoming its first full-time staff member. As the energy and interest to get more women on bikes grows, Women Bike is working to share collective knowledge, build a network of diverse female leaders and advance targeted programs that put more women in the saddle and at the forefront of the movement. The Women Bike Program Manager will work closely with the Equity Initiative Manager and other social programs staff at the League to coordinate our work with the public we serve.

Essential Duties and Responsibilites

Regular duties include the following (other duties may be assigned):

1) Lead the program through a time of transition: The Women Bike initiative is continuing to grow at a rapid pace and evolving into one of the most visible and impactful programs at the League. This position will be the program’s first full-time staff position and will continue to lay and implement a foundation that will build the program’s communication and outward-facing components, as well as organizational and policy efforts.

  • Focus on overcoming barriers to help the organization think more broadly about women’s issues and integrate throughout the League’s programs.
  • Lead on program-specific communications, while working closely with our Communications Director, including blog posts, emails, social media, etc.
  • Research and write reports, which includes synthesizing data from diverse sources and soliciting and pooling qualitative feedback from others in the bicycle movement and beyond.
  • Plan and execute Women Bike events, including the National Women’s Bicycling Forum, in partnership with the League’s Equity Initiative.

2) Interact with League staff, Board of Directors and outside partners and stakeholders, while managing day-to-day operations.

3) Work with and cultivate a diverse coalition and network of organizations, supporters, and participants to advance our the program’s mission to make biking accessible to women of all backgrounds — and identify how the program can be an ally to larger women’s, transportation and equity movements.

Requirements

  • Passionate, teachable and have the desire to help build something great
  • Storytelling skills and a background in communication, particularly with social media, blogs, e-news, etc. is required
  • Strong background in building relationships, working collaboratively and commitment to intersectionality
  • Community organizing experience preferred
  • Research experience and comfort with data analysis is a plus
  • A personal connection to bicycling is preferred
  • Bilingual / Spanish-speaking candidates strongly encouraged to apply

This position is located in the Office of Transportation Operations in the Office of Operations. You will serve as a national expert in Traffic Incident Management (TIM); including the leadership, institutional development and sustainability, professional capacity building, and public awareness and education.  The position entails developing, executing and promoting TIM program efforts in collaboration with Transportation and Public Safety senior leaders, mid-level officials and practitioners. The ideal candidate for this position is a mid-career or senior professional with experience interacting and providing technical services on traffic incident management issues with governmental, private sector and association partners and serving as public safety liaison.

Duties: 

  • Identifies, plans and implements broad new national TIM collaboration strategies with public safety  based on the wide dissemination of the FHWA-produced TIM Program policies, strategies, guidance and products to State, Tribal, regional and local customers, but also association, private sector, senior leadership partners in transportation, law enforcement, fire, towing and other public safety responders.
  • Identifies research and development needs and gaps presented by contacts with State, Tribal, regional and local TIM managers and practitioners and integrate these into the TI&EM roadmap and/or annual work plans and budget requests.
  • Serves as the Government’s Contracting Officer’s Representative or Task Monitor, as appropriate, if trained and accredited for TIM-specific contract work.
  • Analyzes and converts conclusions of data and special studies, surveys, and research specific to the TIM program standards, policies, and guides for enhancing the proliferation of the TIM products into reports, budget recommendations, articles, and presentations.
  • Uses written and oral tools and skills to promote the adoption of the TIM program products and to influence decision makers to accept good TIM practices or recommended tools and resources needed to secure management support to enhance and improve local TIM programs.
  • Creates effective relationships with senior-level transportation, public safety and towing stakeholders involved in the national TIM program development and implementation using existing national expertise and contacts in the TIM field.

POSITION SPECIFICATIONS:

The Department of Transportation Planning of the Metropolitan Washington Council of Governments is seeking a Transportation Planner for the Program Coordination Team to support the National Capital Region Transportation Planning Board’s (TPB’s) Human Service Transportation Coordination Program. The successful candidate will perform professional level planning and grants management activities for the TPB, the metropolitan planning organization (MPO) for the Washington metropolitan area. The TPB’s Human Service Transportation Program awards grants on a competitive basis to non-profit agencies, local governments and private transportation companies to provide specialized transportation to persons with disabilities; older adults and low-income commuters.  The TPB is the designated recipient of two Federal Transit Administration (FTA) programs under SAFETEA-LU: Job Access and Reverse Commute (JARC) for low-income commuters and the New Freedom for persons with disabilities. The TPB is expected to become the designated recipient for a new program under MAP-21, Section 5310 Enhanced Mobility for Persons with Disabilities and Older Adults.   Work activities will include the following:

(1)   Serve a lead role in administering approximately 45 grants totaling $25 million from FTA’s Job Access and Reverse Commute, New Freedom, and Section 5310 Enhanced Mobility programs. Activities include managing the grants in FTA’s online grants management software (TEAM), developing FTA required submission and compliance information such as the Program of Projects and DBE reports, and working with approximately 30 subgrantees and COG’s Office of Administrative Services on FTA required documentation, monthly invoices, quarterly Federal Finical Reports (FFRs) and milestone reports, and annual performance reports.

(2)   Provide staff support to the TPB’s Human Service Transportation Coordination Task Force which includes human service and transportation agency representatives from the local jurisdictions in Northern Virginia, Suburban Maryland and Washington, D.C. The Task Force is responsible for guiding updates to the Coordinated Human Service Transportation Plan and developing priority projects for grant funding.

(3)   Assist with update of the Coordinated Human Service Transportation Plan, with the guidance of the Human Service Transportation Coordination Task Force, to set priorities and evaluation criteria for MAP-21’s  Section 5310 Enhanced Mobility Program.

(4)   Assist with the project solicitation for Section 5310 Enhanced Mobility Program grants which is expected to occur between January and April 2014. This activity includes publicizing the grant opportunity, conducting pre-application conferences for potential applicants, reviewing applications for completeness, and staffing the selection committee which will make funding recommendations to the TPB.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Requires (1) knowledge of principles and practices of transportation planning and/or human services; (2) knowledge of or experience with Federal, State, or local grant administration; (3) financial management or project management experience desired and experience with FTA’s Transportation Electronic Award Management (TEAM) system a plus; (4) strong software skills in Microsoft Office programs (Word, Excel, PowerPoint), experience with presentation graphic programs such as InDesign, a plus (5) strong oral and written communication skills ; and (6) the ability to maintain effective working relationships with other employees, grantees, elected officials and the public.

Transportation Planner II: This position requires two years working experience in transportation planning or human services, and a bachelor’s degree in planning, human services, public administration, or an appropriate related field. Federal, State or local grants administration and project management experience desired.  Any equivalent combination of experience and training which provides the required knowledge, analytical and writing skills, and abilities will be considered.

Transportation Planner III: This position requires three years working experience in transportation planning or human services, and a master’s degree in planning, human services, public administration, or an appropriate related field. Federal, State or local grants administration and project management experience desired.  Any equivalent combination of experience and training which provides the required knowledge, analytical and writing skills, and abilities will be considered.

Amidst all the exhaustive and bitter political battles that rage day after day over the weak fiscal health of the nation, there are so many little things that slip away from the attention of tax paying public. And here is one such that I happened upon via twitter.

Guess what?

Just by eliminating a tax loophole that gives special treatment to corporate jets, for example—at a cost to taxpayers of $3.2 billion over 10 years – Congress could avert cuts that would cost thousands of jobs, hurt millions of disadvantaged students, and force hundreds of thousands of vulnerable families to lose critical nutrition and housing supports this year.

Information nuggets such as this make me wonder why our Politicians find it so difficult to act to avert painful cuts (in $$ that eventually affect middle and lower-income families) by taking a more balanced approach to deficit reduction.  Corporations are people too?  Not really (but the highest court in this land says otherwise). As CAP notes, “Unless Congress acts, on March 1 automatic and indiscriminate spending cuts will hit key programs, costing our economy more than 1 million jobs and cutting essential services for millions of low- and middle-income families.” That leaves me with this question: Will the politicians be rational for a change and do the right thing for the country? Or, will they continue to squabble and be addicted to doing their habitual partisan battles?  Time will tell. Sigh!

TDM Specialist

Position Description
The primary function of the TDM Specialist is to serve as an advocate for alternative transportation options. The Specialist also acts as a liaison among a variety of agencies working cooperatively to promote TDM and alternative commute options. The TDM Specialist will advocate for policy directions that support alternative modes of transportation and TDM strategies while also coordinating with various agencies in the development of related programs. Qualifications

Skills, Knowledge, and Abilities
Computer proficiency and knowledge of transportation planning principles and experience with Transportation Demand Management concepts and strategies is highly preferred. Applicant should have excellent oral and written communication skills, be organized, capable of working independently on complex assignments, and manage multiple tasks.

The Marketing and Communication Specialist has a direct responsibility to develop marketing strategies that advertise TDM programs and promote travel behavior change. 2.  Serve as spokesperson for our clients at meetings, special and media events.
3.  Develop and implement all outreach and marketing activities, campaigns, and strategies to promote alternative transportation programs. This can be done through a combination of personal contacts, brochures, mass mailings, public presentations, special events, the Internet, social media, etc.
4.  Establish and maintain effective relationships with local, state, and federal agencies, employers, and other parties to develop transportation programs and resolve other transportation issues.
5.  Develop and implement annual communication plans that include promotional and educational strategies.
6.  Performs and supervises all communication, outreach, marketing, public relations, and media duties relating to TDM projects as required.
7.  Supervise the efforts of lower level staff members.
8.  Assist the Senior TDM Specialist with the aforementioned duties and performs other related tasks as required

   Qualifications

Education and/or Experience Bachelor’s degree from an accredited college or university in Journalism, Public Relations, Marketing/ Advertising, Business or Public Administration. Previous experience working in commuter transportation/TDM industry is desirable.

Skills, Knowledge, and Abilities
Must have proficiency in MS Office Applications, desktop publishing, database and spreadsheet software. Strong interpersonal, written, and oral communication skills are required. Must have the ability to effectively prepare and present information to various groups. The ability to work independently or with others to manage multiple tasks with minimal supervision is essential. Knowledge of marketing principles to develop and implement strategies to promote TDM programs is critical.  A creative thinker a plus.

Must possess a driver’s license and have access to a vehicle during business hours.

The Washington Area Bicyclist Association is looking for a dedicated, self-motivated lover of bicycling to assist in planning and executing major components of our East of the River 2013 Bicycle Outreach Initiative. This is an expansion of our successful 2012 program and includes distribution of community engagement and outreach materials and organization of educational offerings, bicycle repair clinics, bike rides, and community events. The project area is the District of Columbia east of the Anacostia River, with specific emphasis on the Congress Heights, Anacostia, and St. Elizabeths areas.

The East of the River Program Associate will have primary day-to-day responsibility for delivery of bicycling outreach through one-on-one, grassroots community engagement, and will be responsible for coordinating logistics of numerous outreach events to communicate to community members the value of bicycling as a viable form of affordable, healthy, sustainable transportation.

This position is grant-funded and is anticipated to run through mid-August 2013. The ideal candidate will be highly motivated, committed to getting more people on bikes, a strong communicator, knowledgeable about the community to be served, and organized. Hours are flexible, but weekend work will be required. The majority of work will be outdoors likely involving bicycling, interacting with the public, or at outdoor community events, but the associate will also be responsible for planning and preparing reports for supervisors and funders.

The associate will report directly to the WABA outreach coordinator and will be directed by WABA program staff. This will afford the associate the opportunity to learn from professionals in the fields of event planning, community planning, grassroots organizing, online activism, and outreach.

The ideal candidate will have:

  • A strong commitment to WABA’s mission, growing bicycling as transportation
  • Excellent writing, presentation, and public-speaking skills
  • A flexible schedule and willingness to work evenings and weekends as needed
  • The ability to organize time wisely and multi-task in a relaxed and fun, but demanding, environment
  • Experience with Microsoft Office

Benefits include a flexible schedule, vacation, and sick and personal leave. Compensation is $15 an hour. This position is part-time, about 20 to 25 hours per week.

#WMATA Caught With Its Pants Down.. Pissed Off Customers Blow Steam on Twitter

Just a couple of hours ago, the premier transit agency in the nation’s capitol (WMATA) suffered a serious service outage on one of the heavily traveled train lines (Green Line). The abrupt disruptions have left many commuters stranded without a way out of the Navy Yard (and Anacostia) area, a major hub for riders employed at many of the facilities, including the US Department of Transportation, situated in the vicinity.   Though it was an unexpected situation, #WMATA was a bit slow to respond and got customers ticked (to put it lightly). And the customers have already taken to using social media sharing pics. and tweets from the scene.  To WMATA’s credit, the communications team at the agency was trying its best to deal with the situation, which is a bit more heartening than how they did in similar situations in the past.  Here is a sample of what’s happening on Twitter as we speak :
