This position is located in the Office of Transportation Operations in the Office of Operations. You will serve as a national expert in Traffic Incident Management (TIM); including the leadership, institutional development and sustainability, professional capacity building, and public awareness and education.  The position entails developing, executing and promoting TIM program efforts in collaboration with Transportation and Public Safety senior leaders, mid-level officials and practitioners. The position requires knowledge of current national TIM state-of-the-art and state-of-the-practice guidance and good practices. You may conduct tasks associated with one or both categories based on the program’s needs and your strengths. You may also (1) manage executive-level interactions among governmental, private sector and association partners and serve as public safety liaison OR (2) provide technical services on a gamut of traffic incident management issues. The ideal candidate will demonstrate strengths in both of these categories.

The ideal candidate for this position is a mid-career or senior professional with experience interacting and providing technical services on traffic incident management issues with governmental, private sector and association partners and serving as public safety liaison.

Duties: 

  • Identifies, plans and implements broad new national TIM collaboration strategies with public safety  based on the wide dissemination of the FHWA-produced TIM Program policies, strategies, guidance and products to State, Tribal, regional and local customers, but also association, private sector, senior leadership partners in transportation, law enforcement, fire, towing and other public safety responders.
  • Identifies research and development needs and gaps presented by contacts with State, Tribal, regional and local TIM managers and practitioners and integrate these into the TI&EM roadmap and/or annual work plans and budget requests.
  • Serves as the Government’s Contracting Officer’s Representative or Task Monitor, as appropriate, if trained and accredited for TIM-specific contract work.
  • Analyzes and converts conclusions of data and special studies, surveys, and research specific to the TIM program standards, policies, and guides for enhancing the proliferation of the TIM products into reports, budget recommendations, articles, and presentations.
  • Uses written and oral tools and skills to promote the adoption of the TIM program products and to influence decision makers to accept good TIM practices or recommended tools and resources needed to secure management support to enhance and improve local TIM programs.
  • Creates effective relationships with senior-level transportation, public safety and towing stakeholders involved in the national TIM program development and implementation using existing national expertise and contacts in the TIM field.

The Federal Highway Administration has an exciting and challenging research position available in the Intelligent Transportation Systems Joint Program Office. The position is located at U.S. DOT headquarters in Washington, DC.

The selectee will serve as the focal point within the ITS Joint Program Office (JPO) formanaging, coordinating and supporting activities related to the connected vehicle safety and vehicle automation portions of the Department’s ITS program.

The candidate for this position will have excellent communications skills, expertise in ITS research and development topics, such as technology-based vehicle safety and road vehicle automation.  They will work closely with the vehicle safety, highway, motor carrier, rail, and transit industries to promote ITS initiatives and will work with the ITS community to ensure that vehicle safety systems needs are being accommodated.

The selectee will work with the ITS community to develop and implement a road vehicle automation program and will champion the capabilities and interests of the ITS community, often to a constituency that is not knowledgeable about or sympathetic to its needs.  In this capacity, the incumbent works to increase consensus building among its partners and work towards meeting National ITS program goals and objectives related to improvement of roadway safety and transportation mobility through the use of ITS solutions.

  • Provide project oversight of contractors working on numerous technical work zone projects. Serve as project manager for these technical projects, ensuring that contractor deliverables meet the requirements laid out in the task orders and meet the objectives of the Work Zone Management Program.
  • Provide liaison and work with staff from State and local departments of transportation, AASHTO, TRB, ITE, ITS America, ATSSA, and other partners outside U.S. DOT
  • Prepare responses to Congressional, Office of the Secretary, and other outside inquiries regarding transportation operations and work zone safety and mobility management.

This is a planning, research, and environment team leader position within the New Jersey Division. You will lead a professional staff comprised of planners and environmental specialists.  Duties:

  • Serves as the principal and technical authority to state, metropolitan, and rural agencies relative to securing sound planning programs for comprehensive transportation planning having a major impact on the agencies and communities (including all state, county, and municipal areas).
  • Provides technical guidance in the planning, coordination, and evaluation of the State’s research program of studies financed with Federal funds, which are carried out in-house by State researchers or through contracts with universities, consulting firms, and other government organizations.

  • Provides leadership and support to other disciplines in integrating transportation planning analysis and decision-making into other parts of the project development process.
  • Provides guidance and technical assistance to Division staff, and state Department of Transportation and MPO staffs on Federal planning requirements, policies, and procedures. Justifies, defends, and negotiates matters involving significant issues and major programs.
  • Serves as a team leader, and as such, sets and explains goals and plans and assigns work, develops performance standards and evaluates performance; approves hours of work, Telework arrangements and leave; signs time and attendance sheets and issues minor disciplinary actions and EAP referrals; and implements ways to improve production or increase the quality of the work directed.

The goal of SHRP 2 is to ensure that the most critical highway user needs are addressed, such as increasing safety, reducing congestion, minimizing disruption to users when roads are being rehabilitated, and providing new capacity that enhances neighborhoods and avoids environmental harm. SHRP 2 is also focused on producing methods and guidance, as well as technologies, designed to help agencies make the changes necessary to better serve their customers while managing the risk involved with institutional change.
