NYC Metropolitan Transportation Authority (MTA)

This position is located in Manhattan, NY.

Summary:

Under supervision of the Deputy Chief Diversity Officer, EEO & Title VI Compliance, this position is responsible for assuring compliance with federal regulations through auditing, monitoring, tracking, training and reporting the Authority’s compliance with Title VI of the Civil Rights Act of 1964, Environmental Justice and Limited English Proficiency requirements, and other related civil rights legislation and FTA issues. Administer, direct and coordinate the Authority’s Title VI and Limited English Proficiency plans. Additionally, the incumbent will develop federal and state regulatory reports, as well as internal reports for the Diversity Committee of the MTA Board, and provide data and other statistical information as per request from legal and other departments.

RESPONSIBILITIES:

  • Develop and administer the Authority-wide Title VI, Environmental Justice and Limited English Proficiency and plan/program(s).
  • Audit and monitor the administration of program policies, practices and procedures to ensure equity and nondiscrimination in the delivery of agency services, programs and benefits. Provide documentation for defense and make feasible recommendations when necessary.
  • Design, prepare, and revise reporting formats, procedures, and guidelines for the Title VI program.
  • Gather, analyze, and evaluate data about the composition of the agencies’ service areas to ensure equity and nondiscrimination to minority and low-income populations.
  • Assist in the preparation of reports or sections of reports, and perform related activities.
  • Ensure that participation of a cross section of various social, economic, and ethnic interest groups are represented in the planning process by disseminating program information to minority media and ethnic organizations and participating in meetings in predominantly minority communities. Visit planning meetings as well as public meetings to verify the level of participation of Title VI protected group members when offered in predominantly minority communities.
  • Provide advisory and consultative assistance to Agency personnel in the interpretation and implementation of all policies and procedures pertaining to Title VI, Environmental Justice and LEP Programs.
  • Review agency’s Title VI Equity Analysis to determine whether the proposed major service change or fare increase will result in adverse effects that are disproportionately borne by minority and low-income populations.
  • Track, measure and report the Authority’s performance relative to Civil Rights compliance according to FTA and other federally regulated reporting requirements.
  • Facilitate on-going training efforts to ensure MTA Authority’-wide commitment to its Title VI, Environmental Justice, Limited English Proficiency and diversity program objectives. Meet with employees, supervisors, executive staff, external transportation agencies and MTA Board members to explain the Title VI Program and respond to inquiries.
  • Investigate Title VI complaints and draft the recommended findings.  Recommend appropriate action based on findings or assist with negotiations on settlement of complaints, as appropriate.
  • Ensure compliance with existing and revised laws, rules, regulations, and policies governing the Title VI, Environmental Justice and LEP programs and assure that the agency’s program complies with them.
  • Review sub-recipients and other contracts to ensure non-discrimination. Develop training materials, make presentation and organize training session for Agency-wide personnel and sub-recipients on Title VI requirements.
  • Prepare a yearly report of Title VI accomplishments and goals.

QUALIFICATIONS:

  • Strong knowledge of Federal and State Law governing Title VI/Environmental Justice/Civil Rights programs and requirements.
  • Must possess excellent written, oral, group and interpersonal communication skills for coordinating collaborative efforts and maintaining effective working relationships.
  • Excellent project coordination skills and presentation skills required.
  • Strong PC skills are necessary with working knowledge of basic spreadsheets.
  • Must have the ability to multi-task and be self-directed, self-motivated and have the ability to prioritize and keep projects on task and on time.
  • A high level of technical expertise demonstrated through advanced problem solving, planning, investigative and analytical skills are critical for successful development and administration of ensuring compliance.
  • Requires local travel.
  • Must stay current on Title VI/Environmental Justice/Civil Rights regulations and laws.

EDUCATION AND EXPERIENCE

  • A Bachelor’s degree (or equivalent combination of education and experience) in Human Resources, Legal Affairs, Public Administration or any related field.
  • A minimum of 5 years of directly related experience in federal civil rights compliance.
  • Demonstrated experience in developing and implementing a Title VI/Environmental Justice/Civil Rights Program preferred.

SALARY

The salary range for this position is $71,572 to $89,465 per year, depending upon experience and salary history.

As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $91,821 (this figure is subject to change) per year or if the position is designated as a policy maker.

In this competitive fellowship program, participants will learn from top transportation and management professionals to enhance leadership skills, communication techniques and policy work to bring innovative ideas into practice.

The 2016 program will take place on December 1 and 2. The agenda includes:

December 1:

  • A half-day leadership session, where emerging leaders will collaborate on long-term leadership goals
  • A behind-the-scenes visit to a major transportation facility for hands-on learning about industry goals and challenges
  • A networking reception with 2014 and 2015 Emerging Leaders cohorts

Job Description:

The selected PAU candidate will coordinate agency wide performance initiatives, monitor and track status, evaluate effectiveness, and make recommendations.  The incumbent will seek out relevant data from across NYC Transit, make inquiries of Operating Division managers, and perform other fieldwork.  The selected candidate must develop a solid understanding of operations and become an expert on various subway performance metrics.  In addition, the individual will set up workflows to populate Subways central performance database with current and historic information from data stores across the agency.  The analysts may design and automate performance reports, and periodically disseminate data via reports, dashboards, slideshows, videos, and web-based tools for Operating Divisions.

The selected EAU candidate will be required to thoroughly understand the unique operations of each Subways Division and their fiscal needs through meetings, research, and field visits.  Working closely with the Operating Divisions, the selected candidate will respond to funding requests and reduction targets through analytic efforts to determine the most appropriate and cost efficient means of meeting stated objectives.  The analysts will be involved with functions pertaining to budget development, variance analyses, overtime analyses, and forecasting models, as well as work outside their core area in an effort to creatively problem solve and to support the success of the Unit as a whole.

Qualifications:

  1. Assistant Transit Management Analyst I / II – A Bachelor’s degree from an accredited college in Business/Public Administration, Public Policy, Transportation Planning, Urban/Planning studies or a related field and two (2) years of full-time related experience.
  2. Associate Transit Management Analyst – A Bachelor’s degree from an accredited college in Business/Public Administration, Public Policy, Transportation Planning, Urban/Planning studies or a related field, and three (3) years of full-time related experience, of which one (1) year must have been in the transportation industry; or
  3. Satisfactory equivalent of education and experience.

Desired Skills:

  • Experience and strong interest in rapid transit design and operations
  • Works creatively and independently
  • Organized and able to manage multiple projects
  • Skilled with project management methods and systems
  • Familiarity with analyzing large data sets
  • Proficient with MS Excel, including pivot tables, lookup/index functions, and VBA macros
  • Adept with MS Word, technical writing, and data analysis narratives
  • Understanding proficient with MS PowerPoint and graphic presentation skills

Chart of the Day – Deepening crisis: New York City’s Traffic and Parking Enforcement Plummets by over 90%

The recent chaos in New York City involving the Mayor and the Cops Union has taken some ugly turns and dramatically played out in the media. One of the subtle impacts of this mess was keenly felt on the streets of New York as explained by this local news outlet, New York Post.  Statistics obtained by The Post show a dramatic drop in NYPD’s traffic and parking enforcement activities between Dec. 22 — the first weekday after the double cop assassination — and Sunday Dec. 28, compared with the same period last year. There are many ways to interpret the numbers but it clearly shows something is off. According to The Post, police sources cited safety concerns as the main reason for the dropoff in police activity, but added that some cops were mounting an undeclared slowdown in protest of de Blasio’s response to the non-indictment. The Patrolmen’s Benevolent Association has warned its members to put their safety first and not make arrests “unless absolutely necessary.” This brings to question what is the correlation between traffic safety and the drop in violations during this period. Click here to read the full story.

NYCEDC is looking for an intern to support the development and implementation of the Ports and Transportation Department’s passenger transportation planning activities. Specifically, the department looks to expand ferry service in New York City, clarify and enhance policies related to waterfront infrastructure permitting, and develop the City’s port and maritime facilities. The intern will also support transit, aviation, freight and other department initiatives as assigned.

Responsibilities:

Provide general support with implementing East River Ferry and other ferry services including but not limited to:

  • Organizing and analyzing performance data from NYCEDC-related ferry services
  • Responding to information requests as needed for ferry-related inquiries
  • Supporting implementation of a Citywide ferry plan, including working with consultants and preparing presentation materials
  • Assisting with funding strategies for future ferry services (grant applications, legislative priorities, private partnerships)
  • Conducting peer evaluations and research on best practices in passenger ferries
  • Preparing agendas, minutes, briefs and executive summaries
  • Performing field work as needed (potential activities include site visits, customer surveys and travel time studies)
  • Assisting with project management administration and finances, including contract management and invoicing
  • Supporting other department and division initiatives including aviation, freight planning, development   projects and other economic development-oriented passenger transportation initiatives
  • Developing and executing a self-guided project apart from tasks above, with staff support. Project may interact with coursework or research and should align with the department’s mission. Ideas and past projects include a small on-board origin-destination survey, a project plan for improved traveler information systems, and an in-depth data analysis of existing ridership and operations data.

Qualifications:

  • Graduate student seeking a degree in Transportation, Urban Planning, Public Policy or a related field.
  • Demonstrated interest in urban transportation planning, land use planning, economic development and/or sustainability issues
  • Competency in data analysis, including statistics and geographic information systems. Experience in transportation or economic modeling is a plus
  • Ability to prioritize among competing needs and opportunities and manage multiple projects at the same time
  • Independence required for taking ownership of tasks while being open and receptive to new ideas and directions
  • Basic knowledge of New York City land-use, zoning, and development processes and knowledge of New York City/State databases such as ZOLA, LUCATS, PLUTO, etc.
  • Excellent critical thinking, communication, presentation and writing skills
  • Proficient in Microsoft Office, specifically Excel and PowerPoint
  • Ability to work independently, take initiative, and think creatively

Job Alert: Principal Transportation Planner (Ops. Planning Division) – MTA @ New York City

MTA-NYCT is hiring a Principal Transportation Planner in the Operations Planning Division. Applications are due by May 5, 2014.

The position will be responsible for helping to plan long-term changes to the NYC bus route network.  The incumbent will develop and maintain a database of service and ridership information for planning purposes, prepare reports recommending new or restructured bus routes and services, including ridership projections, customer and operations impacts, and operating costs.  The position may also assist in the analysis and management of various long-range planning studies, such as Alternatives Analyses and Environmental Impact Statements and coordination with other NYCT departments, other MTA agencies, and external contacts.  The successful candidate is expected to do field work throughout New York City and to represent NYC Transit at public meeting, sometimes not during normal business hours.  A NYS driver’s license is required for this position.

Education & Experience:

Bachelors degree in Engineering, Urban Studies, Geography, Transportation Science, Urban Planning, Economics, Business, Public Administration, Political Science or related field and five years of full time paid experience in transportation operations planning, schedule or operations.

Desired Skills:

Excellent writing, communication and graphics presentation skills, proficiency in technical writing and data analysis are required.  Knowledge of the New York City Transit system and New York City are highly desirable.  Previous experience in transportation planning for a large, multimodal transit agency is highly desirable.  Knowledge of transportation planning software such as TransCad, ArcView, MapInfo and Auto-Turn.
