Job Duties

Membership

  • Manage membership program, working directly with over 200 MPOs and transportation consulting firms.
  • Answer inquiries and build and maintain relationships with members.
  • Maintain membership database.
  • Work with bookkeeper to generate, send, and track membership invoices.
  • Provide membership report to AMPO Board.

Annual Conference

  • Responsible for the planning of AMPO’s Annual Conference, working directly with AMPO Technical Committee to develop program content.
  • Manage all logistics onsite at the Annual Conference hotel.
  • Solicit and secure sponsors and exhibitors.
  • Work closely with the host MPO member organization to develop mobile workshops, organize volunteers, and other Annual Conference logistics.
  • Assist executive director with managing and monitoring conference budget.

Communications

  • Compile news from federal agencies, associations, MPOs, and policy and technical updates to include in a biweekly electronic newsletter, aMPO eMAIL.
  • Edit transportation policy related documents from AMPO; including white papers, letters to congressional and executive branch offices, and updates to members.
  • Update AMPO website, using Word Press.

Other

  • Assist with organizing AMPO Board and Committee activities.
  • Develop and implement annual awards program, honoring organization and individual leaders in transportation planning.
  • Represent AMPO at industry meetings with federal and association partners and stakeholders.

Required/Preferred Qualifications

  • Bachelor’s degree from four year college or university, with three to five years of work experience, preferably in an association or non-profit setting.
  • Ideal candidate should have excellent written and oral communication skills, interpersonal, editing, and organization skills; takes initiative; meeting planning experience; knowledge of WordPress; and ability to work in a small, fast paced office.
  • Proficiency in Microsoft Office applications required.
  • Occasional travel is required.

The ideal candidate for this position is a mid-career or senior level professional with experience in identifying, planning, and implementing new national program initiatives and leading the development and implementation of programs for outreach and public information to improve the proficiency of highway safety professionals.  He/she has a high degree of independence in planning, prioritizing, scheduling, and carrying out assignments and maintaining effective working relationships as a leader or member of teams or working groups.  In addition, the ideal candidate has excellent person-to-person and written communication skills.

Duties:

  • Provide leadership in technical, programmatic engineering and policy assistance to FHWA field offices, State and local agencies, and other internal and external customers to implement safety programs for all levels of government.
  • Provide resources to help safety experts and specialists develop critical knowledge and skills within the roadway safety workforce.
  • Lead the development and implementation of programs for outreach and public information to improve the proficiency of highway safety professionals.
  • Coordinate with other Federal, State, and local agencies and professional organizations and serve on intra-agency task forces with partners to improve the safety workforces’ knowledge, skills, and abilities.

In 2012, the League launched its Women Bike initiative, aimed at changing the face of bicycling by creating pathways for women of diverse backgrounds to embrace biking as an everyday activity and participate as riders, advocates and leaders. Women Bike served as a model for a larger Equity Initiativelaunched by the League last year, and the two programs have been closely allied in expanding the reach of bicycle advocacy to serve more diverse populations.

The new Women Bike Manager will lead the program through an exciting period of growth, becoming its first full-time staff member. As the energy and interest to get more women on bikes grows, Women Bike is working to share collective knowledge, build a network of diverse female leaders and advance targeted programs that put more women in the saddle and at the forefront of the movement. The Women Bike Program Manager will work closely with the Equity Initiative Manager and other social programs staff at the League to coordinate our work with the public we serve.

Essential Duties and Responsibilites

Regular duties include the following (other duties may be assigned):

1) Lead the program through a time of transition: The Women Bike initiative is continuing to grow at a rapid pace and evolving into one of the most visible and impactful programs at the League. This position will be the program’s first full-time staff position and will continue to lay and implement a foundation that will build the program’s communication and outward-facing components, as well as organizational and policy efforts.

  • Focus on overcoming barriers to help the organization think more broadly about women’s issues and integrate throughout the League’s programs.
  • Lead on program-specific communications, while working closely with our Communications Director, including blog posts, emails, social media, etc.
  • Research and write reports, which includes synthesizing data from diverse sources and soliciting and pooling qualitative feedback from others in the bicycle movement and beyond.
  • Plan and execute Women Bike events, including the National Women’s Bicycling Forum, in partnership with the League’s Equity Initiative.

2) Interact with League staff, Board of Directors and outside partners and stakeholders, while managing day-to-day operations.

3) Work with and cultivate a diverse coalition and network of organizations, supporters, and participants to advance our the program’s mission to make biking accessible to women of all backgrounds — and identify how the program can be an ally to larger women’s, transportation and equity movements.

  • Storytelling skills and a background in communication, particularly with social media, blogs, e-news, etc. is required
  • Strong background in building relationships, working collaboratively and commitment to intersectionality
  • Community organizing experience preferred

Summary of Duties

Specific responsibilities will consist of policy research and writing, transportation planning and analysis, analysis of financial and operational data related to the allocation of operating and capital costs in the NEC, development of Commission products and materials, website content development and other tasks as assigned. The position will cover activities both technical and administrative in nature:

  • Assist in the development of Commission reports and presentations through data analysis and the development of written material. Work will frequently involve making technical information accessible for non-technical audiences.

Qualifications

  • One to two years of work experience with some direct experience in the field of transportation. Masters degree may substitute for work experience.

  • Identifies research and development needs and gaps presented by contacts with State, Tribal, regional and local TIM managers and practitioners and integrate these into the TI&EM roadmap and/or annual work plans and budget requests.
  • Serves as the Government’s Contracting Officer’s Representative or Task Monitor, as appropriate, if trained and accredited for TIM-specific contract work.
  • Analyzes and converts conclusions of data and special studies, surveys, and research specific to the TIM program standards, policies, and guides for enhancing the proliferation of the TIM products into reports, budget recommendations, articles, and presentations.
  • Uses written and oral tools and skills to promote the adoption of the TIM program products and to influence decision makers to accept good TIM practices or recommended tools and resources needed to secure management support to enhance and improve local TIM programs.
  • Creates effective relationships with senior-level transportation, public safety and towing stakeholders involved in the national TIM program development and implementation using existing national expertise and contacts in the TIM field.

POSITION SPECIFICATIONS:

The Department of Transportation Planning of the Metropolitan Washington Council of Governments is seeking a Transportation Planner for the Program Coordination Team to support the National Capital Region Transportation Planning Board’s (TPB’s) Human Service Transportation Coordination Program. The successful candidate will perform professional level planning and grants management activities for the TPB, the metropolitan planning organization (MPO) for the Washington metropolitan area. The TPB’s Human Service Transportation Program awards grants on a competitive basis to non-profit agencies, local governments and private transportation companies to provide specialized transportation to persons with disabilities; older adults and low-income commuters.  The TPB is the designated recipient of two Federal Transit Administration (FTA) programs under SAFETEA-LU: Job Access and Reverse Commute (JARC) for low-income commuters and the New Freedom for persons with disabilities. The TPB is expected to become the designated recipient for a new program under MAP-21, Section 5310 Enhanced Mobility for Persons with Disabilities and Older Adults.   Work activities will include the following:

(1)   Serve a lead role in administering approximately 45 grants totaling $25 million from FTA’s Job Access and Reverse Commute, New Freedom, and Section 5310 Enhanced Mobility programs. Activities include managing the grants in FTA’s online grants management software (TEAM), developing FTA required submission and compliance information such as the Program of Projects and DBE reports, and working with approximately 30 subgrantees and COG’s Office of Administrative Services on FTA required documentation, monthly invoices, quarterly Federal Finical Reports (FFRs) and milestone reports, and annual performance reports.

(2)   Provide staff support to the TPB’s Human Service Transportation Coordination Task Force which includes human service and transportation agency representatives from the local jurisdictions in Northern Virginia, Suburban Maryland and Washington, D.C. The Task Force is responsible for guiding updates to the Coordinated Human Service Transportation Plan and developing priority projects for grant funding.

(3)   Assist with update of the Coordinated Human Service Transportation Plan, with the guidance of the Human Service Transportation Coordination Task Force, to set priorities and evaluation criteria for MAP-21’s  Section 5310 Enhanced Mobility Program.

(4)   Assist with the project solicitation for Section 5310 Enhanced Mobility Program grants which is expected to occur between January and April 2014. This activity includes publicizing the grant opportunity, conducting pre-application conferences for potential applicants, reviewing applications for completeness, and staffing the selection committee which will make funding recommendations to the TPB.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Requires (1) knowledge of principles and practices of transportation planning and/or human services; (2) knowledge of or experience with Federal, State, or local grant administration; (3) financial management or project management experience desired and experience with FTA’s Transportation Electronic Award Management (TEAM) system a plus; (4) strong software skills in Microsoft Office programs (Word, Excel, PowerPoint), experience with presentation graphic programs such as InDesign, a plus (5) strong oral and written communication skills ; and (6) the ability to maintain effective working relationships with other employees, grantees, elected officials and the public.

Transportation Planner III: This position requires three years working experience in transportation planning or human services, and a master’s degree in planning, human services, public administration, or an appropriate related field.
