This position is located in the Office of Innovative Program Delivery (HIN), Project Delivery Team, Federal Highway Administration (FHWA), in Washington, D.C. The Office of Innovative Program Delivery, an organizational element within the Federal Highway Administration (FHWA), provides national leadership, direction, and consulting services in new approaches for project finance, procurement (e.g., public-private partnerships (P3s)), and revenue generation (e.g., congestion pricing).  The office also provides for the oversight and stewardship of projects with a total cost in excess of $500 million.  HIN brings together experts on transportation credit assistance; project cost estimating and financial plan development; innovative finance; policy development; P3s; and tolling. 

This position is for the implementation of stewardship and oversight activities to monitor the cost, schedule, and performance of Federal-aid transportation infrastructure projects, especially major projects (those costing over $500 million) to identify problems and initiate action to mitigate implementation risks.  This position provides technical assistance and authoritative consultant services to FHWA field offices, State agencies, and other Federal agencies to assure that Federal regulations and policies are met in the development and delivery of major highway projects.

The ideal candidate will be a mid-career transportation specialist with a specialty in the stewardship and oversight of the major highway project delivery process.

The Intelligent Transportation Systems (ITS) Joint Program Office (JPO) is looking for a Transportation Specialist to serve as program manager and technical expert responsible for the development and direction of the Multimodal ITS Research and Deployment portions of the Department’s ITS program.

The ideal candidate for this position will have excellent communications skills, expertise in ITS research and development topics, such as highway operations, transit, and ITS deployment.  The incumbent will work closely with the highway, motor carrier, rail, and transit industries to promote ITS initiatives and with the ITS community to ensure that multimodal systems operations needs are being accommodated.  The incumbent will champion the capabilities and interests of the ITS community, often to a constituency that is not knowledgeable about or sympathetic to its needs.  In this capacity, the incumbent works to increase consensus building among its partners and work towards meeting National ITS program goals and objectives related to the deployment of ITS solutions.

The Real-Time System Management Information Program would provide the capability to monitor in real-time the traffic and travel conditions of the major highways across the U.S. and provide a means of sharing these data with state and local governments and with the traveling public. The SAFETEA-LU legislation required the Secretary of Transportation (Secretary) to establish a formal rule in order to define minimum parameters and requirements for states to make available and share traffic and travel conditions information via real-time information programs. The Federal Highway Administration has released the proposed rule, and is seeking comments from stakeholders across the public and private sectors. The Research and Innovative Technology Administration, which oversees the U.S. Intelligent Transportation Systems Program, is actively encouraging innovation in data collection, management, and dissemination across a wide array of communications platforms, and also encourages stakeholders to provide detailed comments regarding this rule. LOS ANGELES — The region famous for jilting the street car to take up a love affair with the automobile is trying to rekindle its long ago romance with commuter rail.

Los Angeles County voters agreed two years ago to pay a half-cent sales tax over the next 30 years to extend train and rapid bus lines, projects that would routinely require federal assistance.

If successful, the novel plan to borrow billions from the federal government, led by Los Angeles Mayor Antonio Villaraigosa, would result in the largest transit expansion project in the nation.

But the mayor, who sits on a county transportation board, wants a loan instead of Washington handouts to get the projects built in a decade rather than 30 years. He contends it would save money in the long run, result in more construction jobs and less traffic and pollution.

Under the so-called 30/10 initiative, the sales tax would generate about $5.8 billion over the next 10 years to pay for a dozen projects.

Local transportation officials said another $8.8 billion is needed to pay for the estimated $14.6 billion total cost. By using the future sales tax revenue as collateral for long-term bonds and a low-interest federal loan, the county Metropolitan Transportation Authority could put these projects on the fast track. The county would repay the federal loan over 20 years with proceeds from the sales tax.

The projects include a long-awaited subway extension to the economically vibrant west side of Los Angeles (a plan often called the Subway to the Sea), a regional connector linking three rail lines in the downtown core, plus light rail extensions reaching Los Angeles International Airport and communities to the south and east. In all, completion of these projects would add 78 miles of rail and bus-only lanes to the current, 102-mile system and 77 million annual transit boardings to the MTA’s current 445 million.
