This position is located in the Office of Innovative Program Delivery (HIN), Project Delivery Team, Federal Highway Administration (FHWA), in Washington, D.C. The Office of Innovative Program Delivery, an organizational element within the Federal Highway Administration (FHWA), provides national leadership, direction, and consulting services in new approaches for project finance, procurement (e.g., public-private partnerships (P3s)), and revenue generation (e.g., congestion pricing).  The office also provides for the oversight and stewardship of projects with a total cost in excess of $500 million.  HIN brings together experts on transportation credit assistance; project cost estimating and financial plan development; innovative finance; policy development; P3s; and tolling. 

This position is for the implementation of stewardship and oversight activities to monitor the cost, schedule, and performance of Federal-aid transportation infrastructure projects, especially major projects (those costing over $500 million) to identify problems and initiate action to mitigate implementation risks.  This position provides technical assistance and authoritative consultant services to FHWA field offices, State agencies, and other Federal agencies to assure that Federal regulations and policies are met in the development and delivery of major highway projects.

The TIFIA Office is recruiting financial analysts to work on the Credit and Budget Team.   The individual(s) will review credit requests submitted to the TIFIA Office and analyze cashflows for the purposes of quantifying the assessed risk of the loan and calculating the subsidy cost to the Government as well as support budgetary, contracting, and audit related work performed by the Credit and Budget Team.

The ideal candidate is experienced in analyzing cash flows and revenue projections, and understands how to apply the principles and practices from transportation planning, economics, and finance to estimate and quantify risk.  The individual has experience with or can learn how to implement this skill set to work on Federal credit programs operating under the Federal Credit Reform Act of 1990.

  • Participates in and contributes to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting process.

The Federal Highway Administration (FHWA) is looking for a Research Transportation Specialist (GS-12/13) to lead state-of the-art transportation operations research projects at the nationally recognized Turner-Fairbank Highway Research Center in McLean, Virginia.  This position is for a junior or mid-level professional in the Transportation Operations Applications Team in the Office of Operations Research and Development (R&D).  The incumbent is experienced in research related to one or more of the following areas:

(a) Intelligent Transportation Systems (ITS),
(b) traffic adaptive control systems,
(c) freeway management systems,
(d) wireless communications systems, and/or
(e) cooperative vehicle-highway systems to help achieve the FHWA’s system performance strategic goal.

This position provides an exciting opportunity to work in a collaborative environment at the Saxton Transportation Operations Laboratory and with nationally recognized experts on meaningful cutting edge research projects such as the connected vehicle initiative and vehicle automation, as well as nearer-term applied problems in transportation operations.  The incumbent will be expected to guide in-house research, manage extramural contracts, and encourage partnerships for on-site research at our Cooperative Vehicle-Highway Testbed, as well as offsite field research on public or private roads and/or test tracks. The employee serves under the Director of Program Administration for the Central Federal Lands Highway Division (CFLHD). Federal Highway Administration (FHWA), in Lakewood, Colorado. The CFLHD is responsible for the program administration of the Federal Lands Highway Program (FLHP) and the design and construction of transportation system projects on Federally-owned lands in 14 States covering the central, western, and southwestern United States. Possessing the same level of authority as other CFLHD Branch Chiefs, the employee has the authority and responsibility for the management of day-to-day activities to ensure that a broad range of financial management and administrative services are provided throughout the Division. In this capacity, the employee maintains constant awareness of the status and effectiveness of associated programs, processes, procedures, and practices, and is thereby required to formulate, determine or influence Division level policies.

The ideal candidate for this position would be an experienced career professional who is collaborative, mission focused, has an excellent skill set in working with employees, and has experience in delivery of the Federal Highway Programs and demonstrated experience with assuring the accuracy and integrity of financial analysis, reporting, disclosure, internal controls and management information systems. This position is located in the Office of Transportation Operations in the Office of Operations. You will serve as a national expert in Traffic Incident Management (TIM); including the leadership, institutional development and sustainability, professional capacity building, and public awareness and education.  The position entails developing, executing and promoting TIM program efforts in collaboration with Transportation and Public Safety senior leaders, mid-level officials and practitioners. The position requires knowledge of current national TIM state-of-the-art and state-of-the-practice guidance and good practices. You may conduct tasks associated with one or both categories based on the program’s needs and your strengths. You may also (1) manage executive-level interactions among governmental, private sector and association partners and serve as public safety liaison OR (2) provide technical services on a gamut of traffic incident management issues.   • Identifies research and development needs and gaps presented by contacts with State, Tribal, regional and local TIM managers and practitioners and integrate these into the TI&EM roadmap and/or annual work plans and budget requests.

  • Uses written and oral tools and skills to promote the adoption of the TIM program products and to influence decision makers to accept good TIM practices or recommended tools and resources needed to secure management support to enhance and improve local TIM programs.
  • Creates effective relationships with senior-level transportation, public safety and towing stakeholders involved in the national TIM program development and implementation using existing national expertise and contacts in the TIM field.
