Foursquare Integrated Transportation Planning (Foursquare ITP – www.foursquareitp.com) is looking for a qualified Senior Transit Service Planner / Project Manager to lead tasks, conduct analysis, and manage projects that require expertise in bus service planning and transit agency operations for services of all size and in all operating environments. The types of projects include transit network analysis, bus priority plans, and transit development plans.

The selected candidate will be responsible for leading service planning efforts, managing projects, conducting transportation research, analysis, report development, field work and meeting participation on a wide variety of transportation projects. Within service planning, the candidate will develop transit service plans, route structures, operating costs, ridership estimates, and implementation and operating plans.

In addition to transit service planning, the selected candidate must have the breadth of experience and interest to assist, lead, and/or manage teams on a diverse array of transportation projects for state and local governments, federal agencies, transit agencies, and regional agencies. (S)he will be involved in a variety of projects, including (but not limited to) transit development plans, transit system operations, transportation needs assessments, alternatives analysis, station area plans, and transit performance monitoring.

In addition to having the appropriate technical and project management skills, the successful candidate will be a smart, motivated, self-starter who is passionate about transit and transportation planning. The candidate must also be flexible in meeting client demands and operating within a dynamic workflow.

Qualifications

Any potential position at Foursquare ITP requires excellent communication skills, both written and oral. Topical area expertise is required in transit service planning: route planning, ridership estimation, scheduling efficiencies, and transit program implementation. Additional experience desired includes: corridor-level transit planning, regional transportation planning, transit development plans, transportation demand management (TDM), land use and economic development analysis, and strategic planning.  A strong working knowledge of the Washington, D.C. Metropolitan area is preferred.

The candidate must have at least 10 years of experience in the field (12 or more years preferred) and at least 3 years of task or project management experience. Demonstrated service planning capabilities with large, complex transit systems are essential. Experience managing staff and overseeing projects from the technical and administrative sides is required. Appropriate educational background is also required, including preferably a Master’s degree in transportation planning, urban planning, or similar.

Position Description

In addition to work with state and local governments, this position will also be committed half-time to a transportation planning contract with the Washington Headquarters Services (WHS) division of the Department of Defense, providing subject matter expertise in planning and implementing transit and transportation demand management programs at the Pentagon and Mark Center. In addition to the WHS contract this position will potentially contribute to on-going efforts that include heavy rail station environmental analysis, TDM plan development, performance measurement, TIGER grant management, long-range transit analysis and planning, transit development plans, and transit capital and operations planning.

Depending on the level of experience of the selected candidate, the position will be designated as a Transportation Planner or Senior Transportation Planner / Project Manager (STP/PM).

The selected candidate will work as part of a team and will be responsible for research, analysis, report development, field work and meeting participation on a wide variety of transportation projects. The selected candidate will be involved in transit development plans, transportation needs assessments, station area plans, transit route planning, financial planning, and transit performance monitoring. The position will require research and data analysis utilizing a variety of sources, including transit ridership data, survey data, and existing plan information. It will require excellent communication skills, both written and oral.

If the selected candidate is a STP/PM, he or she will serve in two capacities depending on the project. As a project manager, the STP/PM will lead project teams of transportation planners to deliver high quality solutions to Foursquare ITP’s clients in a timely manner, within the scope and budget of the assignment. In addition to leading project teams, the STP/PM will conduct some of the work involved in the assignments as well as overseeing the quality of the work of the rest of the project team. The STP/PM will be responsible for the client relationship as well as the coordination with any prime consultants or sub-consultants with whom the project is being executed

In some cases, the PM/STP will serve in a senior transportation planner role, where he/she will accomplish project assignments under the direction of another PM. In this position the candidate will also be expected to contribute to business development including proposal writing and presentations.

Experience

5-15 years of relevant experience with a Masters in transportation planning, urban planning, or similar substitutable for some of those years. Topical area expertise in transit planning; transit program implementation; corridor-level multimodal planning; regional transportation planning; transit development plans; short and long-range transportation plans; transportation demand management (TDM); Environmental Impact Statements/Environmental Assessments; Land Use and Economic Development; and Strategic Planning. A strong working knowledge of the Washington Metropolitan area is required.

Foursquare Integrated Transportation Planning (Foursquare ITP) is in the process of gathering resumes of qualified individuals for job openings over the next few months. Foursquare ITP is looking for qualified Transportation planners and Project managers to assist and lead project teams on a variety ofprojects for state and local governments.

Education and Work Experience Requirements:

Foursquare ITP is looking for Transportation Planners with a Bachelor’s degree in planning,transportation engineering or similar and five or more years of experience, or with a Master’s degree inone of these fields and two or more years of experience. The selected transportation planner(s) willwork as part of a team and will be responsible for research, analysis, report development, field work and meeting participation on a wide variety of transportation projects, mainly for state and localgovernments.

Foursquare ITP is also looking for senior transportation planners who can serve as Project Managers. In addition to the requirements for the Transportation Planner position, the SeniorTransportation Planner/Project Manager must have experience in project management, includingmanaging staff. He or she should an additional five years of experience beyond the requirements of theTransportation Planner position.

Technical Experience:

Both the Transportation Planner and Project Manager position applicants should have experience in avariety of the following areas: FTA grants administration; ArcGIS mapping; corridor-level planning,regional transportation planning; transit development plans; long and short rage transportation plans;transportation demand management (TDM); Environmental Impact Statements/EnvironmentalAssessments; Land Use and Economic Development; and Strategic Planning. Excellent oral and writtencommunication skills are essential, as is proficiency in Microsoft Office 2007.
