WASHINGTON — The Obama administration plans to order auto makers to increase the overall fuel economy of automobiles sold in the U.S. to 35 miles per gallon by 2016, four years faster than current federal law requires, people familiar with the matter said Monday.

The move is part of a broader overhaul of fuel economy rules aimed at cutting greenhouse-gas emissions.

The Obama administration is expected to announce a plan to revamp federal vehicle fuel-efficiency standards to bring them into harmony with the goals of a California greenhouse-gas law. The Environmental Protection Agency and the Department of Transportation will jointly raise fuel-economy standards and reduce greenhouse-gas pollution under the plan.

Separately, auto makers have agreed to drop litigation challenging the legality of state-level curbs on tailpipe emissions of greenhouse gases, people familiar with the matter said.

An announcement of the agreement is expected Tuesday, with representatives of several large auto companies, including General Motors Corp. Chief Executive Fritz Henderson, and the president of United Auto Workers, Ron Gettelfinger, planning to participate, people familiar with the matter said.

The agreement worked out by aides to President Barack Obama represents a partial victory for the auto industry. The industry will be able to operate under a single national standard on fuel economy, rather than multiple regimes at the federal and state levels. Auto makers have long opposed California’s tailpipe emissions program as tantamount to state-level regulation of fuel economy, traditionally a federal responsibility.

But the standards will require huge investments by auto makers to remake their U.S. fleets so that they have roughly the same overall efficiency as vehicles they now sell in Europe, where gasoline is two to three times more expensive as in the U.S. By moving the 35 mpg requirement to 2016 from 2020, the administration is stepping up the pressure on the industry to overhaul its product lineup faster. It typically takes three to four years for auto makers to design and bring a new vehicle to market.

Auto executives are flying into Washington from around the world for the White House announcement.   California Gov. Arnold Schwarzenegger, a Republican, is expected to attend, the sources said.

The CAFE standard was established by Congress in 1975 in response to the Arab Oil embargo.   A 2007 energy law requires auto makers to boost the average fuel economy of their vehicle fleets to at least 35 miles per gallon by 2020, a 40% increase from the roughly 25 mpg standard for the current fleet.  Last summer, the Transportation Department estimated that requiring auto makers to achieve 31.6 mpg by 2015 would cost the industry $46.7 billion, a sum the agency said would make it among the most expensive rule makings in U.S. history.

On Obama’s seventh day in office, he directed his Transportation Department to establish higher fuel-efficiency standards for carmakers’ 2011 model year “so that we use less oil and families have access to cleaner, more-efficient cars and trucks.”

“This rule will be a down payment on a broader and sustained effort to reduce our dependence on foreign oil,” he said. “Going forward, my administration will work on a bipartisan basis in Washington and with industry partners across the country to forge a comprehensive approach that makes our economy stronger and our nation more secure.”

According to two industry officials familiar with the plan, mileage standards would rise slowly at first — from a combined requirement of 27.3 miles per gallon for cars and trucks in 2011 — and faster approaching roughly 35 miles per gallon in 2016. That would give auto makers more time to adjust — and collect credits if they can manage to exceed earlier targets — before the steeper increases kick in.

It is unclear how quickly the EPA and the Transportation Department’s National Highway Traffic Safety Administration will be able to make a formal proposal for curbing emissions and boosting fuel economy. The EPA on Monday was holding a public hearing on its proposal to find that greenhouse gases endanger public health, the first step toward regulating them.

President Obama, Vice President Biden, Transportation Secretary LaHood Announce 2,000th Transportation Project Under Economic Recovery Act

 President Barack Obama today announced funding for the 2,000th transportation project under the American Recovery and Reinvestment Act (ARRA), only six weeks after approving the first project.  The President made the remarks at the U.S. Department of Transportation with Vice President Biden and Transportation Secretary Ray LaHood.

“Just 41 days ago we announced funding for the first transportation project under ARRA and today we’re approving the 2,000thproject,” said President Obama.  “I am proud to utter the two rarest phrases in the English language – projects are being approved ahead of schedule, and they are coming in under budget.”

“The Recovery Act is being implemented with speed, transparency and accountability,” said Vice President Biden.  “Don’t take my word for it – just look at what’s happening today. We have the 2000th transportation project now underway – that’s going to help create jobs, make it easier for folks to get to the jobs they have, and improve our nation’s infrastructure all at the same time. The Recovery Act is full- steam ahead on helping us build an economy for the 21st century.”

“This is the government working for the people, creating jobs today and laying the foundation for a bright economic future,” said Secretary LaHood.

The 2,000th project is in Kalamazoo County, Michigan.  The $68 million project involves widening of I-94 from two lanes both east and westbound to three lanes in each direction.  The project will improve safety and ease congestion by providing a more efficient interchange.  

State departments of transportation around the country have reported to FHWA intense competition by contractors for ARRA projects.  Bids have been roughly 15 to 20 percent lower on average, and as much as 30 percent lower in some cases, than engineers anticipated.  For example, in Colorado, the state’s first five ARRA transportation projects announced on April 2 were 12 percent lower than anticipated.   In Maine, one bridge project was 20 percent lower than estimated.  In Oregon, during February and March 2009, bids have averaged 30 percent lower than expected. 

President Obama secured passage of the ARRA and signed it into law on February 17, less than one month after taking office.  Less than two weeks later, on March 3, the President, Vice President Biden and Secretary LaHood released the first funding to the states and localities for highways, roads and bridge projects.  That release of funds came eight days earlier than required by law.   

ARRA provides a total of $48.1 billion for transportation infrastructure projects to be administered by the U.S. Department of Transportation.  Of that $27.5 billion is for highways and bridges, $8.4 billion is for transit, $8 billion is for high speed rail, $1.3 billion is for Amtrak, $1.5 billion is for discretionary infrastructure grants $1.3 billion is for airports and Federal Aviation Administration facilities and equipment and $100 million for shipyards.   

In early February, prior to the passage of the ARRA, Secretary LaHood established within the U.S. Department of Transportation the TIGER (Transportation Investments Generating Economic Recovery) team to ensure that economic recovery dollars for transportation infrastructure projects is rapidly made available and that project spending is monitored and transparent.  On March 3, the President unveiled a TIGER logo, as well as an ARRA logo, that will be placed on construction signs across the country, to mark projects being built and jobs created with Recovery Act funds.

Due to heightened competition among contractors for recovery construction work, Transportation agencies across the nation are receiving project bids substantially lower than engineers’ initial estimates.  These lower than expected bids are allowing states to stretch economic recovery funds to pay for additional projects, which the Department of Transportation predicts will create even more jobs and yield further infrastructure repair nationwide. Below is a sampling of state transportation projects set to break ground across the country at a fraction of initial estimates. 

“At Baltimore-Washington International Marshall Airport, a recent project to reconstruct the area around Piers C and D received six bids instead of the usual two or three. The result: The estimated $50 million project will be built for $8 million less than was budgeted, and the savings will be allocated to other projects. I’ve been focused this week on talking about livable cities, but I don’t want anyone to think we’re ignoring inter-city travel.

If you read any news at all about transportation in the past 6 weeks, you know about the $8 billion American Recovery and Reinvestment Act investment we’re making in high-speed rail (HSR). I’ve been hearing from many enthusiastic rail advocates, and news outlets across the country have been writing editorials championing HSR. More importantly, there is a growing list of states and cities that want to get working on this right away.

Let me remind anyone who doesn’t already know it that I’m from Peoria, Illinois. So, when I consider rail, my first thoughts are of the old Rock Island Rocket that ran to Chicago in my youth. That train, with its GM Electro-Motive engine and its legendary speed, dominated the imaginations of me and my friends.

People rode the Rocket because of the convenience and efficiency it offered. And, with the ARRA high-speed rail investment, President Obama and I want to develop a 21st century equivalent of that efficiency and convenience.

Taxing Issues: How Will the Feds Handle Electric Vehicles?

When people use the word “tax” and the phrase “electric car” in the same sentence, they’re usually talking about the lucrative tax credits you can grab onto by buying one.

But there’s another way to look at the tax issue. Suppose, as many analysts are now concluding, the bulk of the car fleet shifts from gasoline to electric. Will we tax EV recharges the way we now tax gas (at 18.4 cents a gallon)? Dr. Lyle Dennis, whose website GM-Volt.com champions Chevrolet’s plug-in hybrid, asks, “Will they raise taxes on electric rates and make EV recharging more expensive? It’s an important question.”

It seems to make more sense to simply switch to a “vehicles miles traveled” tax that’s agnostic on how cars get around. Mileage could be tracked with GPS devices installed in cars. But that’s off the table for now. Transportation Secretary Ray LaHood said his department was studying the idea, but an Obama spokesman quickly denied it is now or ever will be U.S. policy.

This time, it’s for real — Washingtonians, get ready for the new metrorail line to Dulles Airport

This time, it’s for real. The Washington region can now plan on construction of a new Metrorail line through Tysons Corner and out to Reston. U.S. Transportation Secretary Ray LaHood signed an agreement this morning that means all hurdles have been cleared for the crucial $900 million federal portion of the financing.

A quote that I could attribute to any number of Northern Virginia leaders who are at the U.S. Department of Transportation today: “This is a great day.” The grand signing ceremony in the DOT atrium is more than just a crowded photo op for state and federal officials. It’s a breakthrough for travelers in the Washington region. This will help organize Tysons Corner for the 21st Century. Four stations will be built there. And it will provide a transit line for at least a few more generations of Washington area commuters.

Virginia Gov. Timothy M Kaine said he had never worked on anything so complicated. In his remarks this morning, he noted that the project spanned federal administrations, and praised the work of former transportation secretary Mary Peters during the past year.

In an interview with The Wall Street Journal, Mr. LaHood talked about spending stimulus money wisely, his opposition to an increase in the gasoline tax, new fuel emission standards and more. Below are edited excerpts from the interview.

The Wall Street Journal: What’s being done to ensure that the $48 billion going to transportation projects in the stimulus bill is spent wisely?

Mr. LaHood: Our people are in touch daily with these DOT secretaries. We generally, having worked with them for years and years and years, know what is fundable. It really falls under two categories. Projects that were started and then stopped because they ran out of money, and something that’s been sitting on a shelf in a DOT office because they didn’t have the money to fund it. Some of these, like the one we announced today (a road repaving project in suburban Maryland), have been in process…These are projects that these folks have known about and have been talking about for some time. This isn’t something brand new that’s been sprung up on them…I don’t think you’re going to see something weird pop up…It’s pretty traditional stuff. It really is.

WSJ: Are you concerned when you hear squabbles between mayors and governors over how to spend the stimulus money?

Mr. LaHood: [Cities] are concerned that 70% of the money is going to the states and they’re only going to get 30%…These disputes, look it, they’re going to take place….In the end, I’m not going to be able to change the idea that 70% of this is going to the states and 30% are going to them. I tried to make a case for them. But the way it’s designed here…it is what it is.

Stimulus Flows Into Patchwork of State Transport Projects

Kansas will widen U.S. Route 69 to remove a bottleneck outside Kansas City, along with three other expensive projects. Maryland will spend its money in smaller pieces, resurfacing dozens of rutted roads and highways. Colorado will build an interchange on Elk Creek Road in Jefferson County, complete with an underpass for the elk.

There is nothing monumental inPresident Obama’s plan to revive the economy with a coast-to-coast building spree, no historic New Deal public works. The goal of the stimulus plan was to put people to work quickly, and so states across the country have begun to spend nearly $50 billion on thousands of smaller transportation projects that could employ up to 400,000 people, by the administration’s estimates.

Untangling Transportation Funding – Brookings Institution’s paper on Vehicle Mileage Taxation

Already, we have had not one—but two—national commissions on the topic, and the U.S. Government Accountability Office (GAO) recently added transportation financing to its annual list of high-risk areas suggested for oversight by the current Congress.

Why the high anxiety? 

Put simply: the money flowing out of the federal transportation trust fund (often referred to as the “highway” trust fund) is greater than the money flowing into it. This past September Washington was forced to shift $8 billion from the general fund to cover a shortfall in the transportation account. Estimates for how short the fund will be this summer hover around $9 billion.

Despite the sharp, and perhaps simplistic, rhetoric of late, the origins of the shortfall are the result of multiple trends converging.

For one, the federal gas tax—generating nearly 90 percent of the federal transportation revenue—has not been raised in nearly 20 years, not even to keep pace with inflation. So, as the rate effectively declines, so does the purchasing power of the trust fund. The current 18.4 cent per gallon tax in the U.S. is far less than in European competitor nations.

DOT will take back seat to White House advisers on climate — LaHood

LaHood told a group of state transportation officials that while he has already taken part in a number of meetings to discuss climate change legislation with Obama, DOT would likely take a back seat in the climate debate.

“We’ve really taken all of our cues from Carol Browner,” he said, referring to the White House coordinator for energy and climate issues.

LaHood said Browner and U.S. EPA Administrator Lisa Jackson would most likely do the heavy lifting when it comes to meeting Obama’s climate goals. DOT is “in the room, we’re at the table, but we probably have less of a role than perhaps some of these other agencies do,” he said at the Washington forum.

DOT instead will focus on finalizing new corporate average fuel economy, or CAFE, standards for the auto industry.

LaHood said his agency was working to finish the rulemaking for model year 2011 by this April’s deadline. “We’re going to move that out the door,” he said. “We’re going with what the president asked us to do with respect to CAFE standards.”

Under the proposed rulemaking issued by DOT last year, carmakers would have to raise their fuel economy by 25 percent by 2015. The proposal would push automakers more than halfway to the minimum goal set by Congress of an average of 35 mpg by 2020.
