The FHWA Office of Planning, Environment, and Realty is pleased to announce the opening of a “Senior Transportation Specialist” position that will serve as the Planning Capacity Building Team Leader in the Office of Planning.  The Office of Planning is responsible for the development and implementation of national policies, regulations, guidelines, standards, procedures, techniques, and initiatives to comply with the transportation planning and programming provisions.  The position will:
·         Serve as an authoritative advisor on a national basis within a wide area of transportation planning and capacity building issues and, as such, plays a major role in FHWA in developing and promoting national policies, programs, and procedures on numerous transportation and community planning and policy issues, and for providing authoritative advice, counsel, and interpretation of FHWA policies, procedures, and regulations.

This position is located in the Office of Innovative Program Delivery (HIN), Project Delivery Team, Federal Highway Administration (FHWA), in Washington, D.C. The Office of Innovative Program Delivery, an organizational element within the Federal Highway Administration (FHWA), provides national leadership, direction, and consulting services in new approaches for project finance, procurement (e.g., public-private partnerships (P3s)), and revenue generation (e.g., congestion pricing).  The office also provides for the oversight and stewardship of projects with a total cost in excess of $500 million.  HIN brings together experts on transportation credit assistance; project cost estimating and financial plan development; innovative finance; policy development; P3s; and tolling. 

This position is for the implementation of stewardship and oversight activities to monitor the cost, schedule, and performance of Federal-aid transportation infrastructure projects, especially major projects (those costing over $500 million) to identify problems and initiate action to mitigate implementation risks.  This position provides technical assistance and authoritative consultant services to FHWA field offices, State agencies, and other Federal agencies to assure that Federal regulations and policies are met in the development and delivery of major highway projects.

The TIFIA Office is recruiting financial analysts to work on the Credit and Budget Team.   The individual(s) will review credit requests submitted to the TIFIA Office and analyze cashflows for the purposes of quantifying the assessed risk of the loan and calculating the subsidy cost to the Government as well as support budgetary, contracting, and audit related work performed by the Credit and Budget Team.

The ideal candidate is experienced in analyzing cash flows and revenue projections, and understands how to apply the principles and practices from transportation planning, economics, and finance to estimate and quantify risk.  The individual has experience with or can learn how to implement this skill set to work on Federal credit programs operating under the Federal Credit Reform Act of 1990.

Communicates and applies Federal laws, regulations, and FHWA policies applicable to Federal-aid projects within the State DOT project development process.
  • Monitors highway and other infrastructure improvements to determine if they are constructed to a desired quality and whether Federal-aid construction funds are being expended in a manner consistent with applicable Federal laws and regulations.
  • Participates in assessments State programs for effectiveness and compliance. Provides to partners recommendations for performance and operational improvements and guidance on corrective actions.
  • For projects designated as full oversight, reviews plans, specifications, and estimates (PS&E) for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of estimated unit prices, fulfillment of requirements from the transportation planning and NEPA process, and proper standard and special specifications and contract provisions.
  • Participates in and contributes to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting process.

The Federal Highway Administration (FHWA) is looking for a Research Transportation Specialist (GS-12/13) to lead state-of the-art transportation operations research projects at the nationally recognized Turner-Fairbank Highway Research Center in McLean, Virginia.  This position is for a junior or mid-level professional in the Transportation Operations Applications Team in the Office of Operations Research and Development (R&D).  The incumbent is experienced in research related to one or more of the following areas:

(a) Intelligent Transportation Systems (ITS),
(b) traffic adaptive control systems,
(c) freeway management systems,
(d) wireless communications systems, and/or
(e) cooperative vehicle-highway systems to help achieve the FHWA’s system performance strategic goal.

This position provides an exciting opportunity to work in a collaborative environment at the Saxton Transportation Operations Laboratory and with nationally recognized experts on meaningful cutting edge research projects such as the connected vehicle initiative and vehicle automation, as well as nearer-term applied problems in transportation operations.  The incumbent will be expected to guide in-house research, manage extramural contracts, and encourage partnerships for on-site research at our Cooperative Vehicle-Highway Testbed, as well as offsite field research on public or private roads and/or test tracks. The ideal candidate will preferably have an advanced degree in an engineering or scientific field, with course work related to one or more aspects of ITS, traffic engineering, or telecommunications.  He/she should have 5 or more years of relevant work experience.  Strong leadership, organization and people skills are a must.

The employee serves under the Director of Program Administration for the Central Federal Lands Highway Division (CFLHD). Federal Highway Administration (FHWA), in Lakewood, Colorado. The CFLHD is responsible for the program administration of the Federal Lands Highway Program (FLHP) and the design and construction of transportation system projects on Federally-owned lands in 14 States covering the central, western, and southwestern United States. Possessing the same level of authority as other CFLHD Branch Chiefs, the employee has the authority and responsibility for the management of day-to-day activities to ensure that a broad range of financial management and administrative services are provided throughout the Division. In this capacity, the employee maintains constant awareness of the status and effectiveness of associated programs, processes, procedures, and practices, and is thereby required to formulate, determine or influence Division level policies.

The ideal candidate for this position would be an experienced career professional who is collaborative, mission focused, has an excellent skill set in working with employees, and has experience in delivery of the Federal Highway Programs and demonstrated experience with assuring the accuracy and integrity of financial analysis, reporting, disclosure, internal controls and management information systems. The candidate would also have experience providing day to day leadership for up to 20 employees with financial and other administrative duties and successfully managing a $150 to $ 200 million annual program of obligations.   • Serve as a member of the Division Leadership Team for national and Division-level strategic planning and direction for Division-wide goals and needs in alignment with those for Federal Lands Highways (FLHP), FHWA, and USDOT.
  • Serve as the Division’s lead advisor in developing and implementing sound processes, principles and practices related to CFLHD-wide budget development, execution, management, monitoring/tracking, and reconciliation for General Operating Expense (GOE).
  • Lead the development, implementation, and maintenance of financial and accounting systems for service areas (e.g., equipment depot, materials test laboratories, and reimbursable projects) to reflect cost of operations and equitable distribution of cost to clients and partnering agencies.
  • Be responsible for ensuring that technical reports, memorandums. and responses to financial requests and inquiries are prepared in a timely manner.
  • Be responsible for regularly consulting with the Division Engineer, Directors and other key staff with respect to administrative management issues arising in the Division’s overall responsibilities within assigned program areas. This position is located in the Office of Transportation Operations in the Office of Operations. You will serve as a national expert in Traffic Incident Management (TIM); including the leadership, institutional development and sustainability, professional capacity building, and public awareness and education.  The position entails developing, executing and promoting TIM program efforts in collaboration with Transportation and Public Safety senior leaders, mid-level officials and practitioners. The position requires knowledge of current national TIM state-of-the-art and state-of-the-practice guidance and good practices. You may conduct tasks associated with one or both categories based on the program’s needs and your strengths. You may also (1) manage executive-level interactions among governmental, private sector and association partners and serve as public safety liaison OR (2) provide technical services on a gamut of traffic incident management issues. Duties: 

  • Identifies, plans and implements broad new national TIM collaboration strategies with public safety  based on the wide dissemination of the FHWA-produced TIM Program policies, strategies, guidance and products to State, Tribal, regional and local customers, but also association, private sector, senior leadership partners in transportation, law enforcement, fire, towing and other public safety responders.
  • Identifies research and development needs and gaps presented by contacts with State, Tribal, regional and local TIM managers and practitioners and integrate these into the TI&EM roadmap and/or annual work plans and budget requests.
  • Serves as the Government’s Contracting Officer’s Representative or Task Monitor, as appropriate, if trained and accredited for TIM-specific contract work.
  • Analyzes and converts conclusions of data and special studies, surveys, and research specific to the TIM program standards, policies, and guides for enhancing the proliferation of the TIM products into reports, budget recommendations, articles, and presentations.
  • Uses written and oral tools and skills to promote the adoption of the TIM program products and to influence decision makers to accept good TIM practices or recommended tools and resources needed to secure management support to enhance and improve local TIM programs.
  • Creates effective relationships with senior-level transportation, public safety and towing stakeholders involved in the national TIM program development and implementation using existing national expertise and contacts in the TIM field.
