This webinar will summarize findings from two state of the practice assessments conducted for the USDOT‘s AERIS program. The first assessment identified applications that have demonstrated environmental benefits through use of Intelligent Transportation System (ITS) technologies. The second assessment focused on techniques that could be used to evaluate the environmental impacts of ITS deployments. The webinar will address the following topics:

  • AERIS State of the Practice Assessments: Chris Pangilinan of USDOT will lead the webinar with an overview of AERIS state-of-the-practice assessments.
  • Findings from the AERIS Applications State-of-the-Practice Assessment: Katie Miller of Noblis will discuss demand and access management applications, eco-driving applications, logistics and fleet management applications, traffic management applications, as well as freight and transit applications. She will also discuss how ITS can potentially support use of alternative fuel vehicles.
  • State of the Practice of Techniques for Evaluating the Environmental Impacts of ITS Deployment: Richard Glassco of Noblis will discuss evaluation techniques in three categories including direct measurements of vehicle emissions and fuel use, infrastructure-based air quality measurements, and modeling.

Background

The transport sector accounts for approximately 28 percent of greenhouse gas in the U.S. Vehicles represent almost 80 percent of transport sector greenhouse gas. ITS can play a vital role in reducing vehicle miles traveled, improving vehicle efficiency, and reducing petroleum consumption—all of which can reduce greenhouse gas emissions.

The AERIS program was launched in 2010 and is currently sponsoring research and working with stakeholders to assess the ways in which real-time transportation system data could improve the operation of the surface transportation network. The AERIS program vision is to generate, capture, and analyze vehicle-to-vehicle and vehicle-to-infrastructure data to create actionable information that allows surface transportation system users and operators to make “green” transportation choices. The program aims to leverage existing and future research, data sets, and technologies to develop, enhance, and model ITS applications that are proven to reduce the negative impacts of transportation on the environment. Another program goal is to explore how AERIS data sets may improve or validate assumptions of environmental and other models.

  • Understand AERIS program foundational research activities.
  • Learn more and stimulate creative thinking about potential applications of real-time data to reduce vehicle emissions.
  • Learn about methods to evaluate the environmental benefits of ITS deployment.

State and local DOT staff, policy researchers, ITS software and system developers, environmental advocates, consultants, academics, and others with an interest in the potential to use real-time transportation system data to reduce environmental impacts.

Chris Pangilinan is the Special Assistant to the Deputy Administrator of the Research and Innovative Technology Administration (RITA) at USDOT. Prior to joining the USDOT, Chris was a transportation engineer and planner at the San Francisco Municipal Transportation Agency (SFMTA), the city’s DOT and transit agency. Chris’s work in transit operations and planning while at the SFMTA provides the transit experience that he is able to bring to the AERIS team. He earned his undergraduate degree in Civil Engineering at Portland State University and his Master’s degree in Transportation at the Massachusetts Institute of Technology. Chris is a registered Civil Engineer in the State of California.

Katie Miller, Lead Sustainability Analyst, Noblis Center for Sustainability
Katie is a Lead Sustainability Analyst within the Noblis Center for Sustainability where she manages projects relating to greenhouse gas emissions issues. Prior to joining Noblis, Katie was a Program Manager for the US General Services Administration (GSA). She led sustainable supply chain initiatives for the agency and served as the lead author for the Executive Order 13514 Section 13 Recommendations for Vendor and Contractor Emissions, including designing an interagency implementation strategy for the recommendations. Her prior experience includes serving as a Senior Program Manager at the White House Council on Environmental Quality’s Office of the Federal Environmental Executive and managing the GSA Fleet National Alternative Fuel Vehicle Program. Katie holds a Master of Arts in Environmental and Natural Resource Policy from George Washington University and a Bachelor of Arts in Geography from Millersville University.

Richard Glassco, Principal Systems Modeler, Noblis Transportation Systems Division
Richard Glassco is a Principal Systems Modeler at Noblis, Inc. He has 30 years experience in simulation, modeling, and data analysis, including 17 years in the field of Intelligent Transportation Systems. His other specialties are ITS standards, road weather management, and evaluation of safety systems. Before joining Noblis he consulted with the Federal Systems Integration and Management Center. He has a B.A. in Mathematics from Cornell University and an M.S. in Operations Research from George Washington University.

On Thursday, July 15, the White House Office of Urban Affairs will host a live chat with the leadership of the Sustainable Communities Partnership, an agreement between HUD, Transportation, and EPA to coordinate federal housing, transportation, and environmental investments. Last month, the Partnership released a joint notice of funding availability — $35 million in TIGER II Planning grants and $40 million in Sustainable Community Challenge grants — for local planning activities that integrate transportation, housing, and economic development. And, HUD also announced $100 million in funding for Sustainable Communities Regional Planning grant program that will support regional planning efforts that integrate housing, land use, economic development, and transportation.

Through a broad based membership comprised of transportation and public safety professionals, TSAG initiates programs that promote inter-disciplinary, inter agency and inter jurisdictional coordination and cooperation, and that promote partnerships for advancing public safety technologies. Through its Case Studies Workshops series TSAG conducts post reviews of actual recent events and incidents, and of associated emergency responder experiences. Case Studies Workshops facilitate discussions by multi discipline and multi agency professionals for identifying technology, institutional and policy based success, failures and lessons learned. Case Studies Workshops & Webinars are focused on the fundamental TSAG “technology for public safety” TSAG mission.

TSAG operates through resources provided by the US Department of Transportation and serves its program mission in compliance with US DOT regulations, policies and specified contract provisions.

Fort Hood, Texas Army Base Shooting Incident

On November 5, 2009, a gunman opened fire at the Soldier Readiness Center at Fort Hood, Texas. Thirteen people were killed and 43 others were wounded or injured. Initial emergency alerts of the incident were communicated via calls to one of the Central Texas Regional Consolidated Public Safety Answering Point (PSAP), and subsequently were transferred to Fort Hood’s 9-1-1 Call Center. Two minutes and forty seconds after the initial 911 call, first responders from Fort Hood arrived of the scene. Soon after, EMS assets from the surrounding entities arrived to support Fort Hood responders. One-and-a-half minutes later, the assailant was incapacitated and emergency treatment and evacuation was initiated.

The initial response to the incident was prompt and efficient. Two ambulances and an incident commend vehicle from the Fort Hood Post Hospital arrived on the scene within two minutes and fifty seconds. Ultimately, ambulances and EMS personnel from throughout the region responded, treated and evacuated the wounded and injured.

The foregoing narrative illustrates how efficiently the initial response to this event was handled. The incident however, raised important questions about the degree to which the Department of Defense is prepared for similar incidents in the future, especially multiple, simultaneous incidents. It also brought into sharp focus the need to review the connections, both in relationships and technology, between the defense community and the civilian first responder community called to support in military protection incidents.

Case Studies Workshop & Webinar Overview

Case Studies Workshop & Webinar presenters will walk the audience through details of the Fort Hood incident with a focus on how the integration between the military and civilian responders between responder disciplines worked. The Workshop will focus on emergency response and management protocols, strategies and technologies, including communications between and among Police, Emergency Medical Services, and Public Safety Dispatch Personnel. Workshop presenters will discuss successes, failures and lessons learned and will highlight emergency response activities of local and regional emergency responders and will review operations strategies and technologies at the time of and in response to the incident.

Target Audience

Workshop participants include TSAG members, NRITS registrants, and other like interest guests. T3 Webinar target audiences include state and local public safety interests including emergency responders, transportation operations, emergency communications, and other public safety practitioners. Additionally, private and academic and technology research interests are encouraged to participate.

TSAG Case Study Workshop Concept and Purpose

The TSAG Case Studies Workshop concept targets case-studies of actual incidents or events associated with each of the eight (8) TSAG interest-community teams. TSAG communities of Interest include:

This Webinar,  will examine two different models for deploying congestion pricing projects. Lisa Castaneda, P.E., of the Harris County (TX) Toll Road Authority will discuss the new I-10/Katy Freeway.

The Katy Toll way/Managed Lanes is the first multi-lane electronic tollway in the Nation with full design standards, and it was developed through a public-private partnership. Additionally, Paul A. Lampley, P.E., of Florida DOT District Four, will discuss how Availability Payments were used to finance the upgrade of a 10.5-mile segment of I-595 between I-75/Sawgrass Expressway and I-95 in Fort Lauderdale, Florida. Similar in concept to pass-through tolls, availability payments are a means of compensating a private concessionaire for its responsibility to design, construct, operate, and/or maintain a tolled or non-tolled roadway for a set period of time.

The Seersucker Social, scheduled for Saturday June 12, is set to offer another delightful, unique and alternative entertainment experience by encouraging folks once again to mount their bicycles in high style. While the fall event called for tweed, seersucker has been selected as the ideal vintage fabric of choice to keep cool for the spring ride. Our event partner Hillwood Estate, Museum and Gardens will provide a fabulous dreamlike setting for the post-ride social.

A $20.00 event ticket will allow participants access to post-ride activities that include admission to the museum, picnicking, lawn games such as croquet and badminton as well as live music to complement the setting and atmosphere. The mansion and all of the estate gardens will be open for tours and other special activities until 8:30pm.

Small plates of delicious food and springtime treats will be made available to all guests by sponsoring restaurants. Beer, wine and a few specialty retro cocktails will help guests relax and enjoy the spectacular setting.

While the ride is free, attendance and registration for the post-ride lawn party is limited. Online registration is encouraged. A limited number of early registrations will be discounted to $15.00 and will be available through select blogs and ticketing venues.

Purpose: The U.S. Department of Transportation, Research and Innovative Technology Administration, ITS Joint Program Office will hold a two-day workshop to present and discuss its four draft IntelliDriveSM deployment scenarios that have been recently developed in response to key stakeholder input. The purpose of the meeting is to provide input to the U.S. DOT as it refines IntelliDrive research plans about potential futures paths for IntelliDrive deployment.  Discussion will be framed around four scenarios developed through stakeholder inputs. The workshop will engage participants to identify advantages and disadvantages of each of the draft scenarios and critical policy and institutional research needs.  The Tuesday session will provide an overview of the four draft scenarios. The Wednesday session will consist of break out groups to explore each of the four scenarios in detail as well as a concluding session that summarizes the findings from the workshop.

The Rudin Center for Transportation Policy and Management is pleased to announce High Speed Rail: Leveraging Federal Investment Locally, a symposium to be held on June 16th, 2010.

Following the January 2010 rail funding announcement by the U.S. Department of Transportation, interest in rail investment – and what it means for American communities – has continued to expand. In focusing on how to implement new rail corridors there is a risk of overlooking the need to manage the regional impacts of the nodes that comprise these systems. Join nationally recognized experts in transportation along with forward-thinking professionals in environmental, planning, community and economic analysis, environmental justice, land use, sustainability, climate change, and transportation fields in a frank and open discussion aimed at sharing experiences, examining the realities of major complex issues, and developing common sense approaches to environmental and transportation challenges.

A preconference workshop on Sunday, June 6, will provide participants with the opportunity to identify critical environmental research needs.

The Conference will be held at the Raleigh Convention Center, a beautiful new facility, centrally located in downtown Raleigh, NC.

Registration

  • Early Registration has been extended!
  • The conference registration fee of $350 will be in effect until April 30.
  • After April 30, the fee will increase to $425.  Conference Participants should register now to save!

Conference Hotel

  • A block of rooms will be reserved at the new Raleigh Marriott Hotel City-Center adjacent to the convention center. A conference rate of $92/night plus tax has been established but you must reserve your room by May 8, 2010.
