Publication Alert: Modernizing Public Transportation – Lessons Learned from Major Bus Improvement Projects in Latin America and Asia

Research led by EMBARQ’s Senior Transport Engineer Dario Hidalgo provides key findings and lessons learned from a comprehensive review of major bus improvements in 13 Latin American and Asian cities.

“Modernizing Public Transport,” a 40-page report released in October 2010, is based on research and interviews with planners and public officials in cities and transport agencies around the world.

The report reviews and synthesizes information regarding challenges experienced by transport system decision makers in three key areas: planning, implementation and operations. In order to assist urban transport planners and implementing agencies, the study also provides recommendations on avoiding or mitigating similar difficulties when introducing bus reforms in developing world cities.

The report looks at transportation in 13 cities and will present in-depth case studies of nine of the cities. The first two case studies—profiling Leon and Guadalajara, Mexico—will be available by the end of October. The remaining seven case studies will be published by the end of November, including Bogota and Pereira, Colombia; Curitiba, Brazil; Guayaquil and Quito, Ecuador; Mexico City, Mexico; and Santiago, Chile. The other cities covered in the report are Sao Paulo, Brazil; Beijing, China; Ahmedabad, India; and Jakarta, Indonesia.

HEMMED in by mountains and volcanoes, Mexico City is the perfect smog-trap. At its altitude of 2,250m the air is already thin; on days when the toxic “cream”, as the familiar brown cloud of pollution is locally known, descends on the city, it is hard to breathe. Locals used to joke that the only life that could survive in the skies was jumbo jets.

Yet the smog is lifting. The average concentration of ozone, one of the most common pollutants, is about half its level in the early 1990s, when the air was at its dirtiest (see chart). In those days the national ozone limit of 0.11 parts per million was breached for at least an hour on nine days out of ten. Yet last year over half the days were below the cap. Joggers are back in parks and wildlife is airborne once more: a hummingbird regularly looks in on The Economist’s offices.

More recently, a car crackdown has helped: old bangers are checked twice a year for emissions, and all but the newest cars are forbidden from driving in the city on one day of each week. Every Sunday 22km of roads in the centre are roped off for bikes and pedestrians. From next year taxi drivers will be offered tax incentives to use electric technology. Mexico City’s pollution has been so severe that cleaning up the environment “is not a theoretical thing—it’s about life and death,” says Marcelo Ebrard, the mayor.

Mexico City to Require Students to Take School Bus To Reduce Traffic and Pollution

Mexico City’s minister of the environment, Martha Delgado, announced Friday that in August a pilot project requiring students to take school buses instead of private vehicles to school at 10 private schools would commence. The initiative was spurred by the success of a study carried out at the Colegio Oxford private school, which managed to get many of its 751 students to ride the school bus beginning in August 2008, El Universal (Spanish link) reported. As we’ve noted in the past, car use has doubled in Mexico City in the last seven years, complicating other efforts to cutpollution, so any initiative getting more cars off the road is a welcome change.

According to Víctor Hugo Páramo, director of air quality management for the ministry, the average velocity of cars circulating in the school zone increased from 16.8 to 25.7 kilometers an hour after the program began. The study also revealed reductions of 13% in the concentration of carbon monoxide and 8% in nitrous oxides around Colegio Oxford.
