Have you ever wondered what is the key to a good health and long life – I knew that it has to be the public transport.  Look at the Europeans —  healthy & happy– riding their bikes, trains, trams, buses, etc.  If you still don’t believe what I’ve said, you now have the proof.

The American Public Transportation Association (APTA) has released a report that explores ways that public transportation affects human health, and ways to incorporate these impacts into transport policy and planning decisions.

Evaluating Public Transportation Health Benefits, a study conducted for APTA by Todd Litman of the Victoria Transport Policy Institute aggregates the findings of several recent studies and concludes that people living in transit-oriented “smart growth” communities enjoy several health benefits, not seen in other communities, including residents drive less, exposing them to a lower risk of fatal vehicle accidents.

People who live or work in communities with high quality public transportation tend to drive significantly less and rely more on alternative modes (walking,cycling and public transit) than they would in more automobile-oriented areas. This reduces traffic crashes and pollution emissions, increases physical fitness and mental health, andprovides access to medical care and healthy food. These impacts are significant in magnitude compared with other planning objectives, but are often overlooked or undervalued inconventional transport planning.

Various methods can be used to quantify and monetize(measure in monetary units) these health impacts. This analysis indicates that improving publictransit can be one of the most cost effective ways to achieve public health objectives, and publichealth improvements are among the largest benefits provided by high quality public transit andtransit-oriented development.

Some of the key findings from the report are listed below:

  • U.S. Center for Disease Control recommends that adults average at least 22 daily minutes of
  • moderate physical activity, such as brisk walking, to stay fit and healthy. Although less than half
  • of American adults achieve this target, most public transportation passengers do exercise the
  • recommended amount while walking to and from transit stations and stops.
  • The United States has relatively poor health outcomes and high healthcare costs compared with peers, due in part to high per capita traffic fatality rates and diseases resulting from sedentary living. Public transit improvements can improve health outcomes and reduce healthcare costs.
  • Inadequate physical activity contributes to numerous health problems, causing an estimated
  • 200,000 annual deaths in the U.S., and significantly increasing medical costs. Among physically able adults, average annual medical expenditures are 32% lower for those who achieve physical activity targets ($1,019 per year) than for those who are sedentary ($1,349 per year).

Wow. It’s amazing how the US is still “trying” hard to build its first true high-speed rail line and the amount of bickering to get the funding. At this rate, China will not only steal Japan’s thunder, but also those of the U.S.’ which is still priding itself on the technological (& economic) superiority of earlier decades.

China’s maglev trains to hit 1,000kph in three years, Doc Brown to finally get 1985 squared away

According to the laboratory at Southwest Jiaotong University, a prototype is currently being worked on that’ll average 500kph to 600kph, with a far smaller train to hit upwards of 1,000kph in “two or three years.” The trick? Tossing the maglev train inside of a vacuum tube, enabling greater velocity due to decreased friction. If you’re scoffing at the mere thought of how much such a setup would cost, you’re probably not alone — it’s bruited that the tunnel would cost “10 to 20 million yuan ($2.95 million) more than the current high speed railway for each kilometer.”Read more at www.engadget.com
 

Watch out WMATA! Feds get serious about Transit Safety; Propose Federal safety oversight of all Transit systems

The Obama administration will propose that the federal government take over safety regulation of the nation’s subway and light-rail systems, responding to what it says is haphazard and ineffective oversight by state agencies.

Under the proposal, the U.S. Department of Transportation would do for transit what it does for airlines and Amtrak: set and enforce federal regulations to ensure that millions of passengers get to their destinations safely. Administration officials said the plan will be presented in coming weeks to Congress, which must approve a change in the law.

The proposal would affect every subway and light-rail system in the country, including large systems in Washington, New York, Boston, Los Angeles and San Francisco.

Administration officials said they are responding to a growing number of collisions, derailments and worker fatalities on subways — and in particular to the fatal June 22 crash on Metro’s Red Line and failures in oversight that have surfaced in its wake. Those failures have been the subject of an ongoing investigative series in The Washington Post.

Recent transit accidents in Washington, San Francisco, Boston and Chicago have resulted in more than 200 injuries. Following the Washington Metro crash on June 22 that killed nine, Secretary of Transportation Ray LaHood formed a group to look at safety.

The safety review gained added importance as President Barack Obama has stressed expanding subway use as a way to reduce traffic congestion and the country’s dependence on foreign oil.

In the absence of federal oversight, states created 27 agencies that lack the adequate staff, expertise and money to do their jobs, the transportation official said.

The proposal would let the federal government provide money for employee salaries and benefits, training, certification and travel costs to state agencies able to do safety oversight, according to the document.

The Federal Transit Administration would regulate those systems in states that decide not to accept the federal funding or are determined to be inadequate, according to the question- and-answer document.

WMATA is watching YOU! DC Metro agency gets funding to beef-up security & deploy facial recognition system

Washington’s aging Metro system will be getting a 21st century security makeover that will include video cameras capable of integrating with other “facial recognition” systems in use in the National Capital region.

Some $78 million in grants for enhanced security were recently approved by the U.S. Dept. of Homeland Security.  Grants also include money for 20 additional transit police officers, 3 bomb-sniffing dog teams and security training for 9,000 “front line” employees. The lion’s share of of the grant money will be spent on enhanced video surveillance of Metro’s sprawling rail and bus system.

And $27.8 million in grants from the Department of Homeland Security will pay for cameras on buses, in ventilation shafts, at station entrances and near the end of platforms over the next few years. $7.1 million is designated to monitor passengers inside rail cars. Metro Transit Police officers will be able to view in-railcar cameras in real-time on portable computers.

Amidst the flurry of negative publicity surrounding Washington, DC’s Metro rail system, there was some good news shining like a lone star in the dark sky! Metrorail passengers will soon be able to go online while underground. Four major cell phone providers have started to install the hardware that will enable riders to make calls, surf the Web, or send text messages from many of the Washington (DC) Metropolitan Area Transit Authority’s busiest stations starting in October.

Verizon Wireless, Sprint Nextel, AT&T and T-Mobile recently began installing hardware at the 20 below-ground stations and expect to complete work by Oct. 16. According to the WMATA press release, during the next two months, the companies will install a wireless network at the following Metrorail stations: Ballston, Bethesda, Columbia Heights, Crystal City, Dupont Circle, Farragut North, Farragut West, Federal Triangle, Foggy Bottom-GWU, Friendship Heights, Gallery Pl-Chinatown, Judiciary Square, L’Enfant Plaza, McPherson Square, Metro Center, Pentagon, Pentagon City, Rosslyn, Smithsonian and Union Station.

The companies will build, operate, maintain and own the new wireless network, as well as establish a second wireless network that WMATA will own, operate and maintain. The wireless contract will generate a minimum of $25 million during the initial 15-year term and an additional $27 million during renewal terms, according to the transit agency.

Customers at those stations will begin to see large, cabinet-like enclosures that will house the hardware at the ends of station platforms or on mezzanines, in areas that will not impede the flow of customers or impact the safe operation of the Metrorail system. New cables and antennae also will be installed as part of this work, which will take place late at night when the Metrorail system is closed.

“This is the first phase of Metro’s effort to bring expanded cell phone carrier service to the entire Metrorail system by 2012,” said Suzanne Peck, Metro’s Chief Information Officer. “After we complete the first 20 stations this fall, the carriers will install service at the remaining 27 underground stations by the fall of 2010. Customers will be able to use these carrier-provided wireless services in tunnels between stations by October 2012.”

Riders can now receive cell phone service from multiple providers at above ground stations, but the current underground wireless network only supports Verizon customers and Sprint phones that roam onto the Verizon network. In 1993, Metro agreed to allow Bell Atlantic Mobile Systems, which later became Verizon Wireless, to build and maintain the current wireless network. In exchange, Verizon built a public safety radio communications system for Metro. Verizon also pays annual fees to Metro.

“Customers have been asking for expanded cell phone and Internet access in the Metrorail system for a long time,” said Metro General Manager John Catoe.  And now they are finally getting what they pleaded, fought and begged for years!

Ana Portet has had an unusual commute to work. At 7.30am she popped down to Sants railway station in Barcelona. Three hours later she was in a meeting with colleagues from her brewery firm, 315 miles away in Madrid.

“I’ll be back in Barcelona by half past five,” she said as her early afternoon bullet train flew back along the new high-speed tracks at up to 210mph. “It’s so quick, sometimes you are there before you have even noticed.”

Portet is one of hundreds of thousands of travellers who have migrated from the world’s busiest air shuttle, linking Madrid and Barcelona, to what is now Spain’s most popular train, the high-speed AVE.

The AVE, an intercom announcement has just told us, will leave us in the centre of Barcelona in two hours and 32 minutes. With Madrid’s AVE station a short walk from the Prado museum, the journey is from one city centre to another. What is more, the high-speed train does this in punctual, hassle-free and elegant style.

High-speed trains pulled by aerodynamic engines with noses shaped like a duck-billed platypus are grounding aircraft across Spain. The year-old Barcelona-Madrid line has already taken 46% of the traffic – stealing most of it from fuel-guzzling, carbon-emitting aircraft. As the high-speed rail network spreads a web of tracks across Spain over the next decade, it threatens to relegate domestic air travel to a distant second place.

A high-speed network is not designed overnight. Spain’s AVE story started in the 1980s, when the socialist prime minister Felipe González commissioned a line between Madrid and his home city of Seville. The project was overshadowed by corruption scandals and greeted with a certain amount of scorn. Why was sleepy Seville getting the line and not busy Barcelona? Some saw it as an expensive white elephant and a monument to González’s ego.

The line, however, was a spectacular success. Remote Seville was suddenly two and a half hours from Madrid. Spaniards, used to shabby, lumbering trains that crawled across the countryside following unpredictable timetables, discovered their trains could be stylish and run on time.

Previously the choice on the Madrid-Seville run was between a hot, tiring six-hour coach journey or an aircraft. Seventeen years later, only one traveller out of 10 takes the plane to Seville. The rest go by a train that is 99% punctual. The Seville line proved that high-speed trains could be part of the answer, albeit an expensive part, to some of Spain’s most enduring problems.

By 2020 Spain will have Europe’s largest high-speed network, its 6,000 miles of track outgunning even France’s TGV system. By then 90% of the population will be within 30 miles of a station. New lines have already been opened to Segovia, Valladolid and Malaga in the last 18 months. New links will eventually connect France and Portugal.

The high-speed train network also helps Spain control carbon emissions, with passengers on the Madrid-Barcelona line cutting their own emissions by 83% on the trip.

Transportgooru Musings:

Something unusual is happening with the mainstream media these days.  There seems to be a renewed interest in pushing the idea of having a high-speed rail network in to the minds of the American public .  We have seen two articles on CNN/Fortune have brought too fore how China is pushing ahead with its investment in building a sophisticated, world class HSR network.  This spurred a good bit of debate on many popular infrastructure & transportation forums such as the Infrastrucrist.  Another one appeared in LA Times, by business writer David Lazarus whose sentiments about the American transportation system was summarized as follows after experiencing the highly systematic & super-sleek Japanese network: “It’s hard to appreciate how truly pitiful our public transportation system is until you spend some time with a system that works.” Many of us know that feeling.  Then he gushes about the consistently reliable, affordable and convenient transit systems in Japan. “I rode just about every form of public transit imaginable — bullet trains, express trains, commuter trains, subways, street cars, monorails and buses.”  Again, our good friends at Infrastructurist followed-up with a nice debate.

Now we have this Guardian article, that gushes about the glorious Spanish high-speed rail network.  I am sure this would stir another round of renewed interest in the minds of us transportation nerds, especially among those who keenly the TransportGooru and Infrastructurist columns on this topic. But do these discussions go beyond the comments section of these portals.  I wonder if the Government is even taking note of these anxiety-laden cries that advocate the need for a comparable HSR.  As the President and his administration staff reiterate his commitment to keep American workforce competitive in every field, pushing huge loads of money for all sorts of industries (Automobile manufacturing, battery research etc.) , everyone in the Government seems to forget that competitiveness should also extend beyond roads and vehicles.  The vast American bureaucracy is slowly pushing ahead with limited funding ($8Billion) and a massive goal (a HSR-network in pockets of nation with targeted connectivity), while other nations like China and Spain are blazing ahead with massive investments in a rail network.  Unless we as a nation get serious about investing in alternative transportation options such as rail, we will continue to remain dependent on our expensive oil addiction.

With the Government pushing new thinking such as transit-oriented development, it is probably not too far in the future before urban living becomes “cool” again and the minor discomforts of not having the plush sub-urban life with white picket fences and acre-wide manicured lawns might fade away.   The Government facilitated the emergence of the sprawl and the suburban lifestyle with its policy and funding push for interstates.  Back in the past were days when railroading was the best alternative for longer distances.  Ford and other American automakers created a new way of life with the commercialization of automobile technology, which has now blossomed into a thriving industry.  Can the Government enable a similar push for building high speed rail networks around the country?

Before we even get there, let’s first ask: Is there a need for it?   Yes, clearly there is a need for it, at least for distances shorter than 400 miles and there is also a desire for it among folks.  But the only thing that is lack is the Governmental backing. The paltry $8B will not be enough but it is definitely a good start.  It is not always a bad thing to emulate successful strategies, irrespective of where it emulates from.  American ingenuity stems from this ability to take ideas irrespective of their origin and tweak to make them suitable for the American landscape.  We did this for years by simply importing foreign talent (from nuclear scientists to PhD students) propelled new ideas and thinking to create a huge economy that was atop the world for decades. Why not do the same for building a rail network?

We have the need, we have the people who can get it done. All we need is the willingness to invest and the determination to get it done. As demonstrated in the past, Americans can accomplish great things (from building the interstate system to the invention of the atomic bomb), when the Government stood firm and pushed ahead to finish these mega-projects.  Some of these projects not only became a rallying point for nation building (during and after WWII) but they also spawned new economies and industries, spurring job growth and economic development in communities.

For argument sakes, for the time being we can remain content that our nation has a sophisticated air transportation network, with even the tiniest of the towns boasting an airport.  In reality, many of our airports are overwhelmed and strained by heavy operational delays and operate with sub-par efficiency, at times also posing a risk to passenger safety.  But at the end of the day, we are still going to be an oil-dependent economy, ply our cars and planes with imported for the near future.  Of course, there is a lot more to it than just saying and writing it on these websites and newspapers.  But that’s where the Government comes in to figure it all out and to make it happen.  That’s what the American tax-payers pay for every year before April 15th – to fund and keep a massive bureaucracy working for the to safeguard the interests of its citizens and not budge for the disgruntled political masses.

For what it matters, we are blessed with a dedicated team of professionals who are a part of this massive bureacracy and the USDOT employs thousands of people under its railroad-ing arm, the Federal Railroad Administration (FRA).  The agency should be given special powers (agreed that we are not Communist China and it may all have to be worked out within a Democratic framework) to expedite the approval process for the pending HSR proposals.  It should also be taken into account that allied industres such as steel manufacturing be reviatlized with incentives for making steel locally.  This would be a really good way to resuscitate the long-shuttered steel mills of our nation.  Hire a new workforce to build these raillines (as a data nugget, consider what China had been able to do in keeping its workforce busy.  The CRCC now employ 110,000 workers on a single line connecting Beijing and Shanghai.  If you are running short of professional capacity to build and manage all this new work, employ the new grads coming out of our universities (FYI,  the CNN article on Chinese HSR plans offer this data:  Last year China Railway Construction Co., the nation’s largest railroad builder, hired 14,000 new university graduates — civil and electrical engineers mostly — from the class of 2008. This year, says Liang Yi, the vice CEO of the CRCC subsidiary working on the Beijing-to-Shanghai high-speed line, the company may hire up to 20,000 new university grads to cope with the company’s intensifying workload. But with the private sector cutting way back on hiring — and university students desperate for work — taking on that many new engineers and managers hasn’t been too difficult) and put them to work on this project of national importance.   If we managed to somehow put aside all our  political in-fighting and come together to accomplish this in the next 20 years, our future generations may have a better shot at being competitive.  We may even see a renewed interest in our nations private-sector players to invest and operate these new railroads (many foreign and local infrastructure firms are now buying rights to build and operate our nation’s ports and toll-roads).  Who knows! Someday in the future we may have a sophisticated system if we “get it right”).

It takes a special leader , who can stand tall amidst all the challenges and marshall his troops to get the mission accomplished and our President sure has shown glimpses of such qualities.  But as we all know, mere glimpses are not enough.  Unless our leadership shows some serious commitment and interest, the possibilities of an average American riding an Ave-like or Shinkansen-like or a TGV-like system will remain elusive.  Will the real leader stand up and deliver?

US transport boss explores Spain’s high-speed rail system

The U.S. transportation secretary says Spain’s bullet train system is a model to follow as America plans how it will spend its stimulus package. Ray LaHood says the $8 billion allocated for high-speed railways in the United States will improve the country’s infrastructure, spur economic growth and reduce greenhouse gas emissions. As part of his visit to Spain, he took a ride on the AVE from Madrid to Zaragosa and then hung around in a railway control center with the transport minister for a while. On Saturday he met with Prime Minister Jose Luis Rodriguez Zapatero, the guy who’s has really been the force behind Spain’s recent investment.

When President Obama announced in April his $13 billion plan to propel the United States into the age of high-speed rail, he tipped his hat to the trains that zip between the cities of the Old Continent at up to 217 miles an hour.  Spain opened its first Alta Velocidad Española, or AVE, high-speed train route in 1992, between Madrid and Seville. The network has grown to nearly 2,000 kilometers and stretches from Malaga on the south coast to Barcelona, which is north and east.

Spain, an enthusiastic latecomer to high-speed rail, on Friday will complete a six-day tour of European transit systems that it presented to the American transportation secretary, Ray H. LaHood. Officials say the Spanish experience could hold lessons in what works and what does not.

Supporters say the AVE has begun to transform the country, binding remote and sometimes restive regions to Madrid and leading traditionally homebound Spaniards to move around for work or leisure.

“Spaniards have rediscovered the train,” said Iñaki Barrón de Angoiti, director of high-speed rail at the International Union of Railways in Paris. “The AVE has changed the way people live, the way they do business. Spaniards don’t move around a lot, but the AVE is even changing that.”

Such is the train’s allure that politicians of different stripes have made extravagant promises to lace the country with a sprawling network. Under a plan devised by Prime Minister José Luis Rodríguez Zapatero, Spain will have 10,000 kilometers (more than 6,200 miles) of high-speed track by 2020.

In a backhanded tribute, the train is perceived as such an effective tool of political cohesion that the Basque militant group ETA has effectively declared war on a project that would link the Basque region to Madrid.

As has happened elsewhere, the high-speed train is stealing passengers from the airlines: The 2.5-hour route between Madrid and Seville handles about 89 percent of railway and air traffic between the cities, according to Renfe, the state railway operator. In its first year, the Madrid-Barcelona route lured nearly half the five million passengers who would normally fly between the cities, Renfe said.

Supporters say such statistics bolster the train’s green credentials: The International Union of Railways says a high-speed train can carry eight times as many passengers as an airplane over a given distance, using the same amount of energy and emitting a quarter of the carbon dioxide for each passenger.

Here in Lleida, a town of 125,000 in northeastern Spain surrounded by plains that produce half of the country’s apples and pears, the inauguration of a high-speed route to Madrid in 2003 cut the journey to the capital to two hours from five and a half, and the extension of the line to Barcelona last year halved that trip to one hour.

The reception from the US media for the Secretary’s interest in rail has been surprisingly positive.  Voicing its support for the deployment of a high-speed network, the Atlantic notes that many of the nation’s important metropolitan corridors manage to have unbearably congested highways and airports. In the few places where intercity rail has the capacity and speed to be competitive with alternatives, Amtrak has no problem filling its trains. Rail construction obviously has high upfront capital costs, but they’re likely to prove worth it in the long run, particularly given that trains can run on electric power, which will grow steadily greener and become increasingly attractive in a world of rising oil prices (check).

And of course, airline service has not only become miserable and unreliable as the system has become overburdened and unprofitable, but it’s also pretty dirty, in terms of carbon emissions. The standard approximation has planes emitting as much per mile as cars, but of course planes travel much longer distances and at higher altitudes, where emissions have a more significant effect.

Word is, the president really wants to leave office with a high-speed rail network as part of his legacy. Sounds good to me.

It is natural to think if a country like Spain, whose political system is often gridlocked and often confronted by the militant ETA in the Basque region, canembark and accomplish such an ambitious national project, why can’t the same be accomplished in the United States?  A columnist at the Infrastructrist has rightly captured this thought: The conversation about all this in Spain seems very lucid in contrast to our own,  where the political system is so debilitatingly gridlocked that we can think in the smallest terms. Keep in mind that this a $150 billion project for a country with an economy one-tenth the size of ours. So if we were doing things on the Spanish scale, we’d be devoting more than a trillion dollars to passenger rail. Imagine what that debate would sound like in Congress and on talk radio. Rightly said!

Who Rides Transit? – An illuminating illustration by The Infrastructurist

Our friends at The Infrastructurist compiled the national results from that study and compare them with the demographics of transit systems in three U.S. cities: Washington, D.C., Portland, Oregon, and San Francisco (well, the Bay Area). The snapshot offers an intriguing insight into which Americans choose not to drive to work.

If FTA can spend a bunch of money on such a compilation for the entire US,  that would greatly benefit many of our professionals engaged in transportation planning & policy research.  An analysis on the issue of social equity and its underpinning to transportation alternatives would be very helpful to say the least as the country’s demographics has undergone a signficiant shift in the past decade or two.

WMATA shares some love for TransportGooru – Offers a response to the grievance letter

Some of you remember that TransportGooru dropped a letter to WMATA’s managament about a terrible commute a couple of weeks ago.  You can read that letter here:  An Open Letter to WMATA Chief, Mr. John Catoe – Are you really in touch with your customer? If not, please get in touch with me!

Surprise, Surprise! Metro’s Customer Service Manager, Paul Bumbry, replied to this “grievance” letter with an equally lengthy one, addressing the various issues highlighted by TransportGooru.  Though it does not address many of the concerns in a convincing fashion, Transportgooru applauds and appreciates WMATA’s efforts to take such complaints seriously and offer a response.  Thank you, WMATA & John Catoe.   Without further ado, let’s proceed to read the response from Mr. Bumbry.

Dear Mr. TransportGooru:

Thank you for your April 10, 2009 email to the Washington Metropolitan Area Transit Authority.  I have been asked to respond to the open letter to General Manager John Catoe that you posted on your Web site.

We regret the  inconvenience you experienced on April 10, 2009, when your train did not stop at the place you have become accustomed to it stopping alongthe platform at the Gallery Place-Chinatown Metrorail station.  To help protect the safety of large crowds of customers during special events, Metrorail management requires all train operators to pull all the way to the front end of the platform, regardless of the number of cars in the train.  Public address announcements are made to advise customers when this is the case.

We also regret your experience with the train doors on the Red Line train.  We agree with you that safety is paramount, and our employees try hard to uphold this principle.  That is why we place so much emphasis on the proper procedures for train operators to open and close train doors when passengers are exiting and boarding.  Operators are required to look out of the operator cab window and check the view alongside the train before closing the doors.  Operators are also trained to respond as quickly as possible if the doors close inadvertently on a patron.

I have routed your e mail to the Red Line division, so the superintendent can re-instruct the operator on proper door closing procedures and investigate any reports of a malfunction that night.  If you witness such an incident again, please make note of as many details as possible, including the time and exact location, as well as the four-digit rail car number posted inside the door at each end of the car.  We encourage you to report the information by completing an online Customer Comment Form on the Metro Web site, at www.metroopensdoors.com, or by calling Metro¿s Office of Customer Service at (202) 637-1328, so we can take the appropriate follow-up action.

Note to WMATA:  Last night I witnessed the no improvement in your “level of service” at Gallery Place when I arrived there a few minutes after 9 PM.  The crowd was swelling on the platform as the Capitals game at Verzion center was nearing the end with patrons leaving the game.  The approaching train pulled up to the father end of the platform as you noted in your response  (To help protect the safety of large crowds of customers during special events, Metrorail management requires all train operators to pull all the way to the front end of the platform, regardless of the number of cars in the train.  Public address announcements are made to advise customers when this is the case). But I must tell tell you, there was no PSA notification about this procedure.  As clueless as they always are, some of your customers ran chasing the train.   I am not sure what is not working — your PSA or your instructions to the employees to deliver such “advise” to customers.  The good thing is that the operator was a lot more courteous and didn’t play the jingle game like the one that got TransportGooru all upset earlier.   Oh readers, there is still no word from John Catoe about his availability to have a cup of coffee and go over some of these issues.  Mr. Catoe, the offer (that I’ll pay for your cup of coffee) is still valid and if you change your mind, please feel free to write to: transportgooru@gmail.com.

Dear Mr. Catoe,

Hope all is well at your end. I am not doing so well, as you could see from the below paragraphs, after experiencing yet another bad commute on your trains, prompting me get on the computer and write you a letter at this ungodly hour.  As a resident of the DC metro region, like millions of others, I have been commuting from a Maryland suburb to the District.  Like many of your riders, I take the metro five days a week commuting on the Red Line and Green Line and almost always enjoyed the convenience of the commute.  Except, there are those occasional days when I experience some discomfort, not one of the minor kind.  The kind that makes you wonder how on earth a human being with a wee bit of logic can do such a dumb thing.  The kind that defies logic! Oh, the human beings I am referring to are your train operators, who in my humble opinion are the primary carriers of your service-oriented message – Metro cares!

A Fitting Message Found On Metro!

Unfortunately, this evening was one of those days that I simply came home wondering if you or your staff will ever “get it”.   I mean, get the message that the trains are actually operated for the very people who pay for a service that you offer. Let me walk you through what happened so that you will somehow try and make sense out of why such a thing can happen repeatedly.

After a long stressful day at work, I arrived at the Gallery Place/China Town station hoping to catch the Redline to Shady Grove that (usually) arrives just about 9:23PM.  See, I told you I am a regular commuter, evident from the memorized train timings!  Back to the story again.  When I arrived at the platform towards Shady Grove, I saw a ton of people, most of whom were Hockey fans returning from the Verizon Center after watching the Frozen Four (the NCAA Mens Hockey Tournament Semi-Finals).   As you can imagine, the platforms were pretty crowded and the train was approaching.  Guess what!  Today, your over enthusiastic train operator decided to give a lot of the Washingtonians a free workout on the platform and pulled way past the usual position.   The 6 car train that arrived overshot the target and went past the point from where I normally board ( FYI, I normally board the middle doors on the 2nd last car).   I am sure you can imagine the helter-skelter that ensued when this happens.  The flood of people who were standing in positions where the last car will usually stop all started running with hopes of somehow making the train and getting home in a decent time.

Little do they know that the “wonderfully trained” operator of the train was in a great hurry to close the darn doors of the already crowded train that just arrived.  Before the last passenger disembarked (an older lady) who was supposedly awaiting her turn to step out, your operator thought he waited long enough and proceeded to signal his intentions to close the door with a “Doors Closing” chime! Panic ensues as the people waiting to board rushed in and the poor old lady was trying to get off the train.  Thank god she somehow made it out alive.   But many of us who were waiting on the platform were left wondering what on earth could push a your train conductor to close the doors knowing all well there are a lot of people waiting to board the train. Oh you know what, there was still so much empty space inside the train cars as most of the passengers got off at the station in question.

Now things got a little more interesting.  After the doors chimed and only a four people have gotten in through that last set of doors in that last car.  Mind you that the case was very similar in almost all the cars as far as the eye could see ( I am not too tall to see all the way to the other end of the train).  With only four people inside and at least 60 people waiting outside to get in, the driver decided to show some courtesy and opens the door briefly to allow for a passenger whose bag was stuck half-way through the door as he got on the train.  Let me ask you to guess how “brief” the window of opportunity was for that poor customer of yours to retrieve that bag?  ONE SECOND, I kid you not!

Some of the passengers who got on the train, including a couple of Mr. Hercules types, summoned all the strength in the world to hold the set of doors that had one mission – SHUT/CLOSE! In the fight between man and machine (operated by a mad man who gets paid by these commuters), the men had a brief victory, which allowed a bunch of more people to get on the train.  With swelling crowds on the platform and the next train arrival showing 12 minutes later, you can see the anxiety-laden faces of people go into further panic.  This tug of war between your train operator (who lost his mind when he arrived at Gallery Place) and the brave commuters (who were hell bent on adding a few more people to your train cars to make it worth your while to operate them at a cost/benefit ratio that somehow can justify you next round of federal funding) continued for a few more minutes.   As you see, we are simply trying to help you move more people in the limited amount of time we get to use your trains.

The story was the same when the train arrived at the next stop – Metro Center, which thankfully was not so crowded but the tug of war continued to happen with the bunch that was trying to get in.  I am not sure how many of your customers returned home with bruises & scars that can rival those of a soldier fighting to save this country in a Iraq or Afghanistan.   Unlike them, we are not trained to fight and have no “weapons” to protect from your agressive train operators.  Somehow we all managed to get home without having any major casualties in the war on Metro train this evening.

Well, this is just a sample from a day that is not very unusual.  I have seen this happen many times in the past and I witnessed and participated in this today.   Let me tell you that I do enjoy those days when you get some courteous operators who are patient enough to wait for the customers to board and show up for work with an attitude that says “customer is my god”.  If you really like to hear this, I am a transportation expert myself (hence the name TransportGooru) and I am here to offer you a friendly tip or two — purely from an expert/customer point of view. Let’s now discuss the “potential; solutions to this recurring problem:

1.  Train your operators to understand that they work for people who pay to get around safely, not just swiftly.  Safety is paramount for everyone involved – not just for the Metro operator who stands well shielded in his hardened aluminum cocoon.

2.  Run more trains on days (not all day but at least at for a couple of hours before the games start and after they end) when you know there is a game or a major event at one of our area’s sport arenas/centers.  This should be very easy to do by coordinating with the organizers of such events (Verizon Center, Nationals, etc).  BTW, you guys did an amazing job during the Cherry Blossom Festival.  Kudos!

3.  Deploy your highly trained & poorly paid police officers who always help immensely in dealing with such issues.  I have seen on many occasions people are lot more obedient and well behaved when the officers are on the platform during such “rush” hours after the game.  They also help your train operators to understand that the passengers need time to get on the train.  If this would be a surprise for you, the above mentioned situation never happened in all these years when I took the train when the police officers are standing next to the trains at Galley Place, regulating the flow of passengers into the vehicles.  I think your officers have some “fear” of getting arrested when they see police, because they do their job pretty well without screwing up.

4.  If you think all the above solutions are not good, for Pete’s sake add a couple of cars on trains that arrive that time. Make it an 8 car train so that we have more doors to board and we don’t have to run a marathon on the platform to get close to the train.   I did learn today that you are going to run 8 car trains on Red and Green lines when a bunch of train cars get delivered.  Its about time you did this as you realize we are an active bunch in the DC area and there is always something to do around the town.  We consider you to be the best option to get around from point A to point B, without polluting the environment or making some petro-terrorist nation richer by shelling for gasoline to drive our sexy cars into the City.

5.  If possible, conduct a psychiatric evaluation of your current train operators, all of them, and re-train those who are borderline psychotic/neurotic.   Before they injure someone or mangle some human body part, they be told that it is inappropriate to operate a vehicle in the above described manner.  If it does not change, you may very soon have to print the following message on your Tickets:  WARNING: RIDING METRO IS INJURIOUS TO HEALTH.  WE ARE NOT RESPONSIBLE FOR YOUR LOSSES OR BODILY HARM WHILE ON THE METRO SYSTEM BECAUSE WE DON’T KNOW WHAT WE ARE DOING IN OUR JOBS.

6. Your hiring and training policies need to be revisited if the situation persists or deteriorate any further (which is highly unlikely as I already saw your staff hit the rock-bottom this evening with such appalling behavior.  It can’t get any worse than what it is now).

7. The final suggestion:  If you can’t fix it, just accept the failure and simply walk away.  Some of your customers have done that – they are resigned to the fate they suffer in the hands of your egregious operators and have decided to move on to alternative modes of transportation (read as personal vehicles a.k.a. cars, mopeds, bicycles) and happily driving around polluting the air that you and your children breathe.   If you want these people to return to your system, you have to correct these above mentioned deficiencies.. Or at least show them that you are making a sincere effort to do that.

If you still think none of the above suggestions are agreeable and you would still like to justify what your operator did is the right thing and there was a very good reason for doing so, please feel free to call me and explain what that reason would be.  Because, I am already close to being “insane” trying to find a logic/reason for how a train/system could be operated in this fashion.  Where I grew up, such a thing would be STOPPED and REEVALUATED COMPLETELY BEFORE IT IS DEEMED SUITABLE FOR SAFE OPERATION.

Before you tout the safety records of your system in yet another forum and plead your case for additional funding, I recommend you to prove to the general public that you and your staff are capable of running a system safely, smoothly and efficiently.  Safety doesn’t always mean prevention of fatalities. It can also be interpreted as prevention of loss (of limbs & other body parts) to your customers. It is a shame that no one has challenged you before and I am glad to do so with this open letter. Or may be it happened and you/your predecessors simply ignored it.

Above all, you have to understand that all your good deeds may simply be ignored when a passenger on your system experiences something so disastrous of this kind.  You and your staff are working hard all year and try to project a positive image to our city’s visitors and residents.  But the actions of a dumb few in your crew negate all the good things you accomplish or try to accomplish within your means.

Alright!  I probably sucked away a good chunk of your time reading this letter (which by now qualifies for the world’s longest complaint letter ever). Now, I’ll allow you to get back to fixing things around the Metro.  In the meanwhile, if any of the above mentioned items or issues are hard to understand or difficult to reason with, please feel free to write to me.  I’ll be glad to spend a couple of my hours to visit you and chat with you (very cordially, as you seen above) over a cup of coffee.
