The Thomas Jefferson Planning District Commission is seeking energetic, creative candidate(s) to join its urban and transportation planning staff. The Commission has immediate openings at its Charlottesville, Virginia office, located steps away from Charlottesville’s award winning downtown pedestrian mall. The Thomas Jefferson Planning Commission is a Regional Planning body that provides planning services to a six-county region in Central Virginia. The office’s work environment offers opportunities for people interested in engaging in a variety of urban and rural planning tasks.

Duties

Under the direct supervision of the Director of Planning, positions offer the motivated individual(s) opportunities to develop and expand his or her professional capacities through research and development of varied innovative planning and modeling applications that support the agency’s transportation and land use programs, including but not limited to: development and integration of travel demand modeling with GIS analysis; development of mesoscopic models for urban corridors and subareas; high capacity transit analysis; and evaluation of ITS applications.

Flexibility in program and project assignments offer the opportunity to work in various areas of the TJPDC’s programs and projects.  Areas of work include pilot street demonstration planning and implementation, transportation modeling, small area land use planning, hazard mitigation and solid waste planning, economic development planning and travel demand management programs including bike/pedestrian programs. Project management could occur in housing and aging programs.

Planners will provide staff support for standing and ad hoc transportation and environmental committees. Tasks include preparing agendas, attending meetings, preparing minutes, coordinating with chair persons and developing other meeting materials.

Requirements

Minimum requirements; Master’s Degree in urban/city planning, transportation planning, engineering or related field. Preferred requirements; Master’s Degree in Planning with a minimum of 4 years’ experience; experience using statistical analysis software, traffic analysis software, and other spreadsheet, database, and word processing packages; experience using geographic information systems software such as ArcGIS; familiarity with Census and American Community Survey datasets; and a valid driver’s license.

Starting Salary Range

Qualifications and Requirements

The ideal candidate will have a broad range of transportation and urban planning experience. At minimum, the candidate should meet the following qualifications.

  • At least six years of increasingly responsible experience in transportation planning, traffic engineering, or one of the disciplines listed above
  • A bachelor’s or more advanced degree in urban or transportation planning, or a related planning field. Master’s degree is preferred.
  • Skills and enthusiasm for business development.
  • Excellent written, verbal, and other communication skills, including facilitating public workshops, and making compelling presentations.
  • The ability to manage complex projects on time and on budget.
  • The candidate must be able to demonstrate basic proficiency with Microsoft Excel, Word and Powerpoint

Though most of the work will come from projects from the Boston office, there will be numerous opportunities for the candidate to contribute to NN projects across the United States. Candidates must be willing to travel (on average 2 overnight stays per month plus numerous day trips) and must have a valid Driver’s License.  Preference will be given to candidates with AICP or P.E. certification.

POSITION SPECIFICATIONS:

The Department of Transportation Planning of the Metropolitan Washington Council of Governments is seeking a Transportation Planner for the Program Coordination Team to support the National Capital Region Transportation Planning Board’s (TPB’s) Human Service Transportation Coordination Program. The successful candidate will perform professional level planning and grants management activities for the TPB, the metropolitan planning organization (MPO) for the Washington metropolitan area. The TPB’s Human Service Transportation Program awards grants on a competitive basis to non-profit agencies, local governments and private transportation companies to provide specialized transportation to persons with disabilities; older adults and low-income commuters.  The TPB is the designated recipient of two Federal Transit Administration (FTA) programs under SAFETEA-LU: Job Access and Reverse Commute (JARC) for low-income commuters and the New Freedom for persons with disabilities. The TPB is expected to become the designated recipient for a new program under MAP-21, Section 5310 Enhanced Mobility for Persons with Disabilities and Older Adults.   Work activities will include the following:

(1)   Serve a lead role in administering approximately 45 grants totaling $25 million from FTA’s Job Access and Reverse Commute, New Freedom, and Section 5310 Enhanced Mobility programs. Activities include managing the grants in FTA’s online grants management software (TEAM), developing FTA required submission and compliance information such as the Program of Projects and DBE reports, and working with approximately 30 subgrantees and COG’s Office of Administrative Services on FTA required documentation, monthly invoices, quarterly Federal Finical Reports (FFRs) and milestone reports, and annual performance reports.

(2)   Provide staff support to the TPB’s Human Service Transportation Coordination Task Force which includes human service and transportation agency representatives from the local jurisdictions in Northern Virginia, Suburban Maryland and Washington, D.C. The Task Force is responsible for guiding updates to the Coordinated Human Service Transportation Plan and developing priority projects for grant funding.

(3)   Assist with update of the Coordinated Human Service Transportation Plan, with the guidance of the Human Service Transportation Coordination Task Force, to set priorities and evaluation criteria for MAP-21’s  Section 5310 Enhanced Mobility Program.

(4)   Assist with the project solicitation for Section 5310 Enhanced Mobility Program grants which is expected to occur between January and April 2014. This activity includes publicizing the grant opportunity, conducting pre-application conferences for potential applicants, reviewing applications for completeness, and staffing the selection committee which will make funding recommendations to the TPB.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Requires (1) knowledge of principles and practices of transportation planning and/or human services; (2) knowledge of or experience with Federal, State, or local grant administration; (3) financial management or project management experience desired and experience with FTA’s Transportation Electronic Award Management (TEAM) system a plus; (4) strong software skills in Microsoft Office programs (Word, Excel, PowerPoint), experience with presentation graphic programs such as InDesign, a plus (5) strong oral and written communication skills ; and (6) the ability to maintain effective working relationships with other employees, grantees, elected officials and the public.

Major Duties
Major Duties of a Planner II include:

Work Environment
Transportation planners operate in a team-based environment where staff members work collaboratively to deliver key outcomes and/or products.  The atmosphere is demanding and sometimes fast-paced, but also rewarding and involves tangible results.  Individuals who possess initiative and resourcefulness tend to excel most at DDOT. Planners receive broad guidance from and report to the Strategic Planning Branch Chief.  However, incumbents perform the functions of their positions independently, and often represent the Department in dealing with government officials and the private sector.   Most hours of the day are spent in an office setting, though some field work involving direct contact with transportation facilities is necessary.  Planners are also responsible for attending and/or leading some evening and weekend meetings at community sites.
Scope and Effect
Transportation planners at DDOT direct the analysis of transportation services and facilities in the District, and develop mid and long range plans for capital improvements.  They deal with issues affecting all users including pedestrians, bicyclists, children, seniors, persons with disabilities, motorists, movers of commercial goods, and users of public transportation; and are also well versed in community development, comprehensive land use planning, and long term priorities of the District of Columbia. P lanners are responsible for articulating a progressive definition of issues through an analysis of data, discussion with transportation stakeholders, citizens, and others; and must navigate appropriate project development steps that ensure compliance with relevant District and federal laws.  Work requires the application of various quantitative and qualitative tools such as surveys, demand models, resource allocation techniques, and sampling theories in the analysis of data and information from a variety of sources.
In sum, the work contributes to improving the safety, efficiency, and convenience of the District’s transportation system.  It enhances opportunities for economic development and physical development in the District by maintaining and improving transportation services and facilities for those users who depend on such service.

Job Alert: Transportation Planner II/III at Metropolitan Washington Council of Governments (MWCOG) – Washington, DC

The Department of Transportation Planning of the Metropolitan Washington Council of Governments is seeking a Planner II or III to work with a small team responsible for public involvement and communications. The successful candidate will be a part of the Program Coordination Team, which supports the National Capital Region Transportation Planning Board (TPB), the federally designated metropolitan planning organization (MPO) for the Washington, D.C. region. The TPB plays an important role as the regional forum for transportation planning in the National Capital region.  The TPB prepares plans and programs that the federal government must approve in order for federal-aid transportation funds to flow to the Washington region.

A successful candidate will perform professional-level planning activities with a focus on enhancing and maintaining communications and public outreach efforts.  Activities are likely to include:

  • Improve external visibility of the TPB.
  • Assist with long-range planning activities, such as scenario planning and development of a regional priorities plan, with a focus on public involvement and communications.
  • Provide staff support to TPB activities and committees.
