Chart(s) of the day: These two charts are enough to paint the appalling state of air pollution in India

These graphs below via Qz.com paint a compelling picture of air quality in India. In most western media discussions/stories about environmental pollution is often China-centric. One would expect China to be topping the charts when it comes to pollution, given the country’s ginormous population, its economic clout and the manufacturing prowess which earned it the “factory of the world” label, . But in reality, ‪#‎India‬ is the worst offender and it deserves far more scrutiny than China. 14 of the top 20 most polluted cities are in India and a not a single Chinese city made it to this list. Govt. of India should take urgent steps to combat this issue because of the risks it pose to public health.

For what it is worth, the transportation sector is one of the major culprits, accounting for a significant portion of the overall emissions. While congestion in major cities continues to grow worse, the vehicle sales continues at a torrid pace and doesn’t show any signs of a slow down. To put this in perspective, I am borrowing the following points from the ICCT fact sheet:

  • India’s vehicle population has grown from 50 million in 2003 to 130 million in 2013.
  • Vehicle PM10 emissions have fallen 14% since 2003, but emissions will return to 2003 levels by 2017 due to vehicle population growth if new controls are not mandated

Another major source of pollution in India related to the transportation sector is the noise pollution, which requires a dedicated blog post by itself. So, one of these days I’ll get around to doing some research on that topic and write it up.

California notches another world 1st in its environmental campaign – This time with a plug-in oceanliner!

It’s been a long time coming, but we have finally achieved the first “cold ironing” of a tanker in the Port of Long Beach. Cold Ironing is the term for plugging a ship’s electrical system into the on-shore grid to supply power so that the ship’s giant diesel engine can be turned off while it’s docked. Normally, these engines crank out massive amounts of pollution, equal to “a day’s worth of driving by 187,000 cars,” according to estimates by the Port of Long Beach.

Port of Long Beach takes ‘giant step’ toward pollution reduction Port officials unveil what is billed as the world’s first electrical shore-side power system for tankers, which are notorious fuel guzzlers and air polluters.  Docked in Long Beach on Wednesday with a fresh load of oil from Valdez, the Alaskan Navigator didn’t look like much of a trailblazer.

The massive tanker sat silently, with a few thin cables draping down to some gray metal boxes. Missing was the incessant rumble of diesel engines, which on an average cargo ship would be running constantly to keep electrical systems going — burning quite a bit of diesel fuel and generating a significant amount of pollution. But the 941-foot Navigator, anchored at the BP oil terminal’s Pier T on the Long Beach port’s main channel, isn’t average. The vessel, owned by Alaska Tanker Co. of Portland, Ore., was plugged into what is billed as the world’s first shore-side electrical grid.

The project cost $23.7 million and took three years to complete, port officials said. The port contributed about $17.5 million to the project and BP paid the rest.  One project partner noted that the emissions reductions amounted to 50% even when factoring in pollution created by power plants in generating the electricity.

The Natural Resources Defense Council (NRDC) initiated suits against the ports over seven years ago to make this happen, and it was a long difficult fight, but the NRDC’s attorneys persevered and eventually won. This event marks the first of what we hope will be the electrification of all the tanker and cargo ships while docked in the ports of Los Angeles and Long Beach (and probably worldwide?). For too long, the people living downwind of the ports have suffered the ill effects of this pollution with heart and lung disease, cancers and asthma rates that are significantly higher than average.

China Invests to Be Leader in Electric Vehicles

China wants to raise its annual production capacity to 500,000 hybrid or all-electric cars and buses by the end of 2011, from 2,100 last year, government officials and Chinese auto executives said. By comparison, CSM Worldwide, a consulting firm that does forecasts for automakers, predicts that Japan and South Korea together will be producing 1.1 million hybrid or all-electric light vehicles by then and North America will be making 267,000.

TIANJIN, China — Chinese leaders have adopted a plan aimed at turning the country into one of the leading producers of hybrid and all-electric vehicles within three years, and making it the world leader in electric cars and buses after that.

The goal, which radiates from the very top of the Chinese government, suggests that Detroit’s Big Three, even as they struggle to stay alive, will face even stiffer foreign competition on the next field of automotive technology than they do today.

“China is well positioned to lead in this,” said David Tulauskas, director of China government policy at General Motors.

To some extent, China is making a virtue of a liability: it is behind the United States, Japan and other countries, when it comes to making gas-powered vehicles. But by skipping the current technology, China hopes to get a jump on the next.

Japan is the market leader in hybrids today, which run on both electricity and gasoline, with cars like the Toyota Prius and Honda Insight. The United States has been a laggard in alternative vehicles. G.M.’s plug-in hybrid Chevrolet Volt is scheduled to go on sale next year, and will use rechargeable batteries imported from LG in South Korea.

China’s intention, in addition to creating a world-leading industry that will produce jobs and exports, is to reduce urban pollution and decrease its dependence on oil, which comes from the Mideast and travels over sea routes controlled by the United States Navy.

Premier Wen Jiabao highlighted the importance of electric cars two years ago with his unlikely choice to become minister of science and technology: Wan Gang, a Shanghai-born former Audi auto engineer in Germany who later became the chief scientist for the Chinese government’s research panel on electric vehicles.

Beyond manufacturing, taxi fleets and local government agencies in 13 Chinese cities are being offered subsidies of up to $8,800 for each hybrid or all-electric vehicle they purchase. The state electricity grid has been ordered to set up electric car charging stations in Beijing, Shanghai and Tianjin.

Calfornia gas station owners rebel against pollution rules; Half of California gas stations could be forced to close for failing to install new nozzles

Operators balk at having to comply with a California requirement to install costly nozzles and hoses to capture fumes. The governor calls on the Legislature to delay enforcement by a year.

James Hosmanek, an ex-Marine, has operated his San Bernardino Chevron station for 21 years, patiently installing equipment to control gasoline emissions, even as the region’s air grew smoggier.
Now he says he can’t, and won’t, obey the latest mandate: a state order to buy sophisticated nozzles and hoses to capture more of the vapors that cause respiratory disease and cancer. “It may be necessary to protect public health,” he says. “But it’s unaffordable.”
Today is the deadline for California’s 11,000 gasoline stations to comply with the nation’s most stringent controls on the fumes that seep from refueling cars. And Hosmanek is among the estimated one of five station owners who have joined an open rebellion against air pollution authorities.
Last week, spurred by a high-decibel campaign by gasoline trade associations, Gov. Arnold Schwarzenegger called on the Legislature to delay enforcement by a year.

“Improving California’s air is of the utmost importance,” he wrote legislators. But “enforcement flexibility is an absolute necessity to ensure against the job and financial losses that could come from stations being shut down or fined for non-compliance.”

If the Legislature agrees, it would be the second time in the last two months that business interests have succeeded in rolling back a major pollution regulation. In February, a measure was added to the state’s budget package allowing construction firms to delay retrofitting diesel bulldozers and other equipment.

A campaign against the measure in recent weeks was laced with misleading information, according to officials with the California Air Resources Board. One alert mailed by the Responsible Clean Air Coalition, a group led by a former John McCain campaign staffer, Tom Kise, charged that, “On April 1st, more than 6,000 gas stations statewide are going to shut their doors because of zealous Sacramento bureaucrats.”

But in a letter to legislative leaders Friday, local air pollution districts charged with enforcing the rule said, “Air districts do not intend to shut down any stations on April 1.” Station owners have known about the deadline for four years, the letter said.

Battered by competition from cheaper chains such as Thrifty and Arco, the 51-year-old businessman said he was refused credit by banks and equipment lenders. Refitting his eight nozzles and hoses would cost more than $60,000, he said. “Even if I could get the funding, I couldn’t make the payments.”

Single-station owners like Hosmanek aren’t the only ones hurting. David Berri, an Irvine businessman whose family owns 22 stations in Orange, San Diego and Los Angeles counties, said he put a 25% deposit on vapor equipment last year. But his bank has since canceled his credit line. His family has put seven stations up for sale, but so far, there are no buyers.

Time to bring the quiz to a close. We’ve seen in past posts that, by the standards of U.S. cities, Los Angeles is not sprawling, has a fairly extensive transit system, and is decidedly light on freeways. The smog situation has vastly improved. The final two stereotypes await.

Thanks to the great distances between far-flung destinations, and perhaps Angelenos’ famed “love affair” with the car, Angelenos drive considerably more miles than most Americans. 

Answer: False.

 According to the Federal Highway Administration, Angelenos drive 23 miles per resident per day. This ranks the Los Angeles metro area 21st highest among the largest 37 cities. The champions (or losers) are probably Houston, followed by Jacksonville and Orlando, all of which are over 30 miles per day. New Yorkers drive the fewest miles (17 VMT per resident per day), thanks in large part to relatively high transit ridership and lots of walking trips.

Despite our reputation, we Angelenos don’t exhibit any particularly great predilection for freeway travel either. Los Angeles ranks 14th out of the 37 largest metro areas in terms of highway miles driven per resident per day. To be sure, this is above the median, but it hardly points to the sort of unique freeway fetish Angelenos are accused of harboring.

California may soon require smog checks for motorcycles

Back on February 26th, California State Senator Fran Pavley introduced legislation that would “amend Section 44011 of, and to add Section 44012.5 to, the Health and Safety Code, relating to air pollution.” All right, what’s that mean? Basically, this legislation would require motorcycle owners in California to get smog checks for their motorcycles once every two years. The law would cover all motorcycles model year 2000 or newer and, if passed, would go into effect on January 1st, 2012.
