Navigating TRB Annual Meeting in Washington, DC – Few good tips for the young transportation professionals

YPT Voice is pleased to present the sixth in a 10-week series of blog posts to introduce YPTers to the TRB Annual Meeting (#TRBAM) and to help them prepare for the annual conference in January 2012.  A complete summary of YPT-recommended TRBAM events will be available before and during the conference.

Dear YPT-ers,

When I was approached by YPT to share some tips for fellow-YPT-ers in terms of maximizing their benefit while attending the upcoming TRB, I chose to take a different route and opt for a video blog post rather than the the usual text-laden post. Thanks to my wife Chithra Jeyaram (@RealTalkies), a skilled film-maker from Univ. of Texas, I managed to get a quick video post done. Let us know what you think.

Oh, please remember this video only offers some random thoughts and by no means should be considered as a comprehensive tool when you are preparing to attend the TRB Annual Meeting. One item left out in this above video is the possibility of running into poor internet connectivity. Though the lobby at conference hotels offer free internet, it is often slow and not secure. The situation gets even worse when you are holed up in many of the conference rooms during the event. So my advice is to you, if possible, is to bring an aircard that can help you connect to the internet when you are attending the event.

Also, one more item I forgot to mention in the above video is the busy lunch/dinner times in the nearby eateries around the conference hotels, esp. around Marriott and Omni Shoreham. Yes! Trust me it gets very busy and sometimes meetings attendees have to skip lunch in order to make it to the next session on time. So, do not hesitate to hop on the metro Redline and get to the adjacent stops – Cleveland Park & Dupont Circle are located on either side of the Woodley Park/Zoo Metro station. There are plenty of eateries around Dupont Circle and Cleveland Park stations and can help save you considerable amount of time, which you otherwise would have spent waiting in line at the eateries around Woodley Park station.

This webinar will provide an overview of Adaptive Signal Control Technology (ASCT) and the efforts of the FHWA Every Day Counts initiative to mainstream the implementation of this technology. Agency professionals will discuss their recent experiences with adaptive signal control projects and how systems engineering was used as a tool to inform decisions that affect technology selection, system operation, and procurement options. The webinar will also discuss how to apply the FHWA Model Systems Engineering Documents for ASCT to these types of projects.

Background

The goal of the Every Day Counts ASCT initiative is to mainstream the use of adaptive control where traffic conditions and agency capability support its implementation. The Model Systems Engineering Documents for ASCT provide the agency practitioner already knowledgeable about traffic signal operation the means to develop systems engineering documents that comply with system engineering requirements (23CFR940.11) with a significantly reduced level of effort compared with traditional processes. In so doing, the risks of implementing systems inconsistent with an agency’s objectives and capabilities are greatly reduced.

These model documents and the associated guidance were developed by a team of traffic signal operations and systems engineering experts, with significant input from agency stakeholders, who have experience implementing ASCT in a variety of situations. Taken as a whole, this collection is the first of its kind, blending questions and potential responses to guide the reader through the selection of statements for a concept of operations and then linking requirements to those statements.

Paul Olson, P.E., PTOE, ITS Technology Specialist, FHWA Resource Center
With 30 years of experience, Mr. Olson is a widely known and respected expert on traffic signals and signal systems design and operation. In his current role with FHWA, he provides specialized technical support both to the FHWA headquarters and federal-aid field offices and partner state and local agencies, in addition to the ITS Joint Programs Office in the Research and Innovative Technology Administration.

Paul began his career with the Washington State Department of Transportation designing and operating traffic signals in the Northwest Region that includes the King and Snohomish County Metroplex. Prior to joining FWHA, he served as a consultant in the San Francisco Bay Area. During that engagement, Paul managed traffic signal timing optimization projects for the California jurisdictions of Concord, Pleasant Hill, Walnut Creek, Contra Costa County, and Caltrans.

Paul has had significant roles in the development of the Traffic Signal Timing Manual and the development of many National Highway Institute courses. He also had a significant role in the development of the Mobile Hands on Traffic Signal Timing Training. Paul is a Fellow of the Institute of Transportation Engineers and has been active for many years on the Transportation Research Board’s standing committees on Traffic Signal Systems. He holds a B.S. in civil engineering from Washington State University and a Certificate in Telecommunications Engineering from the University of California at Berkeley; a Professional Transportation Operations Engineer certification from the Institute of Transportation Engineers; and he holds registrations as a civil engineer in Washington, Oregon, California, Nevada, Arizona and registrations as a traffic engineer in California and Oregon.

Leo Almanzar P.E., P.P., Senior Engineer, New Jersey Meadowlands Commission
Mr. Almanzar plays a critical role in transportation planning and traffic engineering initiatives for the Commission. He manages transportation reviews and calculation of transportation mitigation assessments for the Meadowlands Transportation Planning District. He is also design and construction project manager for multiple phases the Meadowlands Adaptive Signal System for Traffic Reduction (MASSTR) at 128 locations.

Leo’s career’s worth of experience in traffic engineering coupled with more than 3 years of adaptive signal control technology (ASCT) research and collaboration with adaptive system managers, communication, and detection providers have resulted in a comprehensive background in ATCS and related technologies. He recently designed the entire first phase of the project consisting of thirty traffic signals and prepared the Systems Engineering Analysis and Review Form for the project.

Leo is a graduate of the New Jersey Institute of Technology, where he earned bachelor and master degrees in civil engineering. He is also an adjunct professor of computer aided design at Passaic County Community College.

Hong Yuan, P.E., P.T.O.E , Senior Transportation Engineer, New Jersey Meadowlands Commission
Mrs. Yuan plays a critical role in transportation planning and traffic engineering initiatives for the Commission. Hong earned her bachelor degrees in civil engineering as well as economics from Tsinghua University, China; and her master degree in civil engineering from Georgia Institute of Technology. She is a registered PE in New Jersey and Maryland, and a PTOE since 2008.

Cindy Shell, Designer, Volkert & Associates, Inc.

photograph of Cindy ShellMrs. Shell is currently a designer with Volkert & Associates, has been responsible for the design of numerous intersection and signal upgrade plans, signal timing plans, and traffic studies for both public and private sectors throughout the southeast. Her most recent experience includes the ITS project that will provide signal upgrades and transportation network improvements at 123 intersections located within the City of Chattanooga metropolitan area and will include the use of adaptive signal control technology (ASCT).

Prior to coming to Volkert, Mrs. Shell worked 12 years for the Alabama Department of Transportation in the areas of Construction, Maintenance, and Administration. She holds a bachelors degree in biology from Auburn University and a masters degree in Counseling and Human Development from Troy State University.

James Fritz Brogdon, P.E., Project Manager, Volkert & Associates, Inc.

He is responsible for developing ITS, roadway, lighting and traffic signal plan sets including design criteria, horizontal and vertical geometry, signing/striping, equipment specification, and detailed construction quantity estimates. Mr. Brogdon has extensive experience working in conjunction with multiple state departments of transportation on numerous ITS, roadway, lighting and traffic signal, and roadway projects.

Mr. Brogdon earned his bachelor and master degree in Civil engineering from Tennessee Technological University. He is a registered PE in Tennessee, Arkansas and Illinois.

Richard W. Denney, Jr. P.E., Traffic Management Specialist, FHWA Resource Center
With 30 years of experience, Mr. Denney is a widely known and respected expert on traffic signals, ITS architecture and design, standards, and systems engineering for transportation management projects. Prior to joining the FHWA, Rick served as a consultant and led projects implementing systems engineering in the development of standards and also in the planning and development of a wide range of ITS projects. Rick also managed all types of ITS projects throughout the country, including signal systems, ITS systems engineering, communications plans, regional architectures, and dynamic message sign systems design and testing. He chairs the National Transportation Communications for ITS Protocol (NTCIP) Field Management Stations Working Group.

Rick began his career at the Texas Department of Transportation in the Freeway Operations Unit. He then served as the Traffic Signal Engineer for the City of Austin, and subsequently as the Traffic Management Engineer for the City of San Antonio, where he managed the planning, design, and operation of traffic signals and several large and small traffic signal system projects for a combined network of 1,100 traffic signals.

Rick holds a B.S. in civil engineering from Texas A&M University, and a M.S. in engineering from the University of Texas at Austin. He is widely published, and recently received the Transportation Research Board’s D. Grant Mickle Award for Outstanding Paper on Operations.

As the much-feared and talked about Carmaggedon weekend in LA is almost here, our friends at The City Fix blog brought to our attention this beautiful video by Ross Ching, a filmmaker.  This video gives you an idea of what LA without cars would look like and I must admit it looks different (i.e., read as beautiful).  The footage, edited by Ross, is from “LA with no cars,” and it is a series of time-lapse clips edited to make it seem like the roads are empty. On his website, Ching explains how he achieved the effect. Watch the video below

Coming To A Cinema Near You – Revenge of the Electric Car

Just noticed this post on my favorite documentary blog  –  Real Talkies and couldn’t help but share. Oh, I’m planning to see it on June 25th when it gets screened at the AFI Silver Docs Documentary Festival.

Here is a snippet of what Real Talkies wrote:  In “Who killed the electric Car?” they followed a group of activists. “REvenge of the Electric Car” sets out to follow Tesla’s CEO Elon Musk, GM’s vice chair  – Bob Lutz, Nissan’s CEO Carlos Ghosn and DIY expert  Greg “Gadget” Abbott . Each one allowed access to their journey over three years on condition that the film will not be released until 2011.

This is one rare occasion when we want all of them to win, their cumulative success is success for the earth, for us and for a life without dependence on fossil fuel. This remarkable film is on its festival circuit. DC folks can see it at SilverDocs on June 25th. For future screenings visit their website.

Bicycling as a mode for commuting and recreation has made great strides in recent years in the Washington metro area. Three speakers will discuss: Policy Development; Implementation and Infrastructure provision; and Marketing and Community Outreach. The session will conclude with a demonstration of a Capital Bikeshare bike station in Rosslyn.
Jim Sebastian will discuss integration of bicycle infrastructure with urban planning and development, and innovative bike lane design. Mr. Sebastian is a Supervisory Transportation Planner at the District Department of Transportation (DDOT), Washington D.C., where he manages the Bicycle, Pedestrian and Transportation Demand Management Programs.
Paul DeMaio will speak about planning and launching of Capital Bikeshare, including how station locations were determined, the RFP process for the program, and expansion plans. He will also touch on the history of bikesharing and different models for provision of service. Paul DeMaio is the founder of MetroBike LLC, a company that assists organizations in implementing bike-sharing programs, and writes The Bike-sharing Blog, an international news resource about the field.
Chris Eatough will discuss increasing bicycle use for transportation through encouragement and education of the community, as well as the activities and structure of BikeArlington and the impact of the program. Chris Eatough, program manager for BikeArlington, has an engineering background and was a professional endurance mountain bike racer, winning six 24-hour solo world titles and five US 24-hour national championships. He also has extensive experience as a mountain bike coach and product tester.

Just after the TRB conference, senior decision makers and transport experts from around the world met in Washington from 27 – 28 January 2011 to share the latest experiences, information and best practices focused on safe, clean, and affordable transport services.

This year’s event featured case studies on sustainable transport from China, Mexico, Colombia, South Africa, India and the U.S. The joint event was co-organized by EMBARQ, The World Bank, Inter-American Development Bank, Asian Development Bank, Institute for Transportation Development and Policy, Clean Air Initiative for Asian Cities, and the Partnership for Sustainable Low Carbon Transport.

Trucking industry stakeholders are invited to participate in a free webinar to discuss key policy and institutional challenges that could impact fleet adoption of new wireless communication technologies.  The particular technologies being discussed include communication technologies that allow trucks to “talk” to other vehicles and roadside infrastructure.  Through this webinar, motor carriers will be able to provide the U.S. DOT with direct feedback on technology implementation issues.

Event Alert – USDOT’s ITS JPO Bidders Conference for Three Major Projects Including the Safety Pilot Model Deployment

US DOT is conducting a Pre-proposal Conference (“Safety Pilot Joint Bidders Conference”) for interested parties to learn about and ask questions regarding the following three current US DOT procurements/solicitations in support of the Safety Pilot Program. US DOT officials will present and discuss the procurement process and requirements for each of the following three planned procurements, as well as answer relevant questions from interested parties.

  • Safety Pilot Test Conductor – Request for Proposals (RFP) DTFH61-11-R-00006 available atwww.FedBizOpps.gov
  • Aftermarket Safety Devices – Request for Applications (RFA) DTFH61-11-RA-00003 available at www.Grants.gov
  • Roadside Equipment – Request for Quotations (RFQ) DTFH61-11-Q-00012 available at www.FedBizOpps.gov

Safety Pilot is intended to establish a real world model deployment test site for enabling wireless communications among vehicles and with roadside equipment for use in generating data to enable driver safety warning systems.  The deployment site will encompass vehicles of various types that include a mix of integrated, retrofit, and aftermarket vehicle safety systems.  The model deployment data generated will be used for establishing safety benefits in support of future policy decisions by US DOT, as well as for use by the broader industry in developing additional connected vehicle applications.

As such, the goals of the Safety Pilot Program are to:

  • Establish benefits data in support of NHTSA 2013 Agency Decision on V2V Communications with Real World Field Data
  • Support real world V2V and V2I safety applications with a data rich environment
  • Create public awareness & determine user acceptance

Anticipated outcomes include:

  • Obtaining empirical data for determining benefits and user acceptance in support of future federal policy actions
  • Establishing a public database of archived road network data for supporting development of additional safety, mobility, and environmental applications
  • Establishing multiple supplier sources for safety devices and roadside infrastructure
  • Develop a better understanding of the operational policy issues associated with the deployment of V2V and V2I applications
