Addressing mobility and infrastructure issues in the 21stcentury will require cost-effective and financially achievable solutions. TTI continues to provide a range of innovative capabilities to support research into long term transportation solutions, including public-private partnerships, toll road viability analyses, efficacy and implementation of mileage based user fees, innovative transportation financing, and long-range revenue forecasting. TTI seeks to complement these areas of expertise with a researcher who has experience and credentials in transportation funding and finance.

The successful candidate will be expected to provide expertise in and lead a strong independent research program in transportation funding and finance. Candidates for this position should have a master’s degree in finance, public policy, engineering or relevant field. Candidates should have a successful record of communicating effectively with stakeholders and for building consensus; a successful record of experience in or with relevant research, implementation or financial industries; a demonstrated ability to secure funding for priority initiatives; and 15+ years experience in related field(s).

The duties of the position include:

  • Provide policy analysis and support in transportation funding and finance to complement other transportation research expertise within TTI
  • Identify and obtain research funding from both traditional and non-traditional sponsors that have an interest in long range transportation challenges.
  • Conduct research related to transportation finance policy; innovative financing models including taxation, fees, tolls, bonds, bank financing, credit assistance, and private equity; finance and funding methods to enhance and expedite transportation project delivery, including planning, environmental justice, construction, operation, and maintenance
  • Interface with transportation finance industry, including public and private sector interests
  • Interface with elected and appointed officials at local, state and national levels

The Transportation for America Campaign seeks a Fellow to undertake research in support of national transportation policy reform. This is a tremendous opportunity for a recent graduate to learn about federal transportation policy and reform issues while performing applied research on federal, state and local transportation programs.

Responsibilities:

  • Conduct research and analytical projects that address the needs of the upcoming authorization campaign using transportation data resources and current literature.

  • Manage rapid response research capability, in conjunction with other campaign staff and communications team.
  • General administrative tasks including mailing, event planning, database management, and other duties as assigned.

Qualifications: The candidate must hold a bachelor’s degree and demonstrate educational background or work experience in transportation policy, urban planning, economics, public policy, or a related field. The position requires a detail-oriented person with strong analytical capabilities and writing experience. The candidate should possess excellent time management and organizational skills and be able to work independently with minimal supervision. Strong computer skills and experience conducting web research, literature reviews, and data analysis are required.

Compensation: The Fellowship comes with a stipend of $1,500 per month. Fellows receive two days of paid sick leave or vacation and have paid leave on all federal holidays. Health benefits will not be offered.

Time Frame: The position is available immediately. The Fellowship is located in Washington, DC and is full-time, forty hours per week for three months to a year (timeframe is flexible).

SAIC: Transportation Analyst – Planning for Operations (posted Feb 20, 2009)

Science Applications International Corporation’s (SAIC) Transportation Research Division currently has an opening in McLean, VA for a Transportation Analyst to provide support in the area of transportation planning for operations.  This position will contribute significantly to national level projects to advance planning for operations typically within metropolitan planning organizations and their planning partners including local and state departments of transportation and transit agencies.  Work may include developing the conceptual foundations for this emerging area, researching and writing guidebooks, developing practitioner workshops, and other activities that assist regional planners and operators to effectively plan for operations.  Transportation operations refers to activities to  traveler information, traffic signal coordination, incident management, transit system management, freight mobility management, work zone coordination, and special events operations.  Activities will involve regular interactions with clients, project management, and business development.

Experience:

The candidate should have between 5 to 10 years of experience in the areas of metropolitan transportation planning and transportation operations and/or congestion management.  The candidate may have experience as metropolitan planning organization staff, local or state department of transportation staff, and/or consultant.  The candidate would have experience working in or supporting collaborative forums to improve transportation operations on multi-agency level.  The candidate should have an understanding at the strategic level of developing and using transportation system performance measures and associated data collection to guide operations activities and investment decisions.  Experience writing proposals, developing business, managing projects, and working directly with clients is desired.

Skills the candidate must possess:

  • Excellent written and oral communication skills.
  • Ability to work independently as well as with small teams
  • Strong organizational skills and ability to effectively coordinate and manage projects.
  • Knowledge of Federal regulations for metropolitan transportation planning
  • B.S. or B.A. in planning, systems or civil engineering, public policy, or related area.  Advanced degree is preferred.
