Under the leadership of the Program Director for Environment, the Program Manager for Environment serves as the liaison to the AASHTO Resilient and Sustainable Transportation Systems (RSTS) Steering Committee and manages the RSTS Technical Assistance Program (TAP). The Program Manager also serves as a liaison to the Standing Committee on Environment (SCOE) Air Quality, Climate Change, and Energy Subcommittee (AQ Subcommittee). Additionally, the Program Manager oversees and directs various activities under the Center for Environmental Excellence (the Center) by AASHTO. Duties are performed with input from the Program Director and oversight groups consisting of state transportation agency representatives.

As liaison to the above committees, the Program Manager’s primary duty is to ensure AASHTO members are cognizant of key technical, legislative and regulatory issues related to climate change, extreme weather, air quality and other related environmental topics; and ensuring members are aware of how general environmental topics relate to transportation. The Program Manager monitors the legislative, regulatory and technical activities of appropriate Congressional committees, federal agencies and other public interest groups and associations, and provides this information to members to assist them in policy deliberation and development.

In managing the RSTS Technical Assistance Program, the Program Manager is responsible for the development of long-term program and project objectives and strategies; program and project planning and budgeting; contract preparation, negotiation and administration; marketing of RSTS services and products; coordination of activities, programs and projects with governmental agencies, trade associations and public interest groups.

As staff liaison to the SCOE Air Quality, Climate Change and Energy Subcommittee, the Program Manager provides management support to the subcommittee. In this capacity, the Program Manager attends meetings and provides policy and procedural advice; advises on meeting agendas; disseminates informational materials to committee members, provides other assistance as required; and serves as liaison between the AQ Subcommittee and SCOE.

As a task manager for the Center, the Program Manager supports the Program Director in developing the annual work plan; long-term environmental program objectives and strategies; environmental program and project planning and budgeting; contract preparation, negotiation and administration; marketing of the Center’s services and products; and coordination of activities, programs and projects with governmental agencies, trade associations and public interest groups. The Program Manager oversees the development of training materials, webinars, websites, workshops, and national conferences that provide AASHTO members opportunities to engage in critical environmental discussions.

The Program Manager represents and promotes AASHTO’s environmental goals and policy positions in meetings, task forces and workshops; prepares and delivers presentations; and performs other functions as needed.

Position Requirements:

A broad understanding of federal and state environmental policies, regulations, procedures and practices as they relate to transportation; and sound comprehension of the administrative, legislative and regulatory process at the federal and state levels is required.  The incumbent must have an understanding of state transportation responsibilities, planning and project delivery practices and policy issues. Project planning, budgeting and management skills, experience with contracts administration and financial reporting, and excellent written and oral communication skills are required. The incumbent must be able to travel approximately 30 days per year.

The successful candidate must have a minimum of four to six years of progressively responsible, professional experience in the transportation sector; with a focus on environmental issues or in the environmental field with a focus on transportation issues.  Prior experience in project management is desired.   A bachelor’s of arts or science degree, preferably in an environment or transportation related field is required.  Evidence of a higher degree of professional development, such as a postgraduate education, is desirable.

Headquartered in Washington, D.C., the Intelligent Transportation Society of America (ITS America) is the nation’s largest organization dedicated to advancing the research, development and deployment of Intelligent Transportation Systems (ITS) to improve the nation’s surface transportation network. ITS America was formed to provide a unified voice with respect to the development and deployment of new technology from the perspective of all potentially affected parties, including industry, government, academia and other association partners. ITS America represents the experience, perspective, and interest of both the public and private sectors.

ITS America’s members include federal, state, local government agencies; national and international companies involved in the development of intelligent transportation systems; universities and independent research organizations; certain national associations, and others. GENERAL RESPONSIBILITIES

The President and CEO provides leadership for ITS America. S/he directly oversees the management of a $5+ million budget and 30 staff in Washington, D.C. S/he serves as an ex officio member of the ITS America Board of Directors and on the ITS World Congress Board of Directors. S/he is responsible for translating the mission of the organization into specific goals and expectations relative to market development, research, education, and government affairs activities. S/he also serves as the lead spokesperson for ITS America before current and prospective members, government leaders, key business partners and stakeholders, media, other associations, and the general public.

SPECIFIC RESPONSIBILITIES

The President and CEO exercise’s responsibility for the overall strategic direction, coordination, and execution of society programs. S/he may delegate portions of these responsibilities consistent with sound management principles and authorized policies and procedures, together with proportionate authority for their fulfillment; but may not delegate or relinquish accountability for the results. The specific responsibilities of the president are:

  • Serves as the liaison between the Board and ITS America staff.
  • Participate in policy formulation actions undertaken by the Board of Directors; Identifies strategic gaps and provides input; interprets major policies and objectives for officers and key executives; recommends courses of action; and establishes operating policies and standards within the general framework established by the Board.
  • Ensure that the ITS America Board of Directors and the Executive Committee are kept timely informed about the operations of ITS America.
  • Directs the enforcement of the Association Bylaws and the execution of all resolutions of the membership, the Board, and the Executive Committee.
  • Directs the development of the strategic plan, budgets, programs, and campaigns required to achieve the objectives of the Society.
  • Presents recommended annual operating work programs for approval by the Board of Directors.
  • Administers the financial affairs of the Society within applicable Board policies, budgets, and accounting controls to ensure the overall fiscal health of ITS America.

  • Serves as a spokesperson for ITS America and the industry before a wide variety of government leaders, the media and related organizations.

The president maintains constant contact with the volunteer leadership of ITS America and:

  • Where appropriate and feasible, seek to jointly develop policies, advice, recommendations and programs on ITS matters in cooperation with interested and affected organizations such as the American Association of State Highway and Transportation Officials (AASHTO), the America Public Transportation Association (APTA), the International Bridge, Tunnel and Turnpike Association (IBTTA), the Institute of Transportation Engineers (ITE), the Institute of Electrical and Electronic Engineers (IEEE), SAE International, the Transportation Research Board (TRB), the Association of Global Automakers, and the Alliance of Automobile Manufacturers.

  • Monitors highway and other infrastructure improvements to determine if they are constructed to a desired quality and whether Federal-aid construction funds are being expended in a manner consistent with applicable Federal laws and regulations.
  • Participates in assessments State programs for effectiveness and compliance. Provides to partners recommendations for performance and operational improvements and guidance on corrective actions.
  • For projects designated as full oversight, reviews plans, specifications, and estimates (PS&E) for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of estimated unit prices, fulfillment of requirements from the transportation planning and NEPA process, and proper standard and special specifications and contract provisions.
  • Participates in and contributes to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting process.

Summary of Duties

Specific responsibilities will consist of policy research and writing, transportation planning and analysis, analysis of financial and operational data related to the allocation of operating and capital costs in the NEC, development of Commission products and materials, website content development and other tasks as assigned. As a Transportation Specialist (Transit Rail), you will serve as a technical and policy advisor responsible for any required development, implementation, and instruction supporting Federal Transit Administration (FTA) in the establishment of a Public Transportation Safety Certification Training Program for Federal and State personnel.  S/he is responsible for serving as a nationally recognized expert on rail safety and security training.  As a recognized expert, s/he will regularly participate as a technical resource and advisor on technically complex and politically sensitive transit rail safety and security issues.

The ideal candidate is a recognized technical expert on transit rail safety and security, and has leadership and team building skills and techniques such as group facilitation, coordination, coaching, problem solving, and interpersonal communication.  The ideal candidate can integrate work processes and products, and obtain resources in liaison with the supervisor to lead project team members to meet program and production goals.  S/he must have the ability to use consensus building, negotiating, coalition building, and conflict resolution techniques to establish and maintain effective working relationships and to interact appropriately in highly charged emotional situations for the purpose of influencing managers or other officials to accept and implement findings and recommendations for justifying and resolving matters involving significant or controversial issues.  The incumbent will share expertise through publications and presentations in respected forums, knowledge sharing venues within appropriate DOT communities, and mentoring of technical staff.
