Qualifications

Any potential position at Foursquare ITP requires excellent communication skills, both written and oral.  Topical area expertise in transit planning; transit program implementation; corridor-level transit planning; regional transportation planning; transit development plans; federal transit grant management; transportation demand management (TDM); Environmental Impact Statements/Environmental Assessments; land use and economic development analysis; and strategic planning. A strong working knowledge of the Washington Metropolitan area is desired.

The Senior Transportation Planner / Project Manager must have at least 12 years of experience in the field (15 or more years preferred) and at least 3 years of project management experience. Experience managing staff and overseeing projects from the technical and administrative sides is required. Appropriate educational background is also required, including preferably a Master’s degree in
transportation planning, urban planning, or similar. The Transportation Planner must have five years of experience in the field; a Master’s degree in transportation planning, urban planning or similar may be used to substitute for two years of experience.

Position Description

In addition to work with state and local governments, this position will also be committed half-time to a transportation planning contract with the Washington Headquarters Services (WHS) division of the Department of Defense, providing subject matter expertise in planning and implementing transit and transportation demand management programs at the Pentagon and Mark Center. In addition to the WHS contract this position will potentially contribute to on-going efforts that include heavy rail station environmental analysis, TDM plan development, performance measurement, TIGER grant management, long-range transit analysis and planning, transit development plans, and transit capital and operations planning.

Depending on the level of experience of the selected candidate, the position will be designated as a Transportation Planner or Senior Transportation Planner / Project Manager (STP/PM).

The selected candidate will work as part of a team and will be responsible for research, analysis, report development, field work and meeting participation on a wide variety of transportation projects. The selected candidate will be involved in transit development plans, transportation needs assessments, station area plans, transit route planning, financial planning, and transit performance monitoring. The position will require research and data analysis utilizing a variety of sources, including transit ridership data, survey data, and existing plan information. It will require excellent communication skills, both written and oral.

If the selected candidate is a STP/PM, he or she will serve in two capacities depending on the project. As a project manager, the STP/PM will lead project teams of transportation planners to deliver high quality solutions to Foursquare ITP’s clients in a timely manner, within the scope and budget of the assignment. In addition to leading project teams, the STP/PM will conduct some of the work involved in the assignments as well as overseeing the quality of the work of the rest of the project team. The STP/PM will be responsible for the client relationship as well as the coordination with any prime consultants or sub-consultants with whom the project is being executed

In some cases, the PM/STP will serve in a senior transportation planner role, where he/she will accomplish project assignments under the direction of another PM. In this position the candidate will also be expected to contribute to business development including proposal writing and presentations.

Experience

5-15 years of relevant experience with a Masters in transportation planning, urban planning, or similar substitutable for some of those years. Topical area expertise in transit planning; transit program implementation; corridor-level multimodal planning; regional transportation planning; transit development plans; short and long-range transportation plans; transportation demand management (TDM); Environmental Impact Statements/Environmental Assessments; Land Use and Economic Development; and Strategic Planning. A strong working knowledge of the Washington Metropolitan area is required.

Adding Ammo To The Argument: Why Riding A Motorcycle Is Good (& Encouraged) In Britain

A few days back we saw a nice video from RidetoWorkUK , promoting motorcycles as a commuting option.  And today I saw this new video posted by a British biker showing how wonderfully he bypassed a longggg traffic queue by hopping on the dedicated bus lane.  And with that today I learned, motorcycles are allowed to use bus lanes in some parts of UK..

Why are we not doing that in this part of the world (i.e., US)? Or do you know of any cities where such a practice is in place?

Job Overview

Transportation planners conduct professional analytical work identifying, leading, conducting and implementing transportation planning studies and policies. Planners contribute to capital budget formulation and prioritization, promote sustainable transportation system planning with local government officials, and educate and collaborate with local stakeholders. The ideal candidate will contribute to the visionary – future oriented – perspective of the Strategic Planning Branch of the Policy Planning and Sustainability Administration (PPSA) in the District Department of Transportation (DDOT). The District of Columbia faces significant transportation challenges and is seeking innovative solutions. Major Duties
Major Duties of a Planner II include:
  • Collect, analyze and interpret transportation and land use data;
  • Manage transportation studies including scoping, contract management, product review, and public and interagency coordination;
  • Execute technical writing assignments and report preparation;
  • Research economic, demographic, fiscal, legal, and technical elements for projects;
  • Perform data collection and manipulation using spreadsheet and database software;
  • Gather and prepare material and data for proposals / presentations.
  • Perform site / field evaluations;
  • Review and assess traffic and environmental impact studies;
  • Contribute to alternative planning recommendations;
  • Attend meetings both within and outside the agency pertaining to existing and potential projects;
  • Contribute to development of the state Transportation Improvement Plan (TIP).
  • Coordinate the review of development plans including interpreting and applying appropriate zoning regulations, planning policies, and guidelines.
  • Conduct and participate in meetings with community groups, advisory groups, representatives  of other governmental agencies, developers, and others;
  • Lead, guide, and train less experienced employees. Serve as lead planner on various committees or for special projects.
Knowledge and Abilities Required
Successful Transportation Planner candidates must possess considerable knowledge of analytical planning techniques applied in the collection and analysis of data and information pertaining to transportation issues. They must also have general knowledge of: the various transportation modes and their interrelationships; and of transportation services and programs.  Candidates must be able to think conceptually, observe and evaluate trends, analyze data, draw logical conclusions, and make sound critical decisions and recommendations.  Candidates must demonstrate ability to communicate effectively in oral and written form; establish and maintain effective working relationships with a variety of stakeholders; and translate current planning objectives and long-range planning goals into strategies that can be successfully implemented.   Ideal candidates will have experience in: evaluating transportation impacts of land use proposals, preparing long range transportation plans, GIS and travel demand analysis.  They will have strong analytical skills, teambuilding skills, the ability to organize and coordinate multiple projects and assignments while establishing priorities that accurately reflect departmental objectives, and the ability to work independently and follow through.  Experience in translating technical concepts into information accessible to the public is highly desired.  Candidates must display high standards of ethical conduct, exhibit honesty and integrity, be committed to quality service, and show a high level of personal initiative to work with minimal supervision.  Overall, candidates should demonstrate a passion for planning and issues related to land use-transportation linkage and smart growth.
Work Environment
Transportation planners operate in a team-based environment where staff members work collaboratively to deliver key outcomes and/or products.  The atmosphere is demanding and sometimes fast-paced, but also rewarding and involves tangible results.  Individuals who possess initiative and resourcefulness tend to excel most at DDOT. Planners receive broad guidance from and report to the Strategic Planning Branch Chief.  However, incumbents perform the functions of their positions independently, and often represent the Department in dealing with government officials and the private sector.   Most hours of the day are spent in an office setting, though some field work involving direct contact with transportation facilities is necessary.  Planners are also responsible for attending and/or leading some evening and weekend meetings at community sites.
Scope and Effect
Transportation planners at DDOT direct the analysis of transportation services and facilities in the District, and develop mid and long range plans for capital improvements.  They deal with issues affecting all users including pedestrians, bicyclists, children, seniors, persons with disabilities, motorists, movers of commercial goods, and users of public transportation; and are also well versed in community development, comprehensive land use planning, and long term priorities of the District of Columbia. P lanners are responsible for articulating a progressive definition of issues through an analysis of data, discussion with transportation stakeholders, citizens, and others; and must navigate appropriate project development steps that ensure compliance with relevant District and federal laws.  Work requires the application of various quantitative and qualitative tools such as surveys, demand models, resource allocation techniques, and sampling theories in the analysis of data and information from a variety of sources.
In sum, the work contributes to improving the safety, efficiency, and convenience of the District’s transportation system.  It enhances opportunities for economic development and physical development in the District by maintaining and improving transportation services and facilities for those users who depend on such service.

The Department of Transportation Planning of the Metropolitan Washington Council of Governments is seeking a Planner II or III to work with a small team responsible for public involvement and communications. The successful candidate will be a part of the Program Coordination Team, which supports the National Capital Region Transportation Planning Board (TPB), the federally designated metropolitan planning organization (MPO) for the Washington, D.C. region. The TPB plays an important role as the regional forum for transportation planning in the National Capital region.  The TPB prepares plans and programs that the federal government must approve in order for federal-aid transportation funds to flow to the Washington region.

A successful candidate will perform professional-level planning activities with a focus on enhancing and maintaining communications and public outreach efforts.  Activities are likely to include:

Bicycling as a mode for commuting and recreation has made great strides in recent years in the Washington metro area. Three speakers will discuss: Policy Development; Implementation and Infrastructure provision; and Marketing and Community Outreach. The session will conclude with a demonstration of a Capital Bikeshare bike station in Rosslyn.
Jim Sebastian will discuss integration of bicycle infrastructure with urban planning and development, and innovative bike lane design. Mr. Sebastian is a Supervisory Transportation Planner at the District Department of Transportation (DDOT), Washington D.C., where he manages the Bicycle, Pedestrian and Transportation Demand Management Programs.
Paul DeMaio will speak about planning and launching of Capital Bikeshare, including how station locations were determined, the RFP process for the program, and expansion plans. He will also touch on the history of bikesharing and different models for provision of service. Paul DeMaio is the founder of MetroBike LLC, a company that assists organizations in implementing bike-sharing programs, and writes The Bike-sharing Blog, an international news resource about the field.
Chris Eatough will discuss increasing bicycle use for transportation through encouragement and education of the community, as well as the activities and structure of BikeArlington and the impact of the program. Chris Eatough, program manager for BikeArlington, has an engineering background and was a professional endurance mountain bike racer, winning six 24-hour solo world titles and five US 24-hour national championships. He also has extensive experience as a mountain bike coach and product tester.
