Recent Events and Reports

FHWA‘s Climate Change Vulnerability and Risk Assessment Pilots Completed. Five areas have completed vulnerability and risk assessments of their transportation infrastructure under FHWA’s pilot program to implement a draft framework for climate change vulnerability and risk assessment. Each area took a different approach and contributed significantly to the understanding of potential climate change impacts on their transportation assets, and to the body of knowledge of the transportation community as a whole. FHWA will use the experiences of the pilots to update the draft framework. A very brief description of each pilot:

  • WSDOT assessed the infrastructure it owns, including roads, rail, ferry facilities, and airports. They held workshops around the State, presenting information on climate projections and asking maintenance engineers and other employees with intimate familiarity with the assets, “What keeps you up at night?” to help identify current vulnerabilities that may be exacerbated in the future.
  • A New Jersey project was led by NJTPA and was supported by an interagency partnership, including the three New Jersey MPOs, NJDOT, NJ Transit, NJ Department of Environmental Protection, and the NJ State Climatologist. The pilot closely followed the three steps of the Conceptual Risk Assessment Model in its analysis of the New Jersey Turnpike/I-95 corridor and the New Jersey Coast.
  • The Oahu MPO used an interagency, multidisciplinary two-day workshop to facilitate a climate change dialog and identify five key vulnerable assets for further study. The five assets were then assessed in more detail.
  • The University of Virginia developed a priority setting tool to assess how consideration of climate change and other factors may affect project prioritization in a transportation plan. They used the Hampton Roads region as a case study.
  • MTC, in partnership with the San Francisco Bay Conservation and Development Commission and others, led a study of a portion of the Bay, stretching from the Oakland Bay Bridge to the San Mateo Bridge (Alameda County). This study was focused on sea level rise. The project team developed asset risk profiles for a representative list of assets within the study area, including exposure to sea level rise, sensitivity to sea level rise (based on level of use, age, seismic retrofit status, maintenance cost, and liquefaction susceptibility).

FHWA Releases GHG Strategy Analysis Tool. The Energy and Emissions Reduction Policy Analysis Tool (EERPAT) was developed to assist state transportation agencies with analyzing greenhouse gas reduction scenarios and alternatives. The Tool allows agencies to quickly assess policy interactions in hundreds of scenarios. The Tool uses GreenSTEP, developed by the Oregon State DOT, as its foundation, and is expected to have regular enhancements. FHWA will be conducting pilots of the tool in early 2012. FHWA’s Conditions and Performance Report Includes Chapter on Climate Change Adaptation. FHWA’s bi-annual “Report to Congress” for the first time includes a chapter on climate change adaptation. The chapter includes information on projected climate change impacts to highway transportation, steps for assessing adaptation needs, discussion of adaptation options, barriers to implementation of adaptation measures, and some current adaptation activities underway by USDOT, and state and local transportation agencies.

FHWA Newsletter Highlights use of ROW for Renewable Electricity Generation. The December issue of FHWA’s Success in Stewardship Newsletter, “Utilizing the Highway Right-of-Way to Generate Renewable Energy,” highlights DOT efforts in Oregon, Ohio, Massachusetts, and North Carolina to use highway rights-of-way for solar, wind, and biofuel generation.

FAA Issues NEPA GHG Guidance. On January 12, the Federal Aviation Administration issued interim guidance on considering greenhouse gas emissions in NEPA studies. The guidance calls for including an estimate of CO2 equivalent emissions if conducting an analysis of other air emissions or if computing and reporting on fuel burn in the NEPA document.

EPA Issues Draft Guidance on Using MOVES for Estimating State and Local On-Road GHG Emissions. The draft EPA guidance, “Using MOVES for Estimating State and Local Inventories of On-Road Greenhouse Gas Emissions and Energy Consumption,” explains how to use the MOVES model to estimate greenhouse gas emissions from on road vehicles to create state or local inventories, or to estimate total energy consumption from the on-road sector. This document is posted on a new web pagethat also hosts other recent EPA publications about estimating emission reductions of both greenhouse gases and criteria pollutants from transportation efficiency strategies.

Army Corps of Engineers Issues Sea Level Rise Guidance. USACE’s “Engineering Circular 1165-2-212” provides guidance for accounting for projected future sea level rise across the project life-cycle for all Army Corps Civil Works activities. According to the Circular, local sea level rise is required to be considered in all Corps coastal activities. The circular includes some broad guidelines on how to develop and consider this information in alternatives selection for a project (pp.1-4), and also includes several appendices. One appendix is designed to help project sponsors estimate future trends in local sea level rise relevant to a specific project, while a second provides a decision-support flowchart for developing ranges of projected local sea level rise.

Report Identifies Climate Information and Assistance Needs. “Climate Adaptation & Transportation: Identifying Information and Assistance Needs” summarizes presentations and discussions from a NOAA workshop to investigate the transportation community’s needs for assistance from the climate science community, identifying the major findings and recommendations for addressing them. Workshop discussion focused on ways the climate science community can help meet transportation organizations’ needs for data, decision support tools, technical assistance, and other activities.  Attendees included representatives from the transportation and climate science fields in government, academia, consulting, and the nonprofit communities. The Center for Clean Air Policy and the Environmental and Energy Study Institute led this study with funding from NOAA.

State and Local News

Florida Report Looks at Assessing Sea Level Rise on Transportation Infrastructure. A new report sponsored by the Florida Department of Transportation (FDOT), Development of a Methodology for the Assessment of Sea Level Rise Impacts on Florida’s Transportation Modes and Infrastructure,” provides recommendations on how to assess the impacts of Sea Level Rise (SLR) on transportation infrastructure in Florida. Researchers at Florida Atlantic University (FAU) reviewed existing SLR forecasts, undertook an extensive inventory of the transportation network along the Florida coastline, and developed a methodology for identifying and assessing potentially vulnerable transportation infrastructure. The researchers applied this methodology and developed case studies for three locations in the state. The report provides recommendations to FDOT on building the impact of SLR into their planning, project development, and construction processes.

WSDOT Issues Updated Climate Change Guidance. WSDOT has issued updated guidance on considering greenhouse gas (GHG) emissions and climate change effects in project evaluations. The guidance calls for no GHG, qualitative GHG, or quantitative GHG analysis based on the class of environmental review, and provides a recommended quantitative approach for the analysis and sample language. It also addresses how climate change effects could be considered by asking project teams to ask and answer the question: “how will my project be affected by climate change?” and provides the steps and resources to do this.

Washington State Issues Framework for Addressing Climate Change Challenges. In recognition of a projected $10 billion in costs from climate change by the end of the decade, Washington State has released an “Integrated Climate Change Response Strategy” that is intended to provide a broad framework for decision-makers to use in their day-to-day work to ensure that consideration of climate change impacts is given a high priority. The strategy, “Preparing for a Changing Climate: Washington State’s Integrated Climate Response Strategy,” was completed by the Department of Ecology in collaboration with other state agencies and released April 3. It lays out a variety of threats ranging from the risks posed by a projected spike in diseases found in warmer climates such as Rocky Mountain spotted fever and tularemia to increased flooding brought on by more frequent extreme weather events.

The response plan suggests adaptive strategies such as public education to meet disease threats and floodplain restoration, with the goal of increasing water storage capacity to fend off floods. The report calls for reducing risk of damage to buildings, transportation systems, and other infrastructure by:

  • Identifying vulnerable areas and taking proactive steps to reduce risks to infrastructure;
  • avoiding climate risks when siting new infrastructure and planning for growth; and
  • enhancing capacity to prepare for more frequent and severe flooding, rising sea levels, wildfires, and changes in energy supply and demand.

The report noted WSDOT’s recent efforts to conduct a qualitative assessment and initial screening of state-owned transportation infrastructure vulnerable to climate impacts as part of FHWA’s pilot program. The results of that assessment will be used to help prepare for future conditions and incorporate climate information into decision-making.

New York State Creates Electric Vehicle Voucher Incentive Program – The FHWA New York Division approved $10 million of Congestion Mitigation and Air Quality funds for the initial year of a statewide project entitled the “New York State Electric Vehicle Voucher Incentive Program.”  This program is intended to help the private companies, public entities, and non-profit entities operating vehicles within New York State to purchase new electric-battery powered medium and heavy-duty (Class 3-8) trucks with a gross vehicle weight of 10,000 pounds or more.  MPOs in all air quality nonattainment/maintenance areas of the State are being given the opportunity to endorse the statewide project on their Transportation Improvement Programs. If an MPO chooses not to endorse it, dealers in their area will not be eligible to participate.  It is estimated that this incentive program will provide vouchers for at least 450 vehicles in the first year, reducing greenhouse gases by an estimated 11,700 tons and saving about 1 million gallons of diesel fuel. This project was the result of cooperative discussions between the New York Division’s Planning, Environment, and Right of Way Section, the New York State Department of Transportation, the New York State Energy Research and Development Authority, and the New York City Department of Transportation. New York State Releases Climate Change Adaptation Report. In an effort to provide state decision makers with information on the state’s vulnerability to climate change and to assist in the development of adaptation strategies, the New York State Energy Research and Development Authority (NYSERDA) produced “ClimAID: the Integrated Assessment for Effective Climate Change Adaptation Strategies in New York State.” The report contains a chapter on transportation infrastructure in the state, including a comprehensive description of the sector, the relevant climate hazards, and resulting vulnerabilities. The transportation chapter also outlines key adaptation strategies and important equity and environmental justice considerations.

Oregon’s TIGER III Electric Vehicle Charging Corridor Project Gets Major Boost. The Electric Vehicle Charging Corridor Connectivity Network Project in Oregon has been awarded an additional $1.34 million in TIGER III funding. The current project, originally funded with $2 million in TIGER II funding will install 22 DC fast charging stations at major destinations outside of Oregon’s metropolitan areas.  The project is anticipated to begin installation in April 2012, and be completed by December 2012. The additional TIGER III funding will allow expansion of the DC fast charging stations network as envisioned in the State’s original proposal.

NJTPA Hosts International Discussion on Climate Change Adaptation. On March 28, 2012, The North Jersey Transportation Authority (NJTPA) hosted the Symposium – Adapting to Climate Change: an International Discussion. As part of a tour of US transportation agencies, researchers from the Forum of European National Highway Research Laboratories (FEHRL) met with officials from NJTPA, NJ Transit, U.S. Department of Homeland Security, Rutgers University, and others to exchange information on infrastructure resiliency and climate change adaptation activities. More information, including presentations and video recordings of the proceedings, is available on the NJTPA website.

FHWA and AMPO Webinar on Climate Change Planning for MPOs: Effective Implementation of Traffic Operations and Management. June 26, 2012, 2:00-3:30 Eastern time. How are MPOs building on existing transportation management and operations programs to meet climate change needs? For GHG reductions? For better emergency response to extreme weather (climate) events? This webinar is free and open to all, however registration is required. This is the last in a series of six webinars on climate change sponsored by FHWA and AMPO.

Portland State University Transportation Seminar Series Explores Modeling and Climate Change – For the Spring of 2012, Portland State University’s Center for Transportation Studies Seminar Series, traditionally covering a breadth of current transportation topics, will instead focus on the single theme of transportation modeling, specifically taking a policy oriented approach and examining climate change impacts. Speakers for the series of 8 to 10 seminars will include both public and private sector transportation professionals. The series is free and open to the public. Recent Events and Reports

NHTSA and EPA Issue NOI for Model Year 2017-2025 Vehicle Fuel Economy, GHG Emissions. In an August 9 Federal Register notice (html), NHTSA and EPA issued a supplemental notice of intent to develop fuel economy and greenhouse gas emissions standards for model year 2017-2025 light-duty vehicles, with an ultimate fuel economy standard of 54.5 miles per gallon for cars and light trucks by model year 2025.

FHWA and Volpe Center Release Guide on Incorporating Climate Change Considerations into Scenario Planning, Results of a Cape Cod Pilot Project. A Framework for Considering Climate Change in Transportation and Land Use Scenario Planning: Final Report is a product of the Interagency Transportation, Land Use, and Climate Change Cape Cod Pilot Project a multi-agency project that took place between early 2010 and mid-2011. The Pilot Project provided a transportation and land use development scenario for Cape Cod, Massachusetts, focused on reducing future greenhouse gas emissions and considering the potential impacts of sea-level rise on the region. This scenario was derived from a process of data collection, scenario development by a consultant and regional and local government during a workshop, and scenario assessment. The outcomes of this scenario planning process will inform and support the region’s long-range transportation planning and other related efforts, as well as the planning efforts of local, state, and federal agencies. The report/guidebook gives an overview of the process used and includes lessons learned that could inform future similar efforts. The pilot project was jointly funded by FHWA, the National Park Service, and the U.S. Fish and Wildlife Service.

First installment of Gulf Coast Study, Phase 2 completed. U.S. DOT recently posted the first of several interim deliverables for the project. Task 1: Assessing Infrastructure for Criticality in Mobile, AL examines transportation infrastructure to assess and identify the parts of the transportation system deemed most important to the Mobile area. Analyses were conducted to rank assets based on an analysis of operational, socio-economic and health and safety characteristics for each transportation mode. The information in this interim report and the next one on climate change projections (Task 2) will be used to assess the vulnerability of critical links and assets (Task 3).

Electric Vehicles Study Underway, Interim Products Released. FHWA, AASHTO and the Pew Center for Climate Change have undertaken a research project to accelerate the adoption of plug-in electric vehicles by defining an action plan for integrating these vehicles with the U.S. electrical grid nationwide. Three white papers will be developed as a result of the project including:

  • State of Play: identifies and explains (1) challenges for the nationwide development of the plug-in electric vehicle (PEV) market, (2) public policies in place to support PEV deployment, (3) PEV market forecasts, and (4) current PEV deployment (Completed)
  • Literature Review: summarizes (1) key externalities that PEVs might address; (2) issues related to PEVs, the electric power system, and the vehicle market; and (3) public policy options. (Completed)
  • Action Plan: will propose a set of recommendations for integrating plug-in electric vehicles with the U.S. electrical grid nationwide. The plan will address the respective roles of the various government and private sector players, lay out a timeline for critical steps, and describe an adaptive strategy that takes into account lessons learned. FTA Releases Report on Climate Change Impacts to Transit. Flooded Bus Barns and Buckled Rails: Public Transportation and Climate Change Adaptation is an excellent report that includes a discussion of anticipated climate change impacts on U.S. transit; synthesizes existing vulnerability assessment, risk management and adaptation planning tools with application to public transit agencies; describes strategies for adapting transit assets and operations to climate change impacts; and links adaptation strategies to transit agency organizational structures and activities. Detailed case studies focus on climate adaptation activities by the New York State MTA; the Los Angeles County MTA; Mobile, Alabama’s Wave Transit (part of US DOT’s Gulf Coast Study); and Transport for London.

GAO Releases Report on Federal Climate Change Funding. The GAO’s new report – Climate Change: Improvements Needed to Clarify National Priorities and Better Align Them with Federal Funding Decisions – provides information on climate change funding levels and how climate change activities are organized across the Federal government. The report concludes that two key factors complicate efforts to align climate change related expenditures with climate change strategic priorities: 1) a lack of a shared understanding of these priorities, in part due to inconsistent messaging across policy forums and documents, and 2) the existing mechanisms for aligning priorities and funding are non-binding, and at times conflict with agency responsibilities and priorities. The GAO recommends the establishment of clear federal climate change priorities, including relevant agency roles and responsibilities, and a reassessment of the current practices for defining and reporting federal climate change funding.

TRB Releases E-Circular on Adapting Transportation Infrastructure for Climate Change. Adapting Transportation to the Impacts of Climate Change: State of the Practice 2011, includes ten articles on climate change adaptation issues and activities in the transportation sector.

Report Details Recommendations and Methods for Inventorying GHG Emissions from State DOT Operations. While much focus on State DOT GHG emissions has been on tailpipe emissions from vehicles operating on state roads and highways, this NCHRP 25-25 Task 65 Report, Synthesis of Greenhouse Gas Emission Inventory Methodologies for State Transportation Departments, focuses on the emissions resulting from state DOTs’ own operations.

DOT Headquarters Building Achieves LEED Gold Standard.DOT’s headquarters building has achieved a gold designation for the category “Existing Buildings: Operations and Maintenance Certification.” The building is owned by The JBG Companies. Several highlights of the project are:

  • JBG earned an Energy Star rating of 93 during the performance period. (This was the second year the Energy Star designation was awarded)
  • Water fixtures were retrofitted resulting in a $64, 000 reduction in water expenditures, a 25% reduction over the prior year.
  • The recycling plan was enhanced, resulting in 50% of all waste being diverted from the landfill by recycling. This also included a 100% recycling of mercury containing lamps and batteries.
  • The cleaning contractor, Busy Bee, implemented a comprehensive Green Cleaning Program. This includes over 90% of the cleaning products meeting the independent sustainability criteria, such as Green Seal.
  • The US DOT purchased 100% of its electricity from green renewable sources.
  • The maintenance staff made modifications to the Building Automation System in order to exceed the ASHRAE 62.1-2007 standards for ventilation. In addition, high efficiency MERV 14 filters were installed to reduce airborne particulate for an improved Indoor Air Quality program.

The highlights above are some of the 37 separate credits addressed across all LEED subject areas.

State and Local News

New Initiative Promotes “Smart” Transportation at State DOTs. The State Smart Transportation Initiative (SSTI) is a new working group of state DOT executives interested in transportation reform, for better economic, social and environmental outcomes. SSTI member states also work to improve management and governance of transportation agencies. SSTI disseminates accounts of state-level reform for use by the general transportation community. For example, SSTI has just published reviews of the sea change at Pennsylvania Department of Transportation as well as Washington State Department of Transportation’s Sustainability Efforts. Caltrans Issues Sea Level Rise Guidance.Caltrans has developed Guidance on Incorporating Sea Level Rise for use in planning and development of Project Initiation Documents. The guidance includes a two step process to determine whether to include adaptation measures in the project programming and design: (1) determine whether the project will potentially be impacted by seal level rise, and (2) conduct a risk assessment to determine whether the potential impacts warrant spending the resources to incorporate adaptation measures into project design. The guidance includes discussion of ten factors to consider when determining whether to incorporate sea level rise into project programming and design. The guidance also includes a standard set of sea level rise projections to be used statewide.

Wilmington Area Planning Council Publishes Sea Level Rise Transportation Vulnerability Assessment.WILMAPCO’s Transportation Vulnerability Assessment identifies existing and planned transportation infrastructure at risk under Maryland and Delaware-specific inundation and surge scenarios. The assessment profiles both regional and neighborhood-level impacts. A steering committee comprised of local transportation and environmental planners, sea-level rise experts and interested members of the public guided the project. Reminders

FHWA Holding Series of Webinars on Congestion Pricing. The FHWA Offices of Operations and Innovative Program Delivery have launched a new webinar series, entitled “Overcoming the Challenges of Congestion Pricing.” These webinars are aimed at state and local agencies that are currently in the process of implementing or would like to implement congestion pricing; decision-makers/political leaders who want to better understand the benefits of congestion pricing; MPOs that may be interested in incorporating pricing into their planning activities; and others who just want to learn more about congestion pricing strategies. Congestion pricing strategies can often have a co-benefit of reducing GHG emissions. Registration is free and open to everyone who is interested.

Recent Events

FHWA Selects Vulnerability and Risk Assessment Pilot Locations. FHWA has selected five applicants to pilot a draft conceptual model for conducting climate change vulnerability and risk assessment of transportation infrastructure. The Metropolitan Transportation Commission (San Francisco Bay), New Jersey DOT/North Jersey Transportation Planning Authority (Coastal and Central New Jersey), Virginia DOT (Hampton Roads), Washington State DOT (State of Washington), and Oahu Metropolitan Planning Organization (Island of Oahu) were selected to conduct the pilots over the next year. Based on the feedback received through the pilots, FHWA will revise and finalize the model for national application.

FHWA Launches Beta Version of Sustainability Tool. The Sustainable Highways Self-Evaluation Tool can help transportation agencies make highway projects and programs more sustainable. The tool is modeled after similar evaluation systems, such as GreenRoads, GreenLites, and I-Last for roads, and LEEDs for buildings. It provides a practical tool for integrating sustainability best practices into transportation projects and programs. Climate change considerations (GHG emissions and climate effects) are incorporated as elements of the tool. This is a beta version of the tool, and the site is still under development, so it will evolve as additional components are added or updated. We encourage you to try out the website, and we welcome any feedback.

FHWA Summary of Climate Language in Transportation Plans postedClimate Change – Model Language in Transportation Plans provides excerpts from various MPO and DOT transportation plans that illustrate how climate change considerations have been integrated into the documents. Agencies that are looking for ideas about how to incorporate climate change into their transportation plans could find the model language very useful.

Report Provides Estimates of GHG Emissions in Transportation Construction, Maintenance, and Operations Activities. This NCHRP 25-25 Task 58 “Quick-Turnaround” research includes a spreadsheet tool to provide estimates of GHG emissions from transportation agencies’ construction, maintenance, and operations activities. The research also includes a synthesis of current research on the topic and identifies research gaps. A TRB webinar presentation with the principal investigator of the project is scheduled for November 10 (see below).

DOT and EPA Propose GHG Standards for Truck and Buses. On October 25, NHTSA and EPA proposed the first-ever fuel economy and GHG emissions standards for medium- and heavy-duty trucks and buses. The new heavy-duty national program (or HD National Program) for model years 2014-2018 would potentially reduce GHG emissions by nearly 250 million metric tons over the life of the vehicles. The HD National Program was developed in response to President Obama’s memo to agency heads at DOT, DOE, EPA, and NHTSA on improving energy security issued in May. Much information on the proposal, including the Notice of Proposed Rulemaking, a fact sheet, a draft EIS, a draft regulatory impact analysis and more is available on the NHTSA’s Fuel Economy Website.

DOT and EPA Publish NOI on 2017-2025 CAFE and GHG Emissions Standards. In an October 13 Federal Register Notice, NHTSA and EPA published a joint Notice of Intent and to develop fuel economy standards for 2017-2025 model year vehicles and an accompanying technical assessment report. The NOI does not propose specific standards but is the first step in the longer rulemaking process and discusses key elements of the program. A final rule is expected by July 31, 2012. As with the rulemaking for model years 2010-2016, EPA and NHTSA have committed to work closely with the California Air Resources Board to coordinate requirements and allow for a single, nationwide fleet. The accompanying technical report includes an initial assessment of the expected technology costs, effectiveness, and lead time to implementation. It also includes assessments on electric vehicle and hydrogen infrastructure and impacts on the economy and auto manufacturing jobs. For more information, see NHTSA’s Fuel Economy Website.

USDOT Releases Sustainability Plan and Progress Report.USDOT has released its Strategic Sustainability Performance Plan, a required report on the agency’s progress implementing E.O. 13514. The plan establishes a goal of 12.3 percent reduction in GHG emissions by 2020. DOT identified three program areas to achieve sustainability goals listed in the plan: sustainable facilities and fleet, sustainable acquisition, and sustainable technology. Sustainability performance plans from other agencies are also available on the CEQ website.

Columbia Law School Creates Databases of Climate Change in EISs. Columbia Law School has compiled and posted two databases of recent environmental studies that include consideration of climate change impacts. The first includes EISs submitted under NEPA. The second includes EISs submitted under CEQA, California’s environmental act. The databases are searchable by project type, lead agency, and State.

EPA, DOT, and HUD Release Partnership Progress Report. This document reports on the first year of the HUD/DOT/EPA Interagency Partnership for Sustainable Communities. The agencies are coordinating investments and aligning policies with the goal to help create more livable communities. For example, DOT used EPA and HUD’s expertise in the review of applications for Recovery Act TIGER grants. Twenty-two of the projects were selected because they would increase transportation choice, promoting livability principles. DOT and HUD also teamed up for a joint TIGER II-Community Challenge Grant Program that will award up to $75 million to support local planning activities that integrate transportation, housing, and economic development. And FTA and HUD developed a Mixed-Income Transit Oriented Development Action Guide to assist local governments foster diverse housing choices near transit stations available to a mix of incomes. These efforts and more are detailed in the report.

Federal Climate Change Adaptation Task Force Releases Progress Report. On October 5, CEQ released the report: Progress Report of the Interagency Climate Change Adaptation Task Force: Recommended Actions in Support of a National Adaptation Strategy. The report discusses the role of the federal government in adapting to climate change, federal policy goals, and next steps. To implement a goal to encourage and mainstream adaptation planning across the federal government, the Task Force recommends federal agencies employ a flexible framework for agency adaptation planning:

  • Set a mandate with clear objectives and metrics;
  • Understand how climate is changing;
  • Apply to mission and operations;
  • Develop, prioritize, and implement actions;
  • Evaluate and learn; and
  • Build awareness and skills.

USDOT and FHWA are active in the Task Force. While FHWA has incorporated many elements of the flexible framework to its own activities, the Vulnerability and Risk Assessment Pilots discussed at the top of this newsletter are serving as FHWA’s pilot of the flexible framework. Read about all of the Task Force’s policy goals and recommended implementation strategies in the report.

State News

CAPCOA Releases Resource on Quantifying Greenhouse Gas Mitigation Measures. The California Air Pollution Control Officers Association released this Resource for Local Government to Assess Emissions Reductions from Greenhouse Gas Mitigation Measures. It includes calculation methodologies for 50 transportation measures. Information includes a range of effectiveness, detailed description, applicability (urban, suburban, rural), calculation method, inputs, assumptions, examples, and literature references for the measures.

Seeking Pilot Projects for Sustainable Transportation Design Tool. The Sustainable Transportation Access Rating System (STARS) is a life-cycle, performance-based design and rating system helping transportation projects to improve access, reduce energy use and greenhouse gas emissions and improve cost-effectiveness. STARS is seeking pilot projects to testVersion 1.0.STARS was developed by a partnership between the North American Sustainable Transportation Council, Portland (OR) Bureau of Transportation and the Santa Cruz County Regional Transportation Commission. AASHTO/FHWA Webinar: “How can state DOTs communicate climate change and energy challenges to the public?” Thursday, December 2 at 2:00-3:30 p.m. ET. Edward Maibach of the Center for Climate Change Communication at George Mason University will give a presentation on “Global Warming’s Six Americas,” a market segmentation analysis of different groups of Americans and their views on climate change: Alarmed; Concerned; Cautious; Disengaged: Doubtful; and Dismissive. Based on an awareness of different views about climate change, the webinar will focus on ways that state DOTs and other transportation organizations can communicate with the public about climate change and energy issues. The webinar will also include discussion of the state DOT role in communicating about climate change with other state and Federal agencies. Registration is free and open to all.

Recent Events

Obama Administration Officials Release Progress Report on Work of Climate Change Adaptation Task Force. On March 16, the CEQ, NOAA, and the Office of Science and Technology Policy released an interim progress report of the Interagency Climate Change Adaptation Task Force.  The report recommends key components to include in a national strategy on climate change adaptation.  It calls for a national adaptation strategy that has a “flexible, forward thinking approach” shifting away from using past conditions to predict the future.  It also calls for adaptation responses to be included in current U.S. government plans, processes and approaches, so that adaptation and resilience approaches become part of existing activities.  Comments on the report are being accepted through May 15.  For full text of the report and to submit a comment, see the Interagency Adaptation Task Force website.

FHWA Posts Study of State Climate Action Plans. This study, completed last summer, reviews progress on state climate action plans in all 50 states.  The report provides a basic summary and analysis of the data gathered on transportation emission reduction strategies. It also assesses the level of certainty in estimates of strategies’ impacts on GHG emissions.  The report, accompanying data spreadsheet, and summary PowerPoint presentation are available on the research page FHWA’s Climate Change Website.

NCHRP Publishes Study on Mechanisms for Integrating Transportation-Related Greenhouse Gas Reductions into Transportation Decision Making. This study provides a factual basis for State DOTs and MPOs to weigh alternatives for managing GHG emissions from transportation.  The report covers five dimensions of GHG management policy: geographic level of implementation, target metric, sources covered, reduction target base, and regulatory nature of target (voluntary or mandatory).  The web-only study is available here.

Social Cost of Carbon for Regulatory Impact Analysis. The “social cost of carbon” (SCC) is an estimate of the monetized damages associated with an incremental increase in carbon emissions in a given year. It is intended to include (but is not limited to) changes in net agricultural productivity, human health, property damages from increased flood risk, and the value of ecosystem services.  The estimates presented in the report are meant to allow agencies to incorporate the social benefits of reducing CO2 emissions into cost-benefit analyses of regulatory actions that have small, or “marginal,” impacts on cumulative global emissions. The report assists agencies in complying with Executive Order 12866, which requires a cost-benefit analysis of intended regulation. DOT Participated in the interagency process that produced this document.  The report is available here.

State and Local News

Oregon Legislation Calls for a Statewide Transportation Strategy to Achieve Greenhouse Gas Emission Reduction Goals. On March 18, Oregon Governor Ted Kulongoski signed Senate Bill 1059 which calls for the Oregon Transportation Commission in consultation with MPOs, other state agencies, local governments, and other stakeholders to adopt a statewide transportation strategy to reduce GHG emissions. It also calls for the DOT and the Department of Land Conservation and Development to establish guidelines for alternative land use and transportation scenarios that may reduce GHGs.  The legislation also calls for the Department of Land Conservation to establish a light-duty vehicle GHG reduction target in each MPO Region.  Local governments within MPO areas will be required to consider how regional transportation plans could be altered to reduce GHG emission. North Carolina Holds Climate Change Adaptation Workshop. On March 2-3, the North Carolina Interagency Leadership Team hosted this workshop on how the state can increase its resilience to projected climate threats.  The workshop was sponsored in part by FHWA and NCDOT.  Presentations and additional information are available here.

Midwest Transportation and Air Quality Summit Conference Proceedings Posted.  On October 27-29, 2009, the Illinois Department of Transportation hosted this summit which included several presentations on climate change.  The proceedings are available here.

2010 TRB Energy and Environment Conference, June 6-9 in Raleigh. This conference serves as a platform to develop better transportation solutions through the integration of diverse environmental and transportation perspectives.  Many conference sessions relating to climate change are planned:

Recent Events

Two New Reports on Climate Change Science are published. The Climate Change Science Compendium 2009 and The Copenhagen Diagnosis, 2009: Updating the World on the Latest Climate Science present research results released since the Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report was published in 2007 (the Fifth Assessment Report is due in 2013).  The reports present scientific findings, interpretations, ideas, and conclusions from about 400 major scientific contributions released through peer-reviewed literature or from research institutions.  They present findings from the International Polar Year, a collaborative, international effort researching the Polar Regions; data made possible due to new technologies; and evidence of unexpected rates of change in the extent of Arctic sea ice, ocean acidification, and species loss.

TRB Revamps its Climate Change Website.  The redesigned website provides an easy way to find all of TRB’s climate-change-related TRB E-Newsletter items, meetings sponsored or cosponsored by TRB, TRB standing committees and task forces, TRB research projects, TRB policy studies and reports, papers from TRB’s journal, the Transportation Research Record, and products from other arms of the National Academies, such as the National Research Council.  In addition, the site links to climate-change-related items in two of TRB’s databases: Research in Progress and Research Needs Statements.

The Psychology of Climate Change Communication: A Guide for Scientists, Journalists, Educators, Political Aides, and the Interested Public is published. Columbia University’s Center for Research on Environmental Decisions developed the guide, which covers:

  • Knowing your audience; using mental models
  • Getting your audience’s attention
  • Translating scientific data into concrete experience
  • The overuse of emotional appeals
  • Addressing scientific and climate uncertainties
  • Tapping into social identities and affiliations
  • Encouraging group participation
  • Making behavior change easier

2009 National Household Travel Survey (NHTS) data is published.  The Federal Highway Administration (FHWA) has been collecting national data on travel behavior of the American public for 40 years.  The NHTS dataset allows analysis of daily travel by all modes, all times of day, and for all purposes, including characteristics of the people traveling, their household, and their vehicles. The 2009 NHTS has data on the travel of 150,000 households – 1 million trips.  The report includes data from new or updated questions on hybrid/alternative-fuel vehicle use, alternate mode use, flexibility in work arrival time, telecommuting, mobility and disabilities, travel to school, internet deliveries to households, interstate use and tolling.  The NHTS website is a good source of information to help you with your program, planning, and policy work.  The site includes policy briefs on topics such as “The ‘Carbon Footprint’ of Daily Travel,” Travel to School: The Distance Factor,” and “Working at Home—The Quiet Revolution.” For more information, contact FHWA’s Office of Policy and Information.

State and Local News

Local Governments Plan for Development of Land Vulnerable to Rising Sea Level. It is almost impossible to plan for sea level rise unless one knows whether a parcel of land will be given up to the sea, elevated with the rising sea, or protected – with a dike, for example. Through a multi-year $2 million study, the U.S. Environmental Protection Agency worked with local land use planners in 131 jurisdictions along the Atlantic coast from Massachusetts to Florida to map which areas are likely to be protected from rising sea level based on available planning data and existing government policies.  The Delaware Valley Regional Planning Commission in Philadelphia, the Coastal Regional Commission of Georgia, and four Florida regional planning commissions created sea level rise planning maps that divide coastal land into four categories: developed (shore protection almost certain), intermediate (shore protection likely), undeveloped (shore protection unlikely), and conservation (no shore protection), to help start the dialogue for communities interested in deciding what they should do.  An article in the scientific journal Environmental Research Letters summarizes the study.  State-specific summaries and GIS data are also available.

Analysis of Macroeconomic Effects of Michigan’s Climate Action Plan is Released. The analysis indicates that implementation of Michigan’s Plan would expand the state’s economy and cut household energy prices. The Plan recommends 54 multi-sector climate policy strategies.  Transportation-related strategies include Anti-Idling Technologies and Practices, Vehicle Purchase Incentives such as rebates, Mode Shift from Truck to Rail, Renewable Fuel Standard (biofuels goals), Transit, and Smart Growth/Land Use.  The analysis indicates that anti-idling technologies and practices will result in greater GHG emission reductions between 2009 and 2025 than transit or smart growth/land use strategies.

California Air Resources Board (CARB) Approves Climate Change Proposed Scoping Plan: A framework for change. The plan outlines strategies to reduce the State’s GHG emissions to 1990 levels by 2020.  It includes several measures related to transportation (see Emissions Reduction Measures, Regional Transportation-Related GHG Targets, pp. 47-51) and notes that the state has allocated resources for MPOs to initiate or augment comprehensive scenario planning, or Blueprint, efforts that engage a broad set of stakeholders at the local level on the impacts of land use and transportation choices (see the following article).  The plan notes co-benefits of reducing GHGs, such as air-quality-related public health benefits and local economic benefits.

California Releases Final 2009 Climate Adaptation Strategy. Multiple state agencies were involved in developing this multi-sector strategy to guide California in adapting to climate change impacts.  The strategy summarizes the science on climate change impacts in seven sectors, including Transportation and Energy Infrastructure, and provides recommendations on how to manage against those threats.  The strategy is in response to Gov. Schwarzenegger’s Executive Order S-13-08 requiring state agencies to identify how they can respond to rising temperatures, changing precipitation patterns, sea level rise, and extreme natural events.  The state’s adaptation strategy will be updated as new data become available.

A Guide to Transportation Decisionmaking is published. The FHWA and the Federal Transit Administration (FTA) created the guide to help the public understand how transportation decisions are made at the local, State, and national levels, and to encourage them to contribute their ideas. It updates the process through SAFETEA-LU and replaces the older A Citizen’s Guide to Transportation Decisionmaking.  To receive a hard copy, contact Brenda Kragh at Brenda.Kragh@dot.gov.

With assistance from FHWA and FTA, the American Association of State Highway and Transportation Officials (AASHTO) are sponsoring a series of six webinars on climate change, February-June 2010. The webinars are designed for state DOTs–CEOs; chief engineers; and planning, communications, environment, engineering, and government affairs staff–and anyone else who is interested in the topics (e.g., MPOs or other local and regional agencies).

What’s the hubbub about public opinion polls on climate change all about, and why should we care?

Considering the views of the public and of other transportation stakeholders is an integral part of our Federal-aid highway program.  Recent polls have shown a sharp decline in the percentage of Americans who say there is solid evidence that global temperatures are rising (57% in October 2009 vs. 71% in April 2008 according to the Pew Research Center or who see global warming as a very serious problem (35% in October 2009 vs. 44% in April 2008).  Yale University and George Mason University (GMU) polling results indicate that “public concern about global warming, and public trust in a range of information sources, has dropped sharply over the past year” (see Climate Change in the American Mind: Americans’ global warming beliefs and attitudes in January 2010).

However, the relationship between public concern about or belief in climate change doesn’t seem to be reflected in whether or not they think action should be taken to reduce GHG emissions.  In the Pew survey, 50% favored setting limits and making companies pay for their “carbon” emissions even if this may lead to higher energy prices, while only 35% said they thought climate change was a very serious problem.

To get a clearer assessment of public opinion about climate change, it’s valuable to consider trends over the long term.  The longest running public opinion poll on the environment is the Gallup Environment poll, which has been conducted nationwide for more than 20 years.  Over that time public concern about the greenhouse effect/global warming has stayed fairly consistent, with 63% in 1988 who worried a great deal or a fair amount and, in 2009, 60% who worried a great deal or a fair amount.  When asked if they favored imposing mandatory controls on CO2 emissions and other GHGs, in the 2003, 2006, and 2007 polls 75-79% of Americans said yes.  Even in the 2009 poll 70% said yes.  Similar to the recent Pew survey, 8-16% more Americans favored controlling GHG emissions than the percentage who worried a great deal or a fair amount about global warming. For the first time in the Gallup poll’s history, however, in 2009 the public favored economic growth vs. environmental protection by 51% to 42% (Gallup attributed this to the recession).  The Yale/GMU January 2010 poll showed this sentiment had rebounded to 63% favoring protecting the environment, even if it reduces economic growth, vs. 37% who favored economic growth, even if it leads to environmental problems (see Q244 in Climate Change in the American Mind: Public Support for Climate & Energy Policies in January 2010). U.S. DOE and U.S. EPA announce the 2010 Fuel Economy Guide for model year 2010 vehicles. Each vehicle listing gives an estimated annual fuel cost, based on the vehicle’s MPG rating and national estimates for annual mileage and fuel prices. The online version of the guide allows consumers to input their local gasoline prices and typical driving habits to receive a personalized fuel cost estimate. Fuel efficiency is important for reducing CO2 and other GHGs. The top ten fuel economy leaders for 2010 include nine hybrid vehicles, from compact cars to SUVs.

World Resources Institute issues provisional GHG emissions reporting standard for public sector. The standard was developed in consultation with agencies from all levels of government and is supported by the Federal Energy Management Program within U.S. DOE and U.S. EPA. The standard includes guidance on how to apply GHG accounting principles to government operations at the federal, state and local level. The standard is compatible with the Local Government Operations Protocol recently adopted by The Climate Registry, ICLEI Local Governments for Sustainability (ICLEI), the California Air Resources Board (CARB) and California Climate Action Registry (CCAR). EESI publishes State Actions on Climate Change: A Focus on How Our Communities Grow, to encourage State, regional, and local governments to focus on land use reform as a key strategy for reducing GHG emissions. The publication is the result of collaboration with the American Planning Association to develop tools to assist planners. The study examined State and regional climate action plans for their inclusion of transportation, green building, and land use or “smart growth” practices and found that the plans cover a broad range of strategies, because each area has unique geographic and socioeconomic conditions. Of the three, transportation practices were the dominant feature, along with, to a lesser degree, green building policies. Some common transportation policies include adopting California’s vehicle emissions standard (the country’s most aggressive standard), creating more mass transit options, and providing incentives to lower VMT. Specific smart growth practices appeared to be the least likely component of the plans. A table at the end of the document shows some aspects of urban planning that are incorporated. Any GHG reduction targets adopted or regional climate action plans to which a state belongs are provided.

Simple Measures Can Yield Big GHG Cuts, Scientists Say in Proceedings of the National Academy of Sciences. Dr. Thomas Dietz, Michigan State University assistant vice president for environmental research, and his colleagues find that simple, voluntary activities such as routine vehicle maintenance, carpooling and trip chaining, eco-driving, and use of low-rolling-resistance tires can result in significant reductions in GHG emissions and, therefore, “deserve increased policy attention.” They examined 17 household action types in five behavioral categories. Adoption of these actions typically is the result of several policy tools and strong social marketing, the authors state. They estimate that if the behaviors became the norm across the nation it could save 123 million metric tons of carbon per year, equal to 7.4% of U.S. national emissions, within ten years with little or no reduction in household well-being. Their estimates are based on “how many families could reasonably be expected to take such measures if they were provided information, offered financial assistance and could interact with others doing so.”

Managing Our Coastal Zone in a Changing Climate: The Time to Act is Now Issued by the Parliament of the Commonwealth of Australia Provides Insights Relevant to U.S. The fact that many Australian coastal communities have single-access roads is an issue of grave concern to the Commonwealth. The report noted that evacuation routes were a significant factor in the extent of a July 2009 bushfire tragedy (“Black Saturday”). Dr. John Church, from [the Commonwealth Scientific and Industrial Research Organisation, Australia’s national science agency] pointed out that “sea-level-rise planning benchmarks need to be part of a risk management framework,” stating “We really have to move into a risk assessment framework…where we talk more about probabilities and the risks that we are prepared to take….One problem that we have is that planners tend to come to us and say, “How much do we need to allow for sea level rise?’ The retort I always give is, ‘What kind of risks do you want to take?’ I think this is a very important change in process that we need: to put the onus of the risk back onto the planners and the policymakers, not leave it to the scientists.’

State and Local News

Draft Pennsylvania Climate Action Plan released for comment. The plan contains 52 climate policy actions, which are estimated to reduce the Commonwealth’s GHG emissions by 95.6 million metric tons (a 36 percent reduction below year 2000 business-as-usual levels, 42% if recent state and federal actions are included) and to provide a net gain of $5.13 billion and 54,000 new jobs by 2020. The Plan does not address climate change adaptation. The GHG emissions inventory and projections, which cover 1990 to 2020, use “standardized methodology prescribed by the [EPA] and in accordance with international standards.” Transportation is the third largest source of GHG emissions in Pennsylvania (24% in 2000, of which gasoline-powered on-road vehicles accounted for about 64% and on-road diesel vehicles for 15%). Of all the sectors analyzed, GHG mitigation actions from transit and ground passenger transportation are projected to produce the second largest financial gain for the Commonwealth. The Land Use and Transportation work plan recommendations are listed in the following table.

Climate Change and Transportation in Maine published by MaineDOT. This white paper prepares MaineDOT to respond to the Governor’s call to evaluate climate change adaptation options and positions the agency to work with transportation stakeholders to evaluate short-term and long-term approaches to preparing for and adapting to climate change. Judy Gates, Director of MaineDOT’s Environmental Office said “…uncertainty [about long-range impacts due to climate change] can create paralysis in an agency charged with making and justifying long-term, fiscally-responsible decisions around the safety and efficiency of public travel. But the long life-cycles of most transportation infrastructure demand early preparation to protect significant tax payer investments…” The white paper includes a table showing how Maine’s current and proposed adaptation strategies compare to seven other States whose Climate Action Plans address adaptation (see below). The paper references the part of TRB’s Special Report 290: Potential Impacts of Climate Change on U.S. Transportation that discusses the Caltrans process of evaluating bridges for seismic retrofitting, in which TRB suggests that a similar approach could be used to screen and identify critical infrastructure that is vulnerable to the impacts of climate change. MaineDOT has already included climate change as a factor to be considered in future planning with an eye towards conducting technical, risk-based assessments such as California’s.

What is the United Nations Framework Convention on Climate Change (UNFCCC), the Convention? The Convention is an international treaty adopted in 1992 in Rio de Janeiro and ratified by almost all of the countries of the world, in which they agreed to undertake policies and measures to return their greenhouse gas emissions to 1990 levels by 2000. In 1997, all but two of the Convention signatories (the U.S. and Turkey) adopted an addition to the Convention, the Kyoto Protocol, which has specific binding GHG emission targets to be achieved in the 2008 – 2012 time period (which would have been 7% for the U.S.) The U.S. has not ratified the Protocol primarily because China and India are exempt from a numerical cap on their emissions. Indian Environment and Forest Minister Jairam Ramesh and Chinese Minister for National Development and Reforms Xie Zhenhua signed a 5-year commitment for their countries to collaborate on GHG emission reduction programs, projects, technology development, and demonstration. Recent Events

DOT’s National Highway Traffic Safety Administration (NHTSA) and the U.S. Environmental Protection Agency (EPA) Propose Landmark Joint Regulations to Establish Light-Duty Vehicle Greenhouse Gas (GHG) Emission Standards and Corporate Average Fuel Economy Standards (CAFE). The proposed regulations, published in the Federal Register on September 28, 2009, have two goals: reduce GHG emissions and improve fuel economy. The proposal follows from the National Fuel Efficiency Policy announced by President Obama on May 19, 2009, responding to the country’s critical need to address global climate change and to reduce oil consumption. EPA is proposing the first-ever GHG emissions standards under the Clean Air Act; NHTSA is proposing CAFE standards under the Energy Policy and Conservation Act. These standards apply to passenger cars, light-duty trucks, and medium-duty passenger vehicles, covering model years 2012 through 2016 and would result in an overall fleet fuel economy of 35.5 mpg. Climate Change Bill Introduced in the Senate. On September 30, Senators Kerry and Boxer introduced the Clean Energy Jobs and American Power Act “to create clean energy jobs, promote energy independence, reduce global warming pollution, and transition to a clean energy economy.” The bill would add two new sections (Titles VII and VIII) to the Clean Air Act, which would set declining limits on GHG emissions and establish a Pollution Reduction Investment (PRI) program, also known as cap-and-trade. The Act would require EPA to establish 1) GHG emission standards for new heavy-duty vehicles and engines, and for nonroad vehicles and engines and 2) to standardized emission models and related methodologies for States and MPOs. It would create an emissions reduction program, allowing DOT to provide grants to States and MPOs to help them reduce GHG emissions from the transportation sector. It would establish goals to reduce GHG emissions from the nation’s largest stationary sources-initially around 7,500 facilities that account for nearly three-quarters of U.S. carbon pollution-to 97% of 2005 levels by 2012, 80% by 2020, 58% by 2030, and 17% by 2050 (versus a reduction to 20% of 2005 GHG emissions by 2050 called for in the House bill, the American Security and Clean Energy Act, introduced by Congressmen Waxman and Markey, which passed the House on June 26, 2009). The Boxer-Kerry bill also would establish a National Climate Change Adaptation Program and require EPA to distribute formula-based funding to States for projects and activities that address impacts on coastal watersheds.

EPA Finalizes Nation’s First GHG Emissions’ Reporting System/Monitoring to Begin in 2010. On January 1, 2010, EPA will, for the first time, require large, stationary-source emitters of GHGs to begin collecting data under a new reporting system, which will cover approximately 85 percent of the nation’s GHG emissions and apply to roughly 10,000 facilities. The reporting system will provide a better understanding of where GHGs are coming from and will guide development of policies and programs to reduce emissions. The data will also allow businesses to track their emissions, compare them with those of similar facilities, and provide assistance in identifying cost-effective ways to reduce emissions in the future. Fossil fuel and industrial GHG suppliers, motor vehicle and engine manufacturers, and facilities that emit 25,000 metric tons or more of carbon dioxide equivalent (CO2e) per year will be required to report GHG emissions data to EPA annually. U.S. Climate Envoy Elaborates on President Obama’s Speech at United Nations Climate Summit Regarding Climate Change and December U.N. Conference of Parties (COP15). Speaking at a White House press briefing after the President’s climate change speech at the U.N., Todd Stern, the U.S. climate envoy, said that the U.S. would still have a solid bargaining position in Copenhagen even if the Administration fails to push its own GHG legislation through Congress before the intergovernmental conference. “We would like to see the maximum possible progress… on our domestic legislation,” Stern said. “In the event that there’s not domestic legislation done by the time of Copenhagen, we will negotiate with that in mind. But certainly the most progress we can get would be helpful.” At the U.N., the President said that the major developing countries, where virtually all of the growth in emissions over the next 30 years is going to occur, also have to take actions. Elaborating on that Stern said “[The major developing countries] have to stand behind those actions to the same degree that the US and other developed countries do. The President is making that very clear. And that has not traditionally been the way that the climate change negotiations and the whole climate change international debate have gone on.” (See related “FYI” article.)

Driving and the Built Environment: The Effects of Compact Development on Motorized Travel, Energy Use, and CO2 Emissions (TRB Special Report 298) Published. This recently-released report examines the relationship between land development patterns and vehicle miles traveled (VMT) in the United States to assess whether petroleum use, and by extension GHG emissions, could be reduced by changes in the design of development patterns. The report estimates the contributions that changes in residential and mixed-use development patterns and transit investments could make in reducing VMT by 2030 and 2050, and the impact this could have in meeting future transportation-related GHG reduction goals. Increasing population and employment density in metropolitan areas could reduce vehicle travel, energy use, and CO2 emissions from less than 1 percent up to 11 percent by 2050 compared to a base case for household vehicle usage, depending on the assumptions used. Commissioned papers used by the committee to help develop Special Report 298 are available online. NSF Awards NCSE $1.67M Climate Change Education Grant. The National Council for Science and the Environment (NCSE) has been awarded a three-year grant of $1,666,820 by the National Science Foundation to create a nationwide cyber-enabled learning community for solutions to climate change to be known as CAMEL (Climate, Adaptation, and Mitigation e-Learning). CAMEL will engage experts in science, policy and decision-making, education, and assessment in the production of a virtual toolbox of curricular resources designed for teaching climate change causes, consequences, and solutions.The project was developed by theCouncil of Environmental Deans and Directors (CEDD), which is managed by NCSE. U.S. Energy Information Administration (EIA) Releases Its Annual Energy Review (AER).The AER is EIA’s primary report of historical annual energy statistics. For many series, data begin with the year 1949. Included are data on total energy production, consumption, and trade; overviews of petroleum, natural gas, coal, electricity, nuclear energy, renewable energy, international energy, as well as financial and environmental indicators; and data unit conversion tables. Two especially interesting graphics are for Primary Energy Consumption by Source and Sector, 2008 (the most recent year for which data is available) and the Petroleum Overview, 1949-2008, which shows how closely petroleum consumption in the U.S. tracks with petroleum imports (see below).

Publications released by University of Michigan Transportation Research Institute, Ann Arbor, Michigan:

Effect of “Cash for Clunkers” Program on Overall Fuel Economy of Purchased New Vehicles. September 2009. Conclusions: Based on data from October 2007 through June 2009 and using unemployment rate and price of gasoline as predictors of the fuel economy, the program improved the average fuel economy of all vehicles purchased by 0.6 mpg in July 2009 and 0.7 mpg in August 2009.
Economic Indicators as Predictors of Number and Fuel Economy of Purchased New Vehicles. July 2009. Conclusions: During October 2007 through June 2009, average fuel economy of purchased light-duty vehicles improved by a substantial amount-1.1 mpg-as a result of unemployment and price of gasoline; however, significantly fewer vehicles were purchased as a result of unemployment. The price of gasoline did not reduce the number of vehicles purchased.
Recent Reductions in Carbon Dioxide Emissions from New Vehicles. July 2009. Conclusions: Improved fuel economy of purchased new vehicles and decrease in distances driven, resulted in lower CO2 emissions per driver from purchased new vehicles were lower in November 2007 through April 2009, when compared to October 2007. The greatest reduction in emissions-12%-occurred in July 2008. The reduction in April 2009 (the latest month examined) was 8%.
Mechanisms involved in recent large reductions in U.S. road fatalities. Injury Prevention, June 2009. Conclusion: One factor in the large reductions in U.S. road fatalities was the decrease in leisure driving related to the price of gasoline.
Fuel efficiency of vehicles on U.S. roads: 1923-2006. Energy Policy, 2009. Conclusions: Overall fleet fuel efficiency decreased from 14 mpg in 1923 to 11.9 mpg in 1973. Starting in 1974, efficiency increased rapidly to 16.9 mpg in 1991. Thereafter, improvements have been small, with efficiency reaching 17.2 mpg in 2006.

State and Local News

Delaware Valley Regional Planning Commission (DVRPC) Releases Regional GHG Emissions Inventory Available for Download at No Charge. This inventory will help regional policy makers and citizens understand the sources of GHG emissions so they can make well-informed decisions for regional and local policies to reduce them. In addition, the inventory has been allocated to the municipal level, supporting local action in cities, boroughs, and townships across the region. The U.S. EPA is actively engaged with this work as a pilot for developing a standard national protocol for carrying out GHG emissions inventories at the metropolitan level.

U.S. EPA Offers Free, Downloadable Webinars: Greenhouse Gas Inventory 101 for Local, Regional, and State Governments covering:
Creating an Inventory. Topics include understanding the purpose and scope of a GHG inventory, inventories vs. registries, setting a boundary, setting a baseline, quantification approaches, certification and reporting protocols, comparability, and level of effort.
Translating Inventory Results into Action. Association of Metropolitan Planning Organizations’ 2009 Annual Conference to be held October 28-30, 2009 in Savannah, GA. National Association of Development Organizations (NADO) Holds National Rural Transportation Conference in coordination with the AMPO conference. A climate change session on October 29 will cover strategies for beginning to incorporate climate change into regional transportation planning in rural and small metro areas. FHWA will make a presentation and Stephen Lawe, RSG Inc., will talk about a new GHG emissions model that may be useful for RPOs and small MPOs that don’t have their own modeling capabilities.

What are the United Nations Climate Change Conference in Copenhagen, Denmark and COP15 that I’ve been hearing about? The 15th annual Conference of the Parties (COP 15), which will be held from December 7-18, 2009 in Copenhagen, Denmark, is the culmination of a series of meetings among the 192 parties to the United Nations Framework Convention on Climate Change (UNFCCC). The COP adopt decisions and resolutions related to reducing GHG emissions, which make up a detailed set of rules for implementation of the Convention. Concurrently with the COP, there is a Conference of the Parties to the Kyoto Protocol, which was adopted in 1997 and came into force in 2005 after a sufficient number of countries had ratified it. Together the Conferences are called the United Nations Climate Change Conference.

Secretary LaHood Testifies Before Senate. On July 14, Transportation Secretary Ray LaHood testified to the Senate Committee on Environment and Public Works about transportation’s role in reducing greenhouse gas emissions.  The Secretary outlined several initiatives that DOT is undertaking to reduce greenhouse gas emissions, including implementing more stringent fuel economy standards, improving operational efficiency of the transportation system, and addressing VMT growth by encouraging development of livable communities.  A webcast recording of the hearing, along with submitted written testimony from all presenters, is available at: http://epw.senate.gov/public/index.cfm?FuseAction=Hearings.Hearing&Hearing_ID=57b8818d-802a-23ad-4d8d-e09cd7cb134a

Moving Cooler Report Released. This new Urban Land Institute (ULI) publication, prepared by Cambridge Systematics, Inc. based in Cambridge, Mass., explores incremental reductions in U.S. carbon emissions that could occur within the transportation sector as a result of a wide variety of transportation- and land use-related actions and strategies to minimize auto use, including more compact development. AASHTO Releases “Real Transportation Solutions” Website and Report. AASHTO has released a new website and report focused on strategies to reduce transportation greenhouse gas emissions.  AASHTO calls for limiting growth in VMT to 1% per year, increasing vehicle fuel efficiency, shifting to low- or no- carbon dioxide emitting fuels, and improving efficiency and operations of roadways.  See:http://www.transportation1.org/RealSolutions.

28th Edition of the Transportation Energy Data Book Released. The U.S. Department of Energy’s Oak Ridge National Lab has released a new edition of its annual compendium of information on transportation energy use.  Two new tables have been added to the greenhouse gases chapter this year.  A new table on transportation greenhouse gases by mode in 1990 and 2007, based on EPA’s Inventory report, indicates that CO2 emissions from light duty on-road vehicles increased 20.8% between 1990 and 2007.  CO2 emissions from medium and heavy duty trucks and buses rose 77.8% in the same period.  Another new table, also based on EPA data, reports the CO2 emissions from a gallon of gasoline and diesel fuel.  For more information, including a pdf of the report, downloadable spreadsheets, and a link to request a free hard copy, see: http://cta.ornl.gov/data/index.shtml.

The United Kingdom has released its plan to achieve a 34 percent reduction in GHG emissions from 1990 levels by 2020.  Some of the transportation strategies include: calling for the government to purchase vehicles that meet 2015 emissions standards in 2011, investing in low carbon bus technology, providing help to reduce the price of low carbon vehicles, supporting the installation of electric vehicle charging infrastructure, sourcing 10% of transportation energy from sustainable renewable sources by 2020, providing funding in a competition for a “Sustainable Travel City,” funding bicycle programs, and funding rail and bus transportation.  The complete plan is available here: http://www.decc.gov.uk/en/content/cms/publications/lc_trans_plan/lc_trans_plan.aspx.

RFF Report Released on Adapting Public Infrastructure to Climate Change. Resources for the Future has released a report that assesses climate change threats and the needs it imposes on public sector infrastructure, reviews infrastructure’s capacity for adaptation, and provides policy options for improving infrastructure’s adaptive capacity.  The report is available here: http://www.rff.org/rff/documents/RFF-Rpt-Adaptation-NeumannPrice.pdf.

State and Local News

CA Sea Level Rise Final Report Released. This study, funded in part by CalTrans, the Bay Area Metropolitan Transportation Commission, and others, analyzes population, property, and infrastructure at risk from future sea level rise along the California coast.  It estimates that with 1.5 meters of sea level rise, about 3,500 miles of highways and roadways along the California coast and San Francisco Bay would be at risk from a 100 year flood, compared to about 1,900 miles of roadways and highways currently at risk.  The full report is available here: http://www.pacinst.org/reports/sea_level_rise/report.pdf

Recent Events

Transportation Legislation Introduced. On June 18, Representative Oberstar introduced the Surface Transportation Authorization Act of 2009, which includes several provisions relating to climate change. The bill proposes to revise metropolitan and statewide planning statutes to require greenhouse gas reduction targets and strategies. DOT would not be able to certify the planning process of any MPO that fails to develop, submit or publish its emission reduction targets and strategies. Large urbanized areas would also be required to have a greenhouse gas emissions reduction performance measure. House Passes Climate Change Legislation. On Friday, June 26, the House of Representatives passed the “American Clean Energy and Security Act of 2009,” a comprehensive climate change bill. The provisions of the bill, including a cap on greenhouse emissions, are intended to reduce overall greenhouse gas emission from major U.S. sources (which include transportation) by over 80% in 2050 compared to 2005 levels. The bill also mandates new energy-savings standards for buildings, appliances and industry; requires increased use of renewable energy sources by electric utilities; and provides funds to invest in new clean energy technologies and energy efficiency. Similar to the Surface Transportation Authorization Act of 2009 that was recently introduced by Representative Oberstar (see above), the climate change bill requires States and MPOs to develop greenhouse gas reduction targets and strategies for metropolitan and statewide transportation plans. Global Climate Change Impacts in the United States Report Released.On June 16, The US Climate Research Program released a plain-language report on the science of climate change and the impacts of climate change on the U.S. The report includes a chapter on transportation which incorporates key messages and several regional spotlights. DOT, HUD, and EPA Announce Partnership for Sustainable Communities. On June 16, DOT Secretary Ray LaHood, HUD Secretary Shaun Donovan, and EPA Administrator Lisa Jackson announced a new partnership to help American families in all communities — rural, suburban and urban – gain better access to affordable housing, more transportation options, and lower transportation costs. Earlier this year, HUD and DOT announced an agreement to implement joint housing and transportation initiatives. With EPA joining the partnership, the three agencies will work together to ensure that these housing and transportation goals are met while simultaneously protecting the environment, promoting equitable development, and helping to address the challenges of climate change. EPA Grants Available to Develop Local and Tribal Government “Climate Showcase Communities.”EPA has announced $10 million in grants available for local and tribal communities to establish and implement climate change initiatives, with awards ranging from $100,000 to $500,000. A 50% match is required from local governments. The Request for Applications will be available this summer. CCAP Releases Two Climate Change Studies.The Center for Clean Air Policy recently released two new studies relating to transportation and climate change. Ask the Climate Question: Adapting to Climate Change in Urban Regions describes some of the adaptation measures that members of its Urban Leadership Adaptation Initiative have undertaken, including actions King County, WA is taking to make its transportation system more resilient. In Cost-Effective GHG Reductions through Smart Growth & Improved Transportation Choices, CCAP argues that smart growth measures can be cost-effective and profitable and calculate that comprehensive application of these policies could lead to substantial reductions of CO2 equivalent emissions by 2030.

State and Local News

EPA Grants Waiver to California. On June 30, 2009, EPA granted a waiver of Clean Air Act preemption to California for its greenhouse gas emission standards for motor vehicles beginning with the 2009 model year. California has committed that when a new national program comes into effect in 2012, automakers which show compliance with the national program will also be deemed in compliance with the State’s requirements. Now that California has been granted the waiver, other States will be allowed to enforce the same tailpipe standards. Thirteen other States and the District of Columbia have already moved to adopt the California standards, and a few others have indicated they may follow. Washington Governor Directs State Agencies to Lead on Climate Change. On May 21, Governor Christine Gregoire signed an executive order directing State agencies to take action on climate change. She directed the State DOT to estimate current and future statewide VMT, evaluate potential changes to state VMT benchmarks to address low and no emission vehicles, and develop strategies to reduce transportation emissions. She also directed the DOT to work with the State’s MPOs to develop and adopt transportation plans that will provide transportation choices, reduce GHG emissions, and achieve VMT benchmarks. Recent Events

House Energy and Commerce Committee Approves HR 2454. On May 21, 2009, after several days of deliberation, the House Energy and Commerce Committee approved HR 2454 “American Clean Energy and Security Act of 2009.” This includes a proposal for a cap and trade program and several provisions related to the transportation sector. It includes requirements to establish transportation-related greenhouse gas emissions goals and inclusion of a plan to achieve those goals in some metropolitan long-range transportation plans and transportation improvement programs. The legislation also calls for greenhouse gas emission standards on new vehicles including heavy duty on-road and non-road, marine, locomotive, and aircraft engines. The bill will now be referred to up to eight other House committees with jurisdiction over parts of the proposed legislation. The Senate has indicated it will take up climate legislation as well, but the timeline in the Senate is unclear.

EPA and DOT to Conduct Joint Rulemaking on GHG and CAFE Standards. EPA and DOT/NHTSA filed a joint Notice of Intent in the May 22 Federal Register to propose a coordinated greenhouse gas and fuel economy program. The program would apply to light-duty vehicles (cars, SUVs, minivans, and pickup trucks) for model years 2012-2016. Standards for model years after 2016 would be developed in a future rulemaking. EPA is considering a standard that would ramp down to an average 250 grams/mile CO2 (155 g/km) for model year 2016. Regarding fuel economy, President Obama announced on May 19 that a combined fleet average standard of 35.5 miles per gallon would apply by the 2016 model year. Preliminary analysis indicates that the combined program would lead to a reduction of approximately 890 million metric tons CO2 equivalent emissions and 1.8 billion barrels of oil for the model years covered. EPA Announces 2008 Clean Air Excellence Awards. On May 13, EPA announced the recipients of its awards, including several transportation related entries. Stonyfield Farm, the yogurt maker, received an award in the category of Transportation Efficiency Innovations for strategies that led to a net 37 percent reduction of CO2 emissions in one year, despite company growth. Robert Ritter Named FHWA Sustainable Transport and Climate Change Team Leader. Robert Ritter, currently a Team Leader in the FHWA Office of Planning, will be the Team Leader for FHWA’s Sustainable Transport and Climate Change Team beginning late June. Rob has been leading Phase II of the DOT Gulf Coast Study, which will further study the impacts of climate change on transportation infrastructure and operations and develop risk assessment tools. Prior to joining FHWA in 2003, Rob worked for the Eno Transportation Foundation.

State News

New York City Climate Change Risk. The New York City Panel on Climate Change released a report on climate change projections and potential risks to the city’s critical infrastructure. Global climate model projections are provided for temperature, precipitation, sea level rise, and extreme events for the New York City area. The document also includes information on the likelihood of risks associated with these impacts and their potential implications for New York City infrastructure. Impacts of Climate Change in Washington State. Two studies were released discussing the impacts of climate change in Washington State. The studies were commissioned by the Washington State Legislature. The Climate Change Impacts Group at the University of Washington studied potential impacts of climate change using global climate models scaled to the Northwest, and the Climate Leadership Initiative at the University of Oregon looked at potential economic costs to Washington’s families, businesses and communities. DOE Funding Available for Transportation Projects that Conserve Energy. The America Recovery and Reinvestment Act of 2009 appropriated $3.2 billion for The Energy Efficiency and Conservation Block Grant Program. Transportation strategies are eligible for funding. Applications for the funding must come from states, Indian tribes, or local governments. Grant application deadlines are May 26 for states and June 25 for local governments and tribes.
