Obama Favors “Cash for Clunkers”

 Yesterday President Obama told Chrysler and GM that it is time to shape up or ship out. He also said he supports a program that would pay people to trade in older cars for newer, more fuel efficient vehicles. Europe has successfully tried this, but could it work here and would it be good for the planet? 

Speaking about a so called “cash for clunkers” program, Obama said:

“Such fleet modernization programs, which provide a generous credit to consumers who turn in old, less fuel-efficient cars and purchase cleaner cars, have been successful in boosting auto sales in a number of European countries.”

Here is an analysis from a News portal on what it could mean for consumers.

This is especially true in Germany, where new auto sales are said to have risen 20 percent last month. Of course, Europe has much higher gas prices than we do, increasing the desire to go with a greener car. They are also taxing people for their carbon output, again incentivizing people to get rid of heavier, more inefficient cars and trucks., A gas tax and other complimentary taxes that would bring our prices in line with Europe’s is politically unlikely, so a trade-in program may have some political legs given Congress’s new found attention on the climate. 

Another supporter is Ohio Rep. Betty Sutton, who sponsors the CARS Act, which creates vouchers of between $3,000 and $5,000 for people to trade-up. Given the president’s announcement yesterday, it’s suddenly a viable question to ask if there will be any American cars to buy if a cash for clunkers plan was enacted.

Germany recently began a scrapping incentive program that gives buyers €2,500 to get rid of their old cars and buy new ones. The plan helped create a 21% jump in car sales during the month of February, even though the plan didn’t take effect until February 20. It was the kind of success that has both the UK and the U.S. mulling over such a program, and has Germany considering doubling the incentive plan by adding another €1.5 billion of government money. 

 According to The Local, a Düsseldorf paper – Rheinische Post report says that car sales have reportedly increased significantly since the scrapping bonus came into effect on February 20, and now there is “department-wide agreement” that is should be extended, citing an anonymous government source. 

But the scheme was only set to be available as long as funds lasted. The paper said the government plans to discuss the extension during a coalition committee meeting after Easter, and that most of the finance and economy officials had already given their consent.

Automobile congestion is too often portrayed as mere nuisance or inconvenience. A new study from Germany, which we heard about via Streetsblog Network member blog The Hard Drive, reminds us that it is much more than that. The study, presented at the American Heart Association’s 49th Annual Conference on Cardiovascular Disease Epidemiology and Prevention last week, shows that being in a traffic jam — whether in a car, on a bike, or on a bus — can triple a person’s chance of having a heart attack:

“Overall, time spent in any mode of transportation in traffic was associated with a 3.2 times higher risk than time spent away from this trigger,” the study says.

The researchers didn’t try to pinpoint the reasons for the increased risks, but stress is a suspect. Another one: the exhaust and air pollution coming from other cars, the authors said.Past studies have discovered that pollution from car exhausts causes arteries to stiffen, resulting in higher blood pressure and reduced blood flow to the heart.

Women, the researchers found, seem to be particularly at risk.  Click here to read the entire article.

And That’s Just Space…
They say an image is worth a thousand words. In this case, it really is. You can write about urban planning and air pollution and traffic congestion, but the three photos above show you at a glance the difference between these three means of transportation. And space isn’t everything: Cars also cost more money, pollute more, increase risks of obesity and all kinds of diseases, etc.

Last month, Germany reported a shocking 21 percent improvement in auto sales, and the greatest driver in the uptick was a used vehicle scrapping plan that pays drivers 2,500 euros ($3,150) to remove their old car from the road. With new car sales in most other countries down by at least that much, it was widely speculated that other governments would look closely at Germany’s new system to see if it would be worth adopting in their areas.

An opinion piece at Automotive News (sub. req’d) suggests that it’s time for the United States to implement its own vehicle scrapping program. President Obama’s recently-passed economic stimulus plan does contain provisions that are intended to help spur new vehicle sales, but has nothing as dramatic as what’s been enacted in Germany.

Get your Geld ready: Germany issues final draft on CO2-based taxes

Changing the road tax legislation in Germany wasn’t an easy thing to do. Here’s how the new tax works, starting July 1st:  

 

First, there’s a base tax based on displacement: €2 per each 100 cubic centimeters if it’s a gasoline car or €9.5 if it’s a diesel car. Additional taxes are based on CO2: for each gram over 120 that your car emits per kilometer, your tax will be increased by €2. That COlimit will drop to 110 grams in 2012 and, from 2014 onwards, it will be 95 grams. So, for example, the new Toyota IQ 1.33, which emits 113 gm/km. The 1.3-liter gas engine will be taxed at 13 * 2 = €26 and the number will stay the same until 2012. At that time, its owner will be charged an extra €6 additional (€32 in total) because 113-110 = 3 grams at €2 each. Then, in 2014, the tax will be even higher: 113-95 = 18 grams, at €2 each, €36 additional (€62 total). I’ll let you do the math with a Porsche Cayenne S.
