Brookings: Shrinking the Carbon Footprint of Metropolitan America

The Obama administration’s move to increase vehicle fuel economy standards and reduce greenhouse gas emissions addresses the source of one-third of U.S. CO2 emissions—transportation. In this report, the authors analyze the current state of carbon emissions by metropolitan area, listing the places that emit the least per capita and proposing policy avenues to move the entire nation toward reduced climate impact.   

America’s Challenge

The nation’s carbon footprint has a distinct geography not well understood or often discussed. This report quantifies transportation and residential carbon emissions for the 100 largest U.S. metropolitan areas, finding that metro area residents have smaller carbon footprints than the average American, although metro footprints vary widely. Residential density and the availability of public transit are important to understanding carbon footprints, as are the carbon intensity of electricity generation, electricity prices, and weather. 

Limitations of Existing Federal Policy
Numerous market and policy distortions inhibit metropolitan actors from more aggressively addressing the nation’s climate challenge. Economy-wide problems include underpriced energy, underfunded energy research, missing federal standards, distorted utility regulations, and inadequate information. Policy impediments include a bias against public transit, inadequate federal leadership on freight and land-use planning, failure to encourage energy- and location-efficient housing decisions, and the fragmentation of federal transportation, housing, energy, and environmental policies. 

A New Federal Approach
Federal policy could play a powerful role in helping metropolitan areas—and so the nation—shrink their carbon footprint further. In addition to economy-wide policies to motivate action, five targeted policies are particularly important within metro areas and for the nation as a whole:

  • Promote more transportation choices to expand transit and compact development options
  • Introduce more energy-efficient freight operations with regional freight planning
  • Require home energy cost disclosure when selling and “on-bill” financing to stimulate and scale up energy-efficient retrofitting of residential housing
  • Use federal housing policy to create incentives for energy- and location-efficient decisions
  • Issue a metropolitan challenge to develop innovative solutions that integrate multiple policy areas

New report from Brookings Institute – “Making Transportation Sustainable: Insights from Germany”

To help improve the energy efficiency and overall environmental sustainability of the U.S. transportation system, we will need to adopt policies that foster changes in the way Americans travel. A new Brookings report “Making Transportation Sustainable: Insights from Germany” finds that Germany may offer valuable lessons. Like the United States, Germany is a federal republic but it has taken impressive steps to improve transportation options, link transportation planning to land use, and advance other reforms – all while empowering metropolitan action.

Lessons for the United States:

Public policy can play a major role in reshaping America’s transportation system. The German experience offers five lessons to the United States for improving transportation sustainability through changes in travel behavior:

Get the Price Right in order to encourage the use of less polluting cars, driving at non-peak hours and more use of public transportation
Integrate Transit, Cycling, and Walking as Viable Alternatives to the Car, as a necessary measure to make any sort of car-restrictive measures publicly and politically feasible
Fully Coordinate and Integrate Planning for Land Use and Transportation to discourage car-dependent sprawl and promote transit-oriented development
Public Information and Education to Make Changes Feasible are essential in conveying the benefits of more sustainable policies and enforcing their results over the long term
Implement Policies in Stages with a Long Term Perspective because it takes considerable time to gather the necessary public and political support and to develop appropriate measures.

The 20 Most Traffic-Congested Cities In America – The Google Earth View

From New York to San Bernardino, drivers in America’s cities live in their cars. Below we use Google Earth to take an in-depth look at the intersections of the nation’s 20 most traffic-congested cities.

The good news is 2008 saw a major decrease in traffic, with drivers in the 100 largest metropolitan areas dealing with a 29% decrease in congestion on average. The bad news is we’re seeing it because of an increase in gas prices, which led to less driving and more carpooling, and a decrease in jobs, which led to more people sitting on the couch hoping their unemployment doesn’t run out so they can afford to keep their benefits. It’s a vicious circle. Much like the pain we’re seeing in these community-by-community breakdowns of the most congested intersections in these 20 most congested metro areas.

Though traffic does correlate to population rank, with the top four metropolitan areas also in the four worst cities for traffic, there are some anomalies. The Washington, D.C.-Arlington-Alexandria area is only the eighth most populous region in the country but is the fifth worst when it comes to traffic due to its high capacity of employment in the area and the lack of good housing stock for middle class families within “The Beltway” area.
