Work involves participating in the evaluation of mobility needs relating to recurring and non-recurring congestion. Work tasks will include the application of engineering principles and practices related to intelligent transportation systems (ITS). The work involves reviewing plans, preliminary engineering studies and preparing plans and specifications. Completed work assignments are reviewed by the department manager or designee for accuracy, completeness and conformance with stated goals, objectives and policies. An employee in this position will participate in the coordination with other departments and units of the Commission to attain input for projects.

This position is in the Office of Transportation Operations within the Office of Operations, Federal Highway Administration.  You will serve as one of the Agency’s national experts for transportation operations, in particular, highway work zone safety and mobility management.  Accordingly, you will participate on the Road Weather and Work Zone Management Team.  You will also provide expertise in support of other areas, namely the implementation of management strategies and Intelligent Transportation Systems (ITS) that improve transportation operations.  As such, providing leadership; initiates, develops, promotes, markets, and conducts national programs; provides technical support and technology transfer; develops and interprets regulations, policies, procedures, and guidelines; and develops, interprets, and applies legislative requirements and FHWA directives for the administration and support of work zone management as it supports the agency’s system performance goals.

This position is ideal for a mid-career or experienced professional with knowledge and experience in transportation operations and highway work zone safety and mobility management theory, principles, concepts, practices and techniques.

DUTIES:

  •  Participate in the development of program goals and strategies for mainstreaming advanced transportation operations and work zone safety and mobility management technologies within the Federal-aid program.
  • Develop and aids implementation of regulations, policies, and guidance on various transportation operations and work zone safety and mobility management issues.
  • Participate in the development of the Work Zone Management program budget/spend plan and roadmap in alignment with program strategies, lending expertise from a historical perspective based on experience with the Work Zone  Management program and providing strategic input for the future focus of the Program.
  • Provide project oversight of contractors working on numerous technical work zone projects. Serve as project manager for these technical projects, ensuring that contractor deliverables meet the requirements laid out in the task orders and meet the objectives of the Work Zone Management Program.
  • Provide liaison and work with staff from State and local departments of transportation, AASHTO, TRB, ITE, ITS America, ATSSA, and other partners outside U.S. DOT
  • Prepare responses to Congressional, Office of the Secretary, and other outside inquiries regarding transportation operations and work zone safety and mobility management.

Associate Program Director, Operations

Nature of Position:  The Associate Program Director for Operations assists the Program Director for Engineering in his/her role in coordinating the technical and engineering programs and the activities of the Association as assigned.

The Associate Program Director for Operations will assist the Program Director for Engineering and other senior staff in monitoring one or more transportation modes of interest to the Association, including the work of the AASHTO Standing Committee on Highways; its Subcommittees on Traffic Engineering, Maintenance, Systems Operation and Management; associated technical committees and task forces; and technical service programs in the engineering operations arena. The incumbent assists the Program Director in providing professional and logistic support to ensure that these committees understand AASHTO policies and procedures and are cognizant of key technical, legislative, and regulatory issues. With the assistance of the Program Director for Engineering, the incumbent also represents and promotes AASHTO’s position before federal agencies or other organizations. To this end, the incumbent develops working relationships with external governmental and technical organizations. The incumbent may represent the Association on panels or in workshops, and perform functions as necessary to further public comprehension of AASHTO’s purpose and activities.

The incumbent will also serve as staff liaison to one or more subcommittees or task forces. Duties will include attending meetings and providing policy or procedural advice; advising on meeting agendas and task force staffing; disseminating informational material to committee members; and providing other assistance as required. The incumbent also works with a variety of committees in the production of engineering and professional publications, and responds to technical inquiries on publications and policies.

Education:  A bachelor’s of science degree in engineering is preferred. Evidence of a higher degree of professional development is desirable.  Professional registration is desired.

Skill Requirements:  A broad understanding of transportation engineering and the technical aspects of one or more modes of transportation, as well as legal, legislative, and regulatory history of that transportation mode, and current developments and trends in that sector. Sound comprehension of the administrative, legislative, and regulatory process at the federal and state levels. Sound project management skills, as well as excellent written and oral communication skills.  The incumbent must be available to travel.

Relevant Experience:   Approximately ten years or more of professional experience in one of the transportation modes is required, with demonstrated evidence of professional growth, increasing responsibility, and project management/consultant oversight skills.  Some of the previous experience should be in design, construction, operations, maintenance, and/or planning in a state, local, or federal transportation agency.

Relevant Experience:  A minimum of seven years of professional experience in transportation engineering is required, to include traffic engineering, maintenance, and/or systems operation and management, with demonstrated evidence of professional growth, increasing responsibility, and project management/consultant oversight skills.  Some of the previous experience should be at a policy planning or management level in a state, local, or federal transportation agency.

A primary motivator for embarking on this endeavor is to support the continual process improvement of Traffic Management Centers’ operations. The intent of this T3 is to share the successes and pitfalls in addition to stressing the importance of a holistic approach to measuring performance.

Audience

The audience for this webinar includes transportation professionals who are responsible for developing and using performance measures that support the improvement of Traffic Management Centers.

Learning Objectives

Participants will be exposed to the following:

  • A reusable framework for development of Traffic Management Center performance measures.
  • An understanding of the difference between Outcome and Output performance measures.
  • An appreciation of the value of traceability between desired Outcomes and operations Outputs.

Lokesh Hebbani currently works as a Traffic Management/ITS/Safety Engineer at FHWA‘s Georgia Division Office. His past experience includes five years as a Traffic Operations/ITS Engineer at the FHWA Florida Division and eight years as a Freeway Operations Engineer at Wisconsin DOT. Lokesh is an active Board member of ITS Georgia and Georgia Traffic Incident Management Enhancement (TIME) Task Force. Lokesh is also the Task Team Leader of Georgia’s Strategic Highway Safety Plan (SHSP). Lokesh holds several degrees: an MBA from Marquette University, an M.S. in Transportation Engineering from the University of Wyoming, and an M.E. in Geotechnical Engineering from Bangalore University, India.

Hugh Colton, Georgia Department of Transportation

Hugh Colton works for the Georgia Department of Transportation (GDOT) as the Transportation Management Center’s Operations Manager in Atlanta. Currently, he is working on day-to-day operations and is the project manager for the Georgia Regional ITS Architecture update. Previously, he was the project manager for the Statewide ITS Concept of Operations Plan, the Statewide ITS Strategic Deployment Plan, and established a configuration management system for GDOT‘s ITS. He assisted FHWA in the creation of a Configuration Management training course. Soon after joining GDOT in 1999, he graduated from the University of London with a Masters Degree in Geographic Information Science.

Mr. Wittich has over two decades of experience working with leading edge technologies and human resources management in roles such as a Management Consultant, a Project Manager, a Systems Engineer, a Business Analyst, and an Entrepreneur. His work spans a broad range of public and private sector assignments including ATMS work on the Development of NaviGAtor Web, Atlanta’s Metropolitan ITS Integration project (MITSI), Maryland Department of Transportation’s Multi Modal Traveler Information System (MMTIS), the Georgia Traffic Incident Management Enhancement (TIME) Task Force, and the development of the Next Generation of the Georgia ATMS. Prior to his involvement in ATMS development, Mr. Wittich led teams in the development of internet-based applications including the development of Cartoon Network’s cartoon orbit site, Nascar.com, NMFN.com, Burger King’s corporate Internet strategic plans and Hewlett Packard’s hp.com. Mr. Wittich holds a B.S. from Carnegie Mellon University.
